3 EMERGENCY MEASURES ORGANIZATION Article 2 PURPOSE - OBJECTIVE Continuity of operation - establishment of plans The purpose and object of the Thunder Bay Emergency Measures Organization is to plan for the continuity of the physical operation of the participating municipal departments and to establish plans for the cooperation and mutual assistance between such municipal governments in the event of a national emergency or a peacetime natural emergency Coordination - departments - services The purpose and object of the Thunder Bay Emergency Measures Organization is to coordinate the emergency plans of the municipal departments and services having immediate responsibilities in the event of a national emergency or a peacetime natural emergency and to prepare plans for public survival Cooperation - other authorities The purpose and object of the Thunder Bay Emergency Measures Organization is to work in close cooperation with other authorities of participating municipalities, the Province of Ontario and the federal government who may be assigned to comparable duties Facility - headquarters - control point - establishment The purpose and object of the Thunder Bay Emergency Measures Organization is to establish a facility for use as a municipal emergency government headquarters to serve as a control point for emergency operations Liaison - Department of National Defence The purpose and object of the Thunder Bay Emergency Measures Organization is to maintain effective liaison with the appropriate Department of National Defence authorities in the area Emergency response - courses - training The purpose and object of the Thunder Bay Emergency Measures Organization is to conduct emergency response familiarization courses for the training of personnel who have an emergency role. Article 3 COMPOSITION Emergency Measures Organization - member The Thunder Bay Emergency Measures Organization shall consist of: THUNDER BAY SEPTEMBER 2001

4 EMERGENCY MEASURES ORGANIZATION (a) The Thunder Bay Emergency Measures Executive Committee; and (b) The Thunder Bay Emergency Measures Planning Committee. By-law , 13 January Executive Committee - members The Thunder Bay Emergency Measures Executive Committee shall consist of: (a) Mayor of the City of Thunder Bay; (b) One member of Thunder Bay City Council appointed by the Council; (c) Fire Chief; (d) City Manager; and (e) City Clerk. By-law , 13 January, 1997; By-law , 22 November Absence - Mayor - other appointed member If the Mayor or appointed member of Council is not in attendance, any other two members of Council designated by the Mayor may attend at and fully participate in a meeting to represent the municipality. Article 4 EXECUTIVE COMMITTEE Policy - establishment The Executive Committee shall have the duty, power and responsibility to establish policy for the Thunder Bay Emergency Measures Organization Temporary employees - appointment The Executive Committee shall have the duty, power and responsibility to appoint, from time to time, by resolution of the Committee, such temporary employees as may be required to assist in emergency planning Assignment - key staff - duties The Executive Committee shall have the duty, power and responsibility to name or assign key City staff as it may deem advisable to perform duties related to the continuity of municipal government and public survival and refer such appointment or assignment for approval of the Council. 5 EMERGENCY MEASURES ORGANIZATION Budgets - operating - capital - approval The Executive Committee shall have the duty, power and responsibility to prepare the operating and capital budgets for inclusion in the fire service budgets for Council consideration and to ensure that no expenses are incurred which are not included in the budget without the prior consent of the Executive Committee. In the case of a joint emergency planning project, prior approval of the provincial and federal authorities must be obtained to such a project before items of expense are incurred Financial assistance projects - preparation - submission The Executive Committee shall have the duty, power and responsibility to prepare and submit to the Emergency Planning Officer, and the Province of Ontario, the annual financial assistance projects to recover appropriate amounts of public funds in accordance with terms of the joint emergency planning projects agreement between the Province of Ontario and the Government of Canada. By-law , 13 January Article 5 EMERGENCY PLANNING OFFICER Fire Chief - designate - report to General Manager For administrative purposes, the Fire Chief or his or her designate assumes the position of the Emergency Planning Officer who will report to the City Manager. By-law , 13 January 1997; By-law , 22 November Policy - implementation The Emergency Planning Officer shall be responsible for the implementation of the policy as formulated by the Executive Committee Purposes - objects - fulfilment The Emergency Planning Officer shall be responsible for the fulfilment of the purposes and objects as more particularly set out in Article 2 of this Chapter Other duties - as directed The Emergency Planning Officer shall be responsible for the performance of other related emergency planning duties as directed by the Executive Committee. 6 EMERGENCY MEASURES ORGANIZATION Article 6 PLANNING COMMITTEE Composition - membership The Planning Committee shall consist of persons, holding from time to time, the following positions or such alternates as may be designated by the City Manager: (a) City Manager; (b) General Manager of Transportation and Works; (c) Manager of Ontario Works; (d) General Manager of Planning and Building; (e) Manager of Facility Enterprises; (f) Fire Chief; (g) Police Chief; (h) General Manager of Telephone and Corporate Services; (i) Manager of Transit; (j) General Manager of Community Services; (k) City Clerk; (l) City Treasurer; (m) Manager of Human Resources; (n) General Manager of Thunder Bay Hydro; (o) Fire Chief - Thunder Bay Airport; (p) Medical Officer of Health - Thunder Bay District Health Unit; (q) One senior staff member from and appointed by each of the City hospitals; (r) One representative from and appointed by the Lakehead Region Conservation Authority; (s) Chairman of the Executive Committee; (t) One senior staff member from and appointed by the Lakehead Board of Education; SEPTEMBER THUNDER BAY

By-law , 13 January 1997; By-law , 22 November Departmental plans - formulation The Planning Committee shall be responsible for formulating departmental plans for the continued functioning of municipal services which would be required in the event of an emergency Recommendation - Executive Committee - policy decision The Planning Committee shall, when policy decisions are required, submit the subject matter to the Executive Committee in the form of recommendations. Article 7 GENERAL PROVISIONS Terms of employment The terms of employment, working conditions and salary schedule for the Emergency Planning Officer, and such other employees of the Thunder Bay Emergency Measures Organization shall be within the framework of existing standards and schedules for municipal officials employed by the City of Thunder Bay for comparable responsibilities Secretary - supplied by Fire Service A secretary will be supplied from the office of the Thunder Bay Fire Service Annual cost The annual cost of operating the Thunder Bay Emergency Measures Organization shall be included in the Fire Service capital and operating budgets Emergency - Mayor - authority In the event of an emergency, the Mayor will have the authority to call out volunteers to assist municipal authorities to control the emergency and to alleviate distress when it had been determined that the personnel resources under the direct control of the municipalities have been committed to emergency operations and it is found that these are insufficient or inadequate to control the emergency. 24 EMERGENCY PLAN Article 1 GENERAL PROVISIONS Emergency Plan - set out The Emergency Plan set out in this Chapter shall come into effect forthwith Declaration of emergency - authority The Head of Council or designate as provided in the Plan is hereby empowered to declare an emergency Alert - issue - to EOCG Certain appointed officials or their designated alternates, as provided in the Plan, are empowered to cause an emergency alert to be issued to members of the Emergency Operations Control Group (EOCG) and to take action under the Emergency Plan where an emergency exists but has not yet been declared. By-law , 22 April, General - description - location of City The City of Thunder Bay is a major Canadian port situated on the northwestern shore of Lake Superior with a population of 112,000. Thunder Bay is the Heart of Northwestern Ontario and transportation centre of mid-canada. The city is serviced by both ocean-going and Great Lakes ships. Highway 11 runs West through Atikokan km, Fort Frances/International Falls km; Highway 17 runs northwest through Dryden km, Winnipeg km; Highway 527 runs north to Armstrong km; Highway runs east through Nipigon km where Highway 11 runs north to Longlac km and Highway 17 runs southeast to Sault Ste. Marie km, Toronto km and Highway 61 runs south to the U.S. border - 61 km, Duluth km and Minneapolis km Air service - availability Air service to major centres in Canada is provided by Air Canada, Canadian Airlines International, and to major centres in the United States by Bearskin Airlines. Air service to other points in northwestern Ontario is provided by Nordair, Air Ontario, NorOntario and Bearskin Airlines Freight rail service - availability Freight rail service is provided by the main line of C.P. 25 EMERGENCY PLAN Principal industries The principal industries include grain handling and other port facilities, pulp and paper, manufacturing of subway coaches, truck trailers and area tourism which includes skiing, sports fishing and hunting Emergencies - defined Emergencies are defined as situations or the threat of impending situations abnormally affecting property and the health, safety and welfare of the community, which by their nature or magnitude require a controlled and coordinated response by all agencies. These are distinct from routine operations carried out by municipal agencies, e.g.. fire, police or public works departments, etc Emergency Plans Act - authority The Emergency Plans Act is the primary authority enabling passage of the by-law formulating this emergency plan, which will govern the provision of necessary services during an emergency. This plan also prescribes procedures under, and the manner in which, municipal employees and other persons will respond to an emergency Emergency Operations Control Group - function The Emergency Plans Act provides that the Head of Council may declare that an emergency exists in the municipality or in any part thereof and may take such action and make such orders as he or she considers necessary and are not contrary to the law to implement the emergency plan of the municipality and to protect the property and the health, safety and welfare of the inhabitants of the emergency area. Accordingly, it is clear that the principal function of the Emergency Operations Control Group, if assembled, is to assist the Head of Council in making and placing in effect any decisions and orders that are made to control and mitigate the effects of an emergency Duty - familiarity - responsibility All members of Council, Emergency Operations Control Group, and members of responding agencies should read the plan, know where their copy is kept and be familiar with their duties in the event of an emergency Department head - alternate - duties - applicable The duties listed in the plan for the department head are also applicable for their alternates and for their departments Department - agency - call-out - resource list In addition to this Emergency Plan, each responding department/agency will also have its own emergency plan, call-out and resource lists. 26 EMERGENCY PLAN Aim - coordinated response - life - property - preserved The aim of the Emergency Plan is to establish a general plan of action for the coordinated response in the event of an emergency, or impending emergency, in order to preserve life, health and property Implementation - assessment - responsibility - agency It is the responsibility of the first responding agency at the scene of an emergency to assess the situation and to recommend whether this plan should be implemented Implementation - where beyond department capability If the size or seriousness of an emergency appears beyond the capability or responsibilities of the department/agency first responding at the scene the plan shall be put into effect Implementation - by EOCG member - authority Any member of the Emergency Operations Control Group, upon realizing the magnitude of an emergency or impending emergency warrants the plan s implementation, may do so. Article 2 EMERGENCY OPERATIONS CONTROL GROUP Direction - control - all emergency operation All emergency operations shall be directed and controlled by the Emergency Operations Control Group who will assemble at the Emergency Operations Control Centre Composition - member - alternate The Emergency Operations Control Group shall be comprised of the following persons or their alternates: (a) Mayor; (b) City Manager; (c) Fire Chief; (d) Police Chief; (e) Emergency Planning Officer; (f) Manager - Public Works Department; (g) Executive Director - Thunder Bay Ambulance; (h) Medical Officer of Health; SEPTEMBER THUNDER BAY

27 EMERGENCY PLAN (i) (j) Public Affairs Manager; Administrator - Social Services; (k) Manager - Transit Department; (l) Manager - Telephone Department; (m) General Manager - Thunder Bay Hydro Aircraft accident - additional assistance In the case of a major aircraft accident off the airport, the Airport Manager shall assist the persons set out in Section Flood - additional assistance In the case of a flood the District Manager, Ministry of Natural Resources and the General Manager, Lakehead Region Conservation Authority shall assist the persons set out in Section Forest fire - additional assistance In the case of a forest fire the District Manager, Ministry of Natural Resources shall assist the persons set out in Section Article 3 EMERGENCY ALERTING EMERGENCY OPERATIONS CONTROL GROUP Central communication - instruction to implement On receipt of instructions from a member of the Emergency Operations Control Group, City of Thunder Bay Central Communications ( ) will call out the Emergency Operations Control Group Member - alternate - call out All members of the Emergency Operations Control Group will be called or their alternates if the member cannot be contacted Telephone service - inoperable - alerted by police In the event telephone service is out, the Thunder Bay Police Force will contact the Emergency Operations Control Group by the most effective means Call-out - standby - instruction - decision Whichever member of the group gives the call-out instruction will decide if this is to be a call-out or standby and ensure that instructions are explicit. Vickers Street Emergency Operations Control Centre - secondary The secondary Emergency Operations Control Centre is the Thunder Bay Police Force Administrative Building, 425 Donald Street East Emergency Operations Control Centre - alternate An alternate Emergency Operations Control Centre is the North Central Fire Station, 60 S. Water Street Emergency Operations Control Centre - other Another alternate Emergency Operations Control Centre is the Mapleward Road Fire Station, corner of Government and Mapleward Roads Communication - disrupted - report - immediately Should the magnitude of an emergency be so extensive that communications are interrupted and it is apparent to the Emergency Operations Control Group members that a disaster has occurred, they are to proceed to the Emergency Operations Control Centre immediately. Article 4 AIRPORT EMERGENCY Transport Canada - plan - activation In the event of a major emergency at Thunder Bay Airport, Transport Canada will activate the Thunder Bay Airport Emergency Procedures (Emergency Plan) Transport Canada - plan - City copy - updated All City emergency responding departments will keep their copy of the plan updated and respond accordingly. 29 EMERGENCY PLAN City - plan - activation - additional assistance Should an emergency at the airport be of such magnitude that City departments require extra resources, Thunder Bay s Emergency Operations Control Centre and Emergency Plan may be activated to provide additional assistance to City departments and Transport Canada. Article 5 HARBOUR EMERGENCY Harbour Commission - plan - activation In the event of a major emergency in the Thunder Bay Harbour, Thunder Bay Harbour Commission will activate the Port of Thunder Bay Marine Emergency Plan Harbour Commission - plan - City copy - updated All City emergency responding departments will keep their copy of the plan updated Harbour Master - on-site - coordinator The Harbour Master will be the on-site coordinator unless he or she delegates the position City - plan - activation - additional assistance Should an emergency in the harbour be of such magnitude that responding City departments require extra resources, Thunder Bay s Emergency Operations Control Centre and Emergency Plan may be activated to provide additional assistance to City departments and Thunder Bay Harbour Commission. Article 6 FLOOD EMERGENCY Conservation Authority - plan - activation In the event of a flood or anticipated flood, the Lakehead Region Conservation Authority will activate their Flood Warning System (Emergency Plan) Conservation Authority - plan - City copy - updated All City emergency responding departments will keep their copy of the plan updated and utilize the information in a flood situation. 30 EMERGENCY PLAN Article 7 SNOW EMERGENCY Conditions - consultation - responsibility In the event of a possible snow emergency, which will be based on a weather warning by Environment Canada and a serious buildup of snow, the Emergency Planning Officer or alternate will consult with Environment Canada s Weather Office and the Manager of Public Works Conditions - escalating - City Manager - Mayor - alerted If it appears that snow conditions will continue or escalate, the Emergency Planning Officer or alternate will alert the City Manager and the Mayor Office - municipal - closure - authority The City Manager, if conditions warrant, will authorize the closing of non-emergency municipal offices Notice - to department head - Chamber of Commerce The City Manager will arrange for all department heads to be notified and advise the Chamber of Commerce that they consider requesting local business establishments to close in order to permit employees to proceed home News release - preparation - duty The City Manager and Emergency Planning Officer will, in consultation with the Managers of the Public Works and Transit Departments, assist the Manager of Public Affairs (Public Information Officer) in the preparation of news releases Accumulation - incapacitating - Emergency Plan If snow accumulation continues so that snowploughs cannot keep main arteries open or if emergency vehicles are incapacitated due to impassable streets, the Emergency Operations Centre will be activated according to the Emergency Plan Snowmobile - emergency use - authorization - required The utilization of snowmobiles for emergency use must be first authorized by the Mayor because their use is controlled under by-law Declaration - by Mayor If conditions warrant, the Emergency Planning Officer, or alternate, will obtain permission from the Mayor by requesting him or her to declare a snow emergency. 31 EMERGENCY PLAN Volunteer - requested - through electronic media Snowmobile and four-wheel drive volunteers will be requested through the electronic media Volunteer - registered - dispatched from Fire Station Snowmobile and four-wheel drive volunteers will register with and be dispatched by the respective Platoon Chiefs from each Fire Station Volunteer - vehicles - emergency use - only The snowmobiles and four-wheel drive vehicles for volunteers will be used strictly for emergency purposes. Article 8 EMERGENCY OPERATIONS CONTROL GROUP - DUTY Back-up communication - cellular telephone The Emergency Operations Control Group shall bring cellular telephones, where resources permit, to the Emergency Operations Centre for back-up communication Site coordinator - appointed The Emergency Operations Control Group shall appoint a site coordinator Message Control Centre - member dispatched The Emergency Operations Control Group shall dispatch a member from their department with a portable radio to the Message Control Centre for communication or back-up communications where warranted Action - necessary - to minimize effects The Emergency Operations Control Group shall take such action as is necessary to minimize the effects of an emergency or disaster on the municipality and its inhabitants Support - administrative - logistic - direction - supply The Emergency Operations Control Group shall direct, coordinate and supply administrative and logistic support to all municipal departments and volunteer organizations in controlling the emergency or disaster Expenditures - authorized - where required The Emergency Operations Control Group shall be prepared to authorize the expenditure of municipal funds which are required for the preservation of life and health. 32 EMERGENCY PLAN Information centre - establishment - for news releases The Emergency Operations Control Group shall establish an information centre for issuance of accurate releases to the news media and for issuance of authoritative instructions to the general public Action - other - initiative - as required The Emergency Operations Control Group shall take initiative on any action required which is not covered in the Emergency Plan Dissemination of information - recorded - EOCG log The Emergency Operations Control Group shall share information on the emergency and important action taken by each department/agency with other members of the Emergency Operations Control Group via the electronic print board or flip chart and retain the pages for record purposes, in the form of an Emergency Operations Centre log Termination - emergency - personnel accounted for The Emergency Operations Control Group shall ensure all personnel have been accounted for and advised of the termination of the emergency in order that no workers are left behind Personnel list - check-off list - upon termination Each agency should have a list of its personnel working during the emergency and use it as a check-off list at the termination of the emergency Log - each department - agency - maintained The Emergency Operations Control Group shall ensure all departments/agencies maintain their individual logs. Article 9 MAYOR - DUTY Chair - Emergency Operations Control Group The Mayor shall Chair meetings of the Emergency Operations Control Group Consultation - with EOCG - declaration of emergency The Mayor shall consult with members of the Emergency Operations Control Group and decide if an emergency should be declared Declaration of emergency The Mayor shall declare an emergency to exist if warranted. 33 EMERGENCY PLAN Evacuation - order - as required In a formal emergency, the Mayor shall order an evacuation of people from the danger zone in potentially life-threatening situations if warranted and recommended by the applicable experts in the Emergency Operations Control Group Solicitor General - notification The Mayor shall ensure the Solicitor General of Ontario has been notified of the declaration of an emergency News - public announcements - approval The Mayor shall approve news and public announcements Assistance - requested - when required The Mayor shall request assistance from Mayors and Reeves in neighbouring municipalities and/or from senior levels of government, when required Update - to Council - emergency situations The Mayor shall update Council on emergency situations Termination of emergency - official declaration The Mayor shall, if a declaration of an emergency has been proclaimed, make an official order that the emergency is terminated at the end of the situation Log - action taken - maintained The Mayor shall maintain a log of all action taken during an emergency. Article 10 CITY MANAGER - DUTY City Manager - EOCG The City Manager shall assume the role of Chief Administrator of the Emergency Operations Control Group Administrative matters - update - to Head of Council The City Manager shall update Head of Council on administrative matters Information - up-to-date - to EOCG ensured The City Manager shall ensure up-to-date information is obtained and displayed to the Emergency Operations Control Group at all times. Article 12 POLICE CHIEF - DUTY Emergency Alert System - activation The Police Chief shall activate the department s Emergency Alert System On-site Police Coordinator - appointed - as required The Police Chief shall, if appropriate, appoint an on-site Police Coordinator during the emergency On-site command post - set up - as required The Police Chief shall, if warranted, set up an on-site command post, either in existing facilities or in a mobile command post Emergency area - sealed off The Police Chief shall seal off the emergency area in the event such action is necessary Traffic control The Police Chief shall control traffic to facilitate the movement of emergency and evacuation vehicles Evacuation - building - area The Police Chief shall conduct the evacuation of buildings and areas authorized by the Head of Council. Article 13 EMERGENCY PLANNING OFFICER - DUTY Electronic print board - assistance - EOCG The Emergency Planning Officer shall ensure the Emergency Measures Organization s Administrative Assistant has been called to act as a scribe on the electronic print board and to assist the Emergency Operations Control Group Site Coordinator - appointment - ensure The Emergency Planning Officer shall ensure the Emergency Operations Control Group appoint an Emergency Site Coordinator Notice - Emergency Planning - Solicitor General The Emergency Planning Officer shall advise Emergency Planning Ontario and the Ministry of the Solicitor General of the emergency Municipal response - coordination The Emergency Planning Officer shall coordinate municipal response. Article 14 PUBLIC WORKS MANAGER - DUTY Emergency Alert System - activation The Public Works Manager shall activate the department s Emergency Alert System Equipment - personnel - provided - as required The Public Works Manager shall provide municipal equipment and personnel as necessary Equipment - special - local basis - arrangement The Public Works Manager shall arrange on a local basis for the procurement of special equipment, e.g.. heavy duty cranes, pumps, etc Utility - hazardous - disconnection - arrangement The Public Works Manager shall arrange for disconnection of utilities which represent a hazard and keep a list of local suppliers and location of equipment in the event of an emergency. 41 EMERGENCY PLAN Health - medical services - coordination - liaison The Medical Officer of Health shall coordinate all community health and medical services that may be required and liaise with other essential services Information - health hazards - dissemination The Medical Officer of Health shall provide and disseminate public information on any health hazards Public health matters - advice - to EOCG The Medical Officer of Health shall provide advice on public health matters to the Emergency Operations Control Group Mass immunization - provided - as required The Medical Officer of Health shall provide for mass immunization, if required Water quality - alternate supply - requirement The Medical Officer of Health shall oversee water quality and arrange for an alternate supply of potable water, if required Evacuation advice - health reason - to Head of Council The Medical Officer of Health shall provide advice to the Head of Council on the evacuation of buildings and area for health reasons Other agency - government - notification The Medical Officer of Health shall notify other agencies and senior levels of government about health related matters Psychiatric counselling - provision of The Medical Officer of Health shall arrange for psychiatric counselling for victims, families of the deceased and emergency responders for critical incident stress Log - action taken - maintained The Medical Officer of Health shall maintain a log of all action taken during the emergency. Article 20 PUBLIC AFFAIRS MANAGER - DUTY Emergency Alert System - activation The Public Affairs Manager shall activate the department s Emergency Alert System Inquiry centre - staffing - location The Public Affairs Manager shall staff the Inquiry Centre (a room at the Public Affairs Office), unless circumstances dictate otherwise, to handle multiple telephone inquiries from the public and media Media facility - arrangement - location The Public Affairs Manager shall arrange for media facilities at North Central Fire Station or other location as directed by the Emergency Operations Control Group Dissemination - coordination of information The Public Affairs Manager shall coordinate the dissemination of special information to the public, e.g.. information on health hazards as prepared by the Medical Officer of Health Press conference - scheduling The Public Affairs Manager shall schedule press conferences on a regular basis Press liaison support - on-site - provided The Public Affairs Manager shall provide press liaison support to the emergency site. Article 21 SOCIAL SERVICES - ADMINISTRATOR - DUTY Emergency Alert System - activation The Administrator of the Social Services Department shall activate the department s Emergency Alert System Alert - call-out - agency The Administrator of the Social Services Department shall alert/call-out the following: (a) Salvation Army; (b) Canadian Red Cross; (c) St. John Ambulance; and (d) Ministry of Community and Social Services Clothing - lodging - food - family services - provided The Administrator of the Social Services Department shall, according to the nature of the emergency, ensure the survival and well-being of people during and following an emergency by coordinating with the Ministry of Community and Social Services and volunteer groups to supply: (a) emergency clothing to provide adequate protection from the elements; (b) emergency lodging to provide adequate temporary accommodation for the homeless; (c) emergency feeding to sustain those without food or adequate food preparation facilities, in conjunction with the Salvation Army; THUNDER BAY SEPTEMBER 2001

Article 43 INDUSTRY - DUTY Chemicals - products - dangerous - information Industry shall inform the Fire and Police Departments of any dangerous chemicals or products that are located within the emergency area Hazard - safety precaution - clean-up - advice Industry shall, at the request of the Emergency Operations Control Group, provide advice on the hazards, safety precautions, and procedures for handling and clean-up of hazardous products Emergency response team - support - on request Industry shall be prepared to provide an emergency response team or other personnel and material resources in support of the emergency. Article 46 EVACUATION PROCEDURE Reception area - utilized In the event that a portion of Thunder Bay is ordered evacuated, reception centres in the safe areas of the City will be utilized Reception area - selection The selection of reception areas will be dictated by the nature of the emergency and the safety of the evacuation routes Evacuation area - perimeter - selection The perimeters of the evacuated areas will be chosen so they can easily be described to residents Evacuation order - Fire Department alert - signal On evacuation orders by the Head of Council, the Fire Department will alert the residents by a three minute continuous sounding of D.N.D. Attack warning sirens and by Environment Canada Alert Weatheradio Evacuation - alert - assistance - Police - as required The Police Department, using sirens and loud hailers on vehicles, will assist the evacuation if necessary Electronic media - assistance - for alert - route The Public Affairs Manager (Public Information Officer) will use the electronic media to assist in alerting residents, explaining evacuation routes and the location of reception centres for the various areas of the City, as recommended by the Emergency Operations Control Group Authentication of alert - by Head of Council The Head of Council, time permitting, will give a brief interview to the electronic media to verify for citizens the authenticity of the evacuation order and to provide reassurance.
