It is the only country in the Americas to have Portuguese as its offi cial language. Brazil is divided in fi ve regions (North, Northeast, Center-West, South, and Southeast) and 26 states, besides the Federal District where Brasília, the national capital, is located. BRAZILIAn CULtURe Colonized by Portuguese immigrants, Brazil is infl uenced by the Lusitanian culture. The whole population speaks the same language, Portuguese. 8 LIVING IN PORTO ALEGRE RIO GRANDE DO SUL Rio Grande do Sul (RS), whose capital city is Porto Alegre, is the southernmost state in Brazil, bordered by the Atlantic Ocean (East), Uruguay (South), Argentina (West) and the Brazilian State of Santa Catarina (North). It is a strategic development center of Mercosur, a common market promoting free trade and the fluid movement of goods, people, and currency between Brazil, Argentina, Uruguay and Paraguay. Porto Alegre is the biggest city in Rio Grande do Sul. Other highly populated cities in the state are Caxias do Sul, Pelotas, Canoas, Santa Maria, Gravataí, Viamão, and Novo Hamburgo. GAÚCHO CULTURE In Rio Grande do Sul, the music, the cuisine, the customs and the lifestyle are quite typical and unique. Everything from Rio Grande do Sul, including people who are born here, is called Gaúcho. Its population is largely formed by descendants of Portuguese, Spanish, German, Italian, and African immigrants, as well as of Brazilian First Nations. 8

10 LIVING IN PORTO ALEGRE Cuisine Churrasco Typical barbecue where meat (especially beef) is cooked in special barbecue grills with supports for skewers or over embers of firewood burning on the bare ground. Charque Typical Brazilian jerky made of boneless beef, cut in wide stripes (mantas), salted and dried in the sun for several days. Carreteiro A dish made of chopped charque and rice, cooked in a cast iron casserole. Chimarrão Typical drink of RS, it is an infusion of yerba mate in hot water, served in a shared cuia (hollow calabash gourd) with a sort of metal straw called bomba. 10

Pardal: Electronic speed controller for automobiles. Poncho: A type of woolen cape with an opening in the center, to pass the head. It is the traditional outer garment of the rural gaúcho. 12 LIVING IN PORTO ALEGRE PORTO ALEGRE The capital of Rio Grande do Sul (RS), Porto Alegre is in a privileged location. A strategic point for Mercosur, it is at equal distance from Buenos Aires and Montevideo, as well as from São Paulo and Rio de Janeiro. The capital of RS provides easy access to the BR-290 and BR-116 federal highways, which connect the city to other Brazilian states, Uruguay and Argentina. The city was founded in 1772 by Azorean Portuguese couples. Along the following centuries, the city welcomed immigrants from several nations, particularly German, Italian, Spanish, African, Polish, and Lebanese nationals, following Catholic, Jewish, Protestant, and Muslim religions. The city has an excellent hotel network, modern shopping malls, theaters, universities, and a range of international cuisine restaurants. 12

14 LIVING IN PORTO ALEGRE Safety As in most large cities, you should be cautious when out on the streets. Avoid walking alone, especially at night. Be mindful of any expensive items you carry and avoid carrying large sums of money. Be especially careful with your purse, wallet, and backpack in all public places, particularly when going out at night. Quality of Life Porto Alegre has been awarded more than 80 prizes and titles, and it is characterized as one of the best Brazilian capitals to live, study, work, do business, and have fun. The capital of RS is one of the greenest cities in Brazil and it holds one of the highest literacy rates in the country as well. Porto Alegre has been one of the first host cities of the World Social Forum. Besides, it has been selected as one of the host cities for the 2014 FIFA World Cup Brazil. 14

15 Weather The climate in Porto Alegre is considered subtropical, meaning the weather can change quickly and unexpectedly in short periods of time. The city has four welldefined seasons. Summers are very hot and winters can get very cold. In the fall, days are shorter and the temperature becomes milder, bringing some days of chilly weather. In the spring, days get longer and the temperature starts rising, announcing that summer is approaching. 18 LIVING IN PORTO ALEGRE Documents Registration and issuing Renewal of the Foreigner National Identity Card (RNE) Required Documents/ Requirements Documents required depend on the kind of legal support for a foreigner s stay in Brazil. However, in most cases, the required documents are: 1. Valid travel document (it can be an identity card for Argentina, Uruguay, Paraguay, Chile, Bolivia, Peru, and Colombia), original and photocopy of the used pages in the passport, which may be authenticated by a Notary or a Federal Police Department official; 2. Consular visa and original visa request form or, in case of permanence obtained in Brazil, copy of the Official Federal Gazette DOU, where the concession of permanent residence was published (in case of permanent residence, a personal document with the names of parents must be presented, such as the Consular Registration); 3. Two recent 3x4 photos, colored and with white background; 4. Payment of applicable fees (relevant fees can be paid at any bank, lottery retailer, post office branch or correspondent bank). 18

19 How to REQUIRE the Foreign National ID Card: 1. Fill out the online form available under the option Requerer Registro/ Renovação. Then, click the SALVAR button and print the completed form. 2. After completing and printing the online form, check the schedule of the Federal Police Department Unit and select a date and time for your appointment. 3. Go to the Federal Police Unit where the appointment is scheduled or, in case you cannot schedule, go to the Federal Police Unit closest to the place where the applicant intends to reside, with all required documents. 21 TRI Documents: One recent 3x4 photo. Copy of the identity card, with presentation of the original (presentation of Birth Certificate is optional for students under 18). Original certificate of school attendance with school stamp and stamp and signature of the school secretary (Schools) or copy of the certificate of enrollment, duly authenticated by the institution (Universities). Recent proof of residence. Copy of the CPF (students under 18 who do not possess this document must provide a copy of the CPF of their mother, father or legal guardian). For Foreigners: Presentation of the Foreign National Registration (RNE). Copy of the screen of the SINCRE National System of Foreign Nationals Registration. Pay the appropriate issuing fee, of no more than 12 student bus fares, to the representative entity. In seven (7) business days from registration, your card will be available at the entity. 22 LIVING IN PORTO ALEGRE Important Information Foreigners bearing a permanent The process for registration, issuing/renewal of the Foreign National Identity Card can only be completed by the applicant in person, at the Federal Police Unit closest to his/her place of intended residence. Registered foreigners must communicate the Ministry of Justice about changes of domicile or residence, within thirty (30) days of the change, as per Article 102 of Law No /1980, subject to fine. When you go to a Federal Police Unit, bring all your personal documents and always provide proof of address. Mistakes in filling out the form, in particular the zip code, may delay the process. The deadline for registration is 30 days from the date of entry in the national territory (Article 30 of Law No /1980). Minor foreigners must be accompanied by a parent or legal guardian. Requests for renewal of identity cards must be made before the expiration of the document, subject to fine. 22 residence visa, who have participated in prior re-registration and who have completed 60 years of age before the expiration of the ID card, or who are physically disabled are not required to renew their Foreign National ID Card, even after its expiration. Foreigners with permanent residence who spend over 2 uninterrupted years outside the national territory lose their permanent residence visa. National Driving LIcense (CNH) The issuing of the Brazilian National Driving License (CNH) allows foreigners with licenses issued by countries signing the Vienna Convention or meeting the principle of reciprocity to drive motor vehicles in Brazil. Upon entering the country, foreign drivers are allowed to drive using the Driving License issued by their country of origin (provided that it is valid) for up to 180 days. To do so, besides the driving license, drivers must carry their passport or

23 a document proving their date of entrance in the country. However, in order to drive in Brazil after 180 days of the date of entrance in the country, foreigners licensed in foreign countries must request, at any moment, the issuing of the Brazilian National Driving License. Natural Persons Register (CPF) This is a database managed by the Secretariat of the Federal Revenue of Brazil RFB, which stores information about taxpayers with mandatory enrollment in CPF and citizens who have enrolled voluntarily. 23

24 LIVING IN PORTO ALEGRE transportation PUCRS has two main entrances: one on Ipiranga Avenue and another on Bento Gonçalves Avenue. 25 Taxi There is a taxi stand in front of PUCRS main entrance, on Ipiranga Avenue. Payment for taxi services can be made in cash (Brazilian currency) or using a credit or debit card. However, to pay with a card, users must make a phone call to a taxi service accepting that form of payment. Check page 55 to learn about Easy Taxi, a taxi-booking application. Bus and Lotação (Minibus) Porto Alegre s Public Transportation and Circulation Company (EPTC) has a guide with bus and lotação lines and schedules, which can be viewed and browsed online. It also includes a map with the routes of each line. TIPs in brazil Common taxis run on a taximeter. No other tip is required or expected. Occasionally, when carrying luggage, the taxi may apply a R$ 3 per case on top of the fare to help you transfer your luggage in and out of the car. 25

26 LIVING IN PORTO ALEGRE catamaran Fare: R$ 7.35* The crossing of passengers between Porto Alegre and Guaíba in a Catamaran is a fast, economical and pleasant ride. Passengers get off in Guaíba near Casa Gomes Jardim, which honors an important historical figure of the Farroupilha Revolution. In Porto Alegre, passengers get on and off the Catamaran at Warehouse B3 of Pier Cais do Porto (Av. Mauá, Centro Histórico). Each ride (one way) takes approximately 22 minutes. *Fare in October Bicycles (bike POa) Bike PoA is a sustainability project of the City Hall of Porto Alegre in partnership with Banco Itaú and the SAMBA Bicycles System. The Bicycles of Bike PoA are available in stations located at strategic points of the city, offering a transportation solution for shorter journeys and facilitating people s mobility in urban centers. 26

27 Bike PoA Monthly pass - R$ (valid for 30 days) Go to bikepoa and click on cadastre-se (register). Click on the Passe (Pass) Menu > Comprar Passe Bike PoA (Buy Bike PoA Pass), read the usage instructions, confirm your Monthly Pass and inform your credit card data. Daily Pass - Eventual use / without registration: R$ 5.00 (valid for 24 hours). Check the location of Stations on the website and go to any one of them to borrow a bicycle; Call (51) or (51) or (51) from your cell phone; hear the information about rules and rates; enter your credit card information; the telephone used to purchase the Daily Pass must be the same used to take the bicycle. You can take as many trips as you wish during the whole day.
