1 NORTHWEST INDIANA SPECIAL EDUCATION COOPERATIVE 2150 W. 97 th PLACE CROWN POINT, In August 12, 2015 Executive Session: The Board of Managers met in executive session at 5:30 p.m. and discussed items related to IC (b)(2)(b),(6) and (9). 1. Mr. Thomas Bainbridge*, as acting President in Mr. Larry R. Biggs s absence, called the meeting to order at 6:00 p.m. The Pledge of Allegiance was recited. *Please note: The Agenda shows Mrs. Luanne Jurczak as acting President in Mr. Biggs s absence, however, Mr. Bainbridge returned from out-of-town in time to preside over the meeting. 2. Mrs. Luanne Jurczak took Roll Call. The following members were recorded as present: Mrs. Luanne Jurczak, Mrs. Michelle Martin, Mrs. Michelle Dumbsky, Mr. Dave Bigler, Ms. Mary Pat Burkel, Ms. Lisa Megquier and Mr. Thomas Bainbridge. There was no representation for Lake Station, due to Mr. Biggs recovery from recent surgery and Lake Ridge. 3. Mr. Bainbridge asked for comments or questions on agenda items from the audience. There were none. 4. Mr. Bainbridge asked for any additions or deletions to the July 8, 2015 minutes. Mr. Bigler moved for approval of minutes as presented. Motion was seconded by Mrs. Megquier and passed unanimously. 5. Mrs. Denise Bashore recommended approval of the Monthly Financial Reports for July 31, 2015 as presented. Mrs. Jurczak moved for approval of the financial reports as presented. Motion was seconded by Mrs. Dumbsky and passed unanimously. 6. Mrs. Bashore presented reports on Part I of the IDEA and PreSchool Grants. Mrs. Bashore explained Part II of the Grants must be submitted by Friday, August 14, Mr. Bainbridge asked if Part II of the Grants will be brought to the Board as soon as NISEC receives the approvals from the state. Mrs. Bashore requested the Board approve Part I of the IDEA and PreSchool Grants as presented. Mr. Bigler moved for approval of Part I as presented. Motion was seconded by Mrs. Martin and passed unanimously. 7. Mrs. Winkoff asked the Board to approve one additional paraprofessional for Lincoln Elementary; one additional paraprofessional for Oak Hill Elementary; one deaf interpreter for Merkley Elementary and one deaf interpreter for Highland High. Mrs. Dumbsky moved for approval of the Staff Needs for the School Year as presented. Motion was seconded by Mr. Bigler and passed unanimously. 8. Mrs. Winkoff asked the Board to approve the revised Eagle Park Community School Handbook for the School Year. Mrs. Winkoff explained there were minor revisions due to changes in the law and information regarding Seclusion and Restraint
2 has been added. Mrs. Winkoff shared that Mr. Mike Kepchar, Dean of Students for Eagle Park, worked diligently on the handbook to ensure accuracy and clarity. Mr. Bigler moved to approve the revised Eagle Park Community School Handbook as presented. Motion was seconded by Ms. Megquier and passed unanimously. 9. Mrs. Bashore requested approval of the Certified, Paraprofessional, Classified 10 and 12 Month and Registered Handbooks for the School Year. Mrs. Bashore noted the only addition was made to the Paraprofessional Handbook clarifying the responsibility of paraprofessionals to pay their insurance premiums if they are on multiple lost time days. Mrs. Jurczak asked if the paraprofessionals are aware of the change in the handbook. Mrs. Bashore said they were told at the paraprofessional inservice on August 7, Mrs. Winkoff explained that the Certified Handbook s legal contents have remained the same, however, she was able to reduce the volume of the handbook by eliminating superfluous information. Mrs. Jurczak moved for approval of the Certified, Paraprofessional, Classified 10 and 12 Month and Registered Handbooks for as presented. Motion was seconded by Mrs. Martin and passed unanimously. 10. Mrs. Winkoff presented NISEC Resolution #15-02/Re: For Evaluation and Dismissal of NISEC Employees. This resolution will denote her, Director for NISEC as Superintendent for the purposes of Evaluation and Dismissal for NISEC Employees, to comply with legislation. Mrs. Jurczak moved for approval of Resolution #15-02 as presented. Motion was seconded by Mr. Bigler and passed unanimously. 11. Mrs. Winkoff presented NISEC Resolution #15-03/Re: For Evaluation and Dismissal of NISEC Employees. This resolution will denote Mrs. Bashore, Assistant Director for NISEC as Principal for the purposes of Evaluation and Dismissal for NISEC Employees, to comply with legislation. Mrs. Dumbsky moved for approval of Resolution #15-03 as presented. Motion was seconded by Mrs. Burkel and passed unanimously. 12. Mrs. Winkoff presented an Agreement with HomePointe Healthcare allowing them to provide nursing services for a student in the Hobart district. Mr. Bigler moved to approve the Agreement with HomePointe Healthcare as presented. Motion was seconded by Mrs. Jurczak and passed unanimously. 13. Mrs. Winkoff shared information on the Eagle Park Community School Wellness Plan Status. Mrs. Winkoff went through a summary of the findings for the Board, which included the following: EPCS formed a Student Health Advisory Committee; students engaged in daily physical activity; age appropriate nutrition and general health education was conducted in all classrooms; EPCS participates in the free and reduced lunch program and individual classrooms developed banners which are displayed in the cafeteria representing nine wellness concepts. 14. There were no Alternative and Residential Placements to approve at this time. 15. Director s Report: New Teacher s Inservice Mrs. Winkoff shared that the Administrative Team provided the new certified and registered staff with an all-day orientation and training session on August 6, 2015.
3 Paraprofessional Inservice Mrs. Winkoff shared that Mrs. Bashore provided the paraprofessionals with an inservice on August 7, Update on Staff Mrs. Winkoff happily shared that NISEC has hired Mrs. Marsha Horn as the new District Director for Hobart/Lake Station. Mrs. Horn joins NISEC Administrative Staff with a wealth of experience and will be a great addition to the team. Professional Development Mrs. Winkoff shared there will be Wilson Reading Training in September for Kindergarten and First Grade Mild Interventions Teachers. There will also be math training for middle school and high school mild interventions teachers. New Administrative Representative Training Mrs. Winkoff has scheduled training for the New Building Administrators on September 16, 2015 from 9:00 am 11:30 am. Mrs. Winkoff said it is imperative that the New Administrator s attend this training if they will function as the Administrative Representatives at special education case conferences Organizational Chart Mrs. Winkoff presented the new NISEC Administrative Organizational Chart for As previously mentioned, Mrs. Marsha Horn is the new District Director for Hobart and Lake Station. Also, Mrs. Winkoff will be supervising the Program for Visually Impaired. Cooperative and Director Goals for Mrs. Winkoff shared the following goals for NISEC and herself, as discussed with the NISEC Board, for the School Year: Implementing a math inservice Mrs. Winkoff will attend a National Conference that would be pertinent to her position as Director of Special Education Continue to research where the issues are regarding LRE findings Utilize new teacher evaluation software 16.
