There are small regional differences in these amounts: life in Budapest is more expensive than in other Hungarian cities. For students whose home country has bilateral agreement with Hungary on health care, the medical examinations are free of charge. First aid and emergency medical care is free for foreigners, the rest you will have to pay for. STP provides assistance with the registration and in the insurance when applying for the residence permit. WORK PERMIT Foreigners are allowed to work in Hungary only under specified circumstances. As a rule foreigners need work permit, but there are exceptions depending partly on the activity and on the person; whereas there are also differences among the applied rules regarding the citizens of certain EU member states. As a STUDENT (with a valid student card) foreigners are allowed to work without any permission. TEACHERS and TRAINEES officially employed in Hungary (with a regular income) will need a work permit in order have to apply for a visa. Work permits are issued by the local Labor Office. The work permit (original document) signed by the Hungarian employer must be attached to the visa application form. The status of TRAINEES varies regarding income. It is advisable to ask the Hungarian Consular Services in your home country about the needed visa type. RESEARCHERS coming to Hungary within the framework of international agreements or coming to work at the Hungarian Academy of Sciences or any Hungarian Institution of Higher Education do not need a work permit. 3

4 HUNGARY Hungary, a country with a great history is located in the very middle of Europe. The country is of one of the oldest and historically the most dominant states in the Central-European region; its past covers more than a thousand years. The Romans were already settled here. Hungary lies at a latitude of between 45 and 49 degrees, roughly the same latitude as the Loire Valley in France and the Austrian Alps. The capital city, Budapest, is on the same latitude as Seattle, Innsbruck, Basel in Switzerland, and Dijon in France. Hungary was one of the 15 most popular tourist destinations in the world in the past decade. Despite its relatively small size, the country is home to numerous World Heritage Sites, UNESCO Biosphere reserves, the second largest thermal lake in the world (Lake Hévíz), the largest lake in Central Europe (Lake Balaton), and the largest natural grassland in Europe (Hortobágy). It has a population of million in an area of km2. Hungary is an EU member state since 1. Other towns in Hungary are easily accessible from the capital due to an extensive transport system. Culture and sport are also important features of Hungarian life including first class opera, theatre and cinema as well as world tournaments in various sports. The country is world famous for its highly developed education of the highest standard which is also indicated by the many Nobel-award winners. The agriculture sector is dominant in Hungary. Cereals, fruits, vegetables and wine are the main crops. The industrial sector contributes to one-third of the country s GDP and is widely open to foreign investors. Foreign companies like GE, General Motors, Ford or IBM created thousands of new high-skilled, highly-paid jobs. Currently, foreign firms control two-thirds of manufacturing, 90% of telecommunications, and 60% of the energy sector. Automobile and electronics are two major sectors given that they account for 30% of the country s exports and generate 15% of the GDP. The service sector contributes 65% to the GDP. After becoming a member of the European Union (EU), Hungary now ships three-fourth of its exports to the EU. The country s top three export partners are: Germany, Austria and Italy. Its top three import partners are: Germany, Russia and China. Goods mainly exported are electric & electronic equipment (33% of Hungarian exports), machinery (24%) and vehicles; while as those mainly imported are electric & mechanical machinery, mineral fuels & oils, vehicles, and chemical & plastic products. 4

A number of Hungarian higher education institutions appear in the ranking list published by the German CHE (Centre for Higher Education Development) institute for research on higher education, which concentrates on the research performance of the institutions. Hungary was represented in the second, so-called 'top group' of the best performing research universities by three institutions, which is a very good achievement among Central and Eastern European countries. Eötvös Loránd University (ELTE) was ranked among the 'top' institutions by its achievements in Mathematics and Physics, while the Budapest University of Technology and Economics (BME) and the University of Szeged (SZTE) excelled in Chemistry. According to a recent ranking, the Budapest University of Tecnology and Economics has gained 88. place of top 100 universities in Europe. 4 5

6 VISA FREE ENTRY VISA PRIMARY RULES FOR THE ISSUE OF SCHEN- GEN VISA Where to submit the visa applications? Schengen visa applications have to be submitted at the representation of the country which is the main destination of the visit. According to the Schengen regulations applicants whose main destination is Hungary can submit their visa applications at the Hungarian representation. Who can submit a visa application? The general rule is that the foreign representation has the competence to process the applications of the following persons: - Nationals of the receiving country - Persons staying in the receiving country legitimately and continuously - Persons with no Hungarian foreign representation in their country. The persons listed above can submit a visa application in the following ways: - The client can submit personally his own or his family member s visa application - In case of organized tourist trips, an accredited travel agency may submit the visa application - In case of group travel, the application may be submitted by a representative sufficiently authorized. ATTENTION! 1. The authorization is only valid for submitting the application and for collecting the visa issued, however the application form has to be signed by each individual personally. 2. In countries with vast territory or where there is no Hungarian foreign representation competent to issue visas or where Hungary is not represented by an other Schengen Member Stat, the honorary consuls are also entitled to receive visa applications with the purpose of transferring them. 3. The consulate may receive visa applications at the earliest 3 months before the beginning of the visit. Citizens of EU- and EEA-member states so as citizens of the following states :Andorra, Argentina, Australia, Brazil, Brunei, Canada, Chile, Costa Rica, Croatia, Guatemala, Holy See, Honduras, Hong Kong (the exemption applies only to holders of a Hong Kong Special Administrative Region ), Iceland, Israel, Japan, Macao (the exemption applies only to holders of a Regio Administrativa Especial de Macau passport), Malaysia, Mexico, Monaco, New Zealand, Nicaragua, Norway, Panama, Paraguay, Salvador, San Marino, Singapore, South Korea, Switzerland, United States of America, Uruguay, Venezuela may travel to Hungary without a visa. Family members of citizens of EEA Member States may also travel to Hungary without a visa if they received a residence card issued for family members of EEA citizens or a residence permit issued by any Schengen Member State. From 21 December states, 22 of the 27 member states of the European Union (Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain and Sweden) as well as Norway and Iceland are part of the Schengen Area. Whereas several members of the European Union, i.e. Bulgaria, Cyprus, Ireland, Romania and the United Kingdom still do not participate in the Schengen cooperation. ENTRY CONDITIONS FOR FOREIGNERS UNDER VISA OBLIGATION The Schengen visa and entry regulations are only applicable for a stay not exceeding 90 days. Rules for a long stay over 90 days may be laid down by the national law of the concerned member states. The rules of Schengen visa issuing at the diplomatic posts of the various states are generally identical, visa fees are uniform. It is important to note that a visa is only a preliminary permission for entry, which does not authorize its bearer automatically to enter the country. The traveler may be requested to provide proof of the existence of the conditions of his entry and stay in Hungary and if he is not able to fulfill this, he may be returned from the border. Exceptions from the general visa procedure may be given on the basis of visa facilitation agreements. The European Union has entered into such an agreement with Russia and as from 1 January 2008 similar agreements are expected to enter into force with Albania, Bosnia and Herzegovina, Macedonia, Moldova, Montenegro, Serbia and the Ukraine. Significant changes subsequent to Hungary s Schengen-membership - visas and residence permits issued by one of the Schengen States are valid also for Hungary, on the other hand - visas issued by Hungarian representations abroad and residence permits issued by Hungarian national authorities are also valid for the entire Schengen Area. 6

7 THE DOCUMENTS NEEDED FOR VISA APPLICATIONS I. General requirements: - Valid passport the validity of which has to exceed that of the requested visa by at least 3 months; - 1 passport-size color photo (not older than 6 months); - a wholly and legibly completed, signed application form: - the application form may be acquired free of charge at the consular departments of the foreign representations or downloaded from the website of the Hungarian Ministry of Foreign Affairs ( Schengen application forms are uniform therefore any application form issued by one of the Schengen Member States is eligible for applying for a Hungarian visa. - a health insurance (a travel insurance providing cover for at least for financing urgent health services and homeward transportation due to medical reasons valid for the whole period of stay and for the territory of every Schengen State); - a certificate certifying lawful stay, if the applicant is not a citizen of the receiving country. To fulfill the requirements of the visa application, the applicant, besides meeting these general requirements, shall also supply a certificate of the financial coverage of his expenses, and a certificate of the purpose of the visit. When applying for a short stay visa: - In case of an entry with an educational or other scientific or professional training purpose: the certificate of the receiving institution, the certificate of the expected place of accommodation in Hungary. VISA FEES FROM 1 JANUARY 2008: 1. Application for an airport transit visa, transit visa or shortterm entry visa Attention! 1. The visa fee shall be paid when the application is submitted. 2. The consulate does not charge any further fees other than the above for issuing a visa. 3. If the application for a visa is refused, the fee will not be reimbursed. According to law decision upon the visa application must not exceed 30 days. LONG STAY 60 EUR 2. Application for an extended stay visa 60 EUR 3. Application for extended-stay visa for the purpose of seasonal work 40 EUR Regulations on a stay exceeding 90 days fall within the competence of national authorities; therefore there is no uniform routine among the Schengen member States. Foreign nationals requesting to entry Hungary with a purpose of a long stay may submit a long stay visa application. In case of successful application, s/he will get a visa authorizing him or her to a single entry for receiving a residence permit and at longest to stay for 30 days in Hungary. Depending on the purpose of entry, the following documents are needed for the application for residence permit: In case of a visa for educational purposes: - a certificate of school attendance, - a document certifying occupancy in Hungary (the document certifying accommodation in a student hostel or the tenancy contract with a duplicate of the title deed), and - the documents certifying subsistence in Hungary (bank account statement; or the declaration of the parents that they assume coverage of all costs of the stay in Hungary; or the document certifying the scholarship). - Attestation of the school that the applicant is exempt from the payment of school fees or that he/she has already paid the tuition fees. 7

9 STUDY IN HUNGARY Hungary is famous in Europe for the quality of education and there are many foreign students who come to the country to study, pick up new skills or improve their language proficiency. The educational system in Hungary is multilevel, and there are more and more opportunities to study. During the past decades, it has become a convenient choice for international students to pursue their studies in Hungary. Every year nearly 10,000 foreign students reside in the country participating in study programs offered in foreign languages. According to a recent survey carried out by the Academic Cooperation Association (ACA), in terms of study programs provided in English, Hungary is the sixth most popular destination in Europe. The Bachelor, Master, and doctoral degrees granted by Hungarian Higher Education Institutions (HEIs) can easily get recognized in all EU member states as well as vice versa. In the case of such professions as architecture, medical and veterinary sciences the mutual recognition of degrees for professional purposes is automatic. While the large variety of Hungarian study programs offered in various languages in Hungary ensure the same standards as those in Western- European countries, tuition fees and costs of living are considerably lower in Hungary 9

10 TYPES OF DEGREES Bachelor s degree (BSc/BA), Master s degree (MSc/MA), and PhD The first cycle within the higher education system comprises 6 to 8 semesters ( credits). At the end of this cycle, which offers a bachelor s degree, one can obtain professional skills that can prove useful in the labor market after graduation. At the same time, the qualification equips graduates with an adequate academic foundation (and entitles them) to continue their studies in the master s cycle to obtain a master s degree. As part of the bachelor s programs, which have several practical components, an uninterrupted, one-semester professional practice must be organized. Master courses last for 2 to 4 semesters ( credits), except for teacher training, which lasts 5 semesters (150 credits) and may lead either to the labor market or a PhD training. The admission requirements of the master courses (e.g. from which bachelor programs and with what conditions students are to be admitted) are specified by the institutions of higher education. PhD courses consist of 6 semesters (180 credits). Students may be admitted to PhD training only after having accomplished a master s course. As opposed to the 413 study programs, 133 bachelor programs are launched in the first cycle. Intensive efforts are currently being made to design the new master programs. There are a lot more programs offered - one of the greatest advantages of the multi-cycle system is that at master level students may continue their studies in tracks different from the program they completed at the bachelor level. ACCREDITATION The Hungarian higher education system consists of 68 higher education institutes including state universities and colleges, church universities and colleges, as well as private institutions accredited by the Hungarian Accreditation Committee (HAC). The HAC, established in 1993 and being an independent agency and member of the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), is responsible for accrediting and evaluating the quality of teaching and research carried out in the higher education institutes. Quality assurance is based on a periodically repeated assessment of the curricula, the requirements, and the qualification of the academic staff in each study programs of the institutions. There are further institutions having other accreditation than that of HAC, in these cases, it is advisable to consult the content of the given accreditation. 10
