1 KVTO - Annexure A: The Extent of Existing and New Mining Projects (Dec. 2010) sarini Occasional Papers, No. 8 A / 1 Annexure A: The Extent of Existing and New Mining Projects Mining blocks in the Karanpura Valley under Central Coalfields Limited CCL (Source: Karanpura Bachao Andolan, ca. 2000) Below we are presenting the extent of these projects grouped together as per the administrative units of Community Development Block (CD Block) with population data and maps as far as possible at this point of time. The data available at present are not all of the same depth and quality. We hope to improve on this front in the future. This presentation begins with the already existing mines in Burmu CD Block south of the Damodar river (para. 1) and in Tandwa CD Block north of the Damodar river. Then follow the other CD Blocks, although sometimes the delimitation of CD Blocks is not very clear. As many have identical names, it is also sometimes difficult to locate them correctly. On the other hand, the forces behind the existing mines and proposed mining blocks also never care for administrative units

Northern Burmu Community Development Block of Ranchi District and southern part of Tandwa Community Development Block of Chatra District ( South Karanpura Coalfield existing projects, cf. map on page 1, bottom center) On the southern side of the Damodar River are some long established coal mines: Karkatta, Hesalong, Manki, Churi, Bachara UGP, Bachara OCP, Dakra, and Kadi. Some village areas (Churi and Bachara) or parts thereof are found in the map for Tandwa CD Block (cf. below). The above map has been discovered by incidence. It was temporarily on a website of the Government of Jharkhand, but has subsequently been blocked or removed, and nowadays only larger maps with less details are available (like for the entire Ranchi District).

Both the government and Coal India Ltd. are reluctant to give data, either because they do not have it, or because they classify it is as confidential. And when data is available, it is frequently indeterminate, or even self-contradictory Very detailed population data are not available presently. It was temporarily on a website of the Government of Jharkhand, but has subsequently been blocked or removed, and nowadays only larger maps with less details are available (like for the entire Chatra District). The block boundaries as given in this map are also not fully consistent with the list of given above (e.g. Karo and Kichto as per the map below - are part of Tandwa Block, however they are listed in the table for Keredari CD Block, cf. para 4. below).

Both the government and Coal India Ltd. are reluctant to give data, either because they do not have it, or because they classify it is as confidential. And when data is available, it is frequently indeterminate, or even self-contradictory In case the mining is restricted to just these areas, then per cent of the population of this Block will be affected. The Block area has two big clusters of coal mining projects: In the south: Piparwar Open Cast Project and the contiguous Ashoka/Purnadih Open Cast Project which are both in full production. In the north: Magadh, Amrapalli, Dhadu, and Hebna projects which are in an advanced stage of planning and also extend into the adjoining Blocks to the west (Balumath CD Block) and to the east (Keredari CD Block). This will be analysed in more detail below.

9 KVTO - Annexure A: The Extent of Existing and New Mining Projects (Dec. 2010) sarini Occasional Papers, No. 8 A / Existing Piparwar Project and Ashoka/Purnadih Projects in the North Karanpura Coalfield (cf. mining block key nos. 1 and 2 in the above list in para , map in para , bottom center) On the northern bank of the Damodar, the first coal mine undertaken was the prestigious Piparwar Project, which has been in operation for approximately 10 years. This mine is significant on many counts: it was constructed by an international company with international aid finance from Australia, it contains state of the art technology in the form of an in-pit crusher and conveyer belt system, it has maximum coal output of CCL mines, it is placed in an eco-sensitive area right on the Damodar river and an acknowledged wild-life corridor, and it was the focus of a resistance campaign that brought to light many inadequacies in social rehabilitation by its owner, Central Coalfields Limited (BJA and NBJK: 1993). This has been followed by the contiguous Ashoka/Purnadih Project, which has been producing for approximately 5 years. The notification for Ashoka alone covers 14. CCL information says that in the Piparwar-Ashoka area, there are six major coal seams of varying thickness, namely lower Dakra ( mts), upper Dakra (29.1 mts), Bukbuka top (3.50 mts), Bukbuka (35.16 mts), Bishrampur (2.43 mts) and Karkatta (9.36 mts). The most important is lower Dakra seam with a thickness range of 19 metres to 29 metres, and constituting the larger percentage of the total mineable reserve. The coal is lying at a comparatively shallow depth (Source: Piparwar BMP). On 19th May 2006 there was a Public Hearing for extension of Piparwar Project. In the Ashoka Open Cast Project, coal excavation is under full swing.

Thus it becomes clear that the indigenous population (SC/ST) is to pay by far the heaviest toll. In the contiguous Piparwar and Ashoka/Purnadih project areas, these are (all in Tandwa CD Block of Chatra District): Kalyanpur village with an area of ha and 1,678 persons, of which 1,263 persons or per cent belong to SC/ST Benti village with an area of 1,133,25 ha and persons, of which 1,989 persons or per cent belong to SC/ST Rajdhari village with an area of ha and 70 households or 590 persons, of which 215 persons or per cent belong to SC/ST Kanauda village with an area of ha and 4 persons, all of them belonging to SC/ST Benti village people have been left where they were, but the village has been economically destroyed, the wells have run dry because the water aquifer has been destroyed by blasting. Thena village is next, with many other to follow. One of the present extensions of Ashoka Project is going to take place at Dembua and Hendja village areas, part of Benti Panchayat (at the bottom center of the above map). The exact demarcation of the Block area is not known at present as the south eastern are not listed in the table for Tandwa CD Block, but in the table for Keredari CD Block. This includes Karo and Kichto which are on the eastern border of Piparwar Project (no. 1). This, however, will be contiguous with the areas for the proposed Bundu Project (no. 12) which will continue further into Keredari CD Block. The western most parts of Ashoka Project (no. 2) are to be contiguous with the areas for the proposed Magdh Project (no. 3) and Hebna Project (no. 5) in the neighbouring Balumath CD Block.

But still there also a sizeable number of SC/ST population are going to be affected. Its larger part is located in Balumath CD Block of Latehar District (cf. below, para 3.). Another part of it, further south in Tandwa CD Block is then contiguous with the area for Ashoka/ Purnadih Project (no. 2). Surrounded on its northern, western and southern sides by Magadh Project (no. 3) remains (???) the village area of Saradhu. - Amrapalli Project (no. 4) on its eastern side is or will be contiguous with Pachanda Project (no. 8) in the neighbouring Keredari CD Block, and on its northern side with Dhadu Project (no. 6). - Dhadu Project (no. 6), in case our correlation is correct, appears to be split in two or three scattered areas: One part is in the northern Tandwa CD Block, one in northeastern Balumath CD Block, and one in southern Balumath CD Block of Latehar District (cf. below, para 3.). - The same is with Hebna Project (no. 5). There appears to be an isolated area in the northern part of Tandwa CD Block, and a larger part in the southeastern part of Balumath CD Block, where it is contiquous with parts of the Ashoka/Purnadih Project (no. 2) in the southern part of Tandwa CD Block.

12 KVTO - Annexure A: The Extent of Existing and New Mining Projects (Dec. 2010) sarini Occasional Papers, No. 8 A / Further details and remarks on the proposed mining in the entire Tandwa CD Block It also occurs that are going to be affected by more than just one mining block, but in most such cases the project plans would ignore this fact. In the present case in Tandwa CDB, it is seven to be affected by two mining blocks: Hechabalia, Urda, Sirsai, Kanauda, Rajdhar, Kalyanpur and Benti. Right in the centre of the the Karanpura Valley and in the middle portion of Tandwa CD Block, the National Thermal Power Corporation (NTPC) has drawn up plans for the construction of the North Karanpura Super Power Station. This area then would be encircled by the Piparwar and Ashoka projects on the southern side and the Magadh, Amrapalli, Dhadu and Hebna projects on the western and northern sides (cf. Visual Documentation, p. 10) Resumé on Tandwa CD Block The issue is which are being affected by the mining companies. There is difficulty in determining which companies will take which mining blocks, and which mining blocks take which. But there is clarity in identifying which are being marked and notified for mining by whoever. In effect in Tandwa CD Block, all are going, except Dhangara, Bongaghara, Birbir - in the far north - Bargaon, Banpur- in the lower west. All other are being affected. (As on June 1, 2010)

But it is important to note that several mining projects are immediately adjacent to each other and also cross block borders: - Magadh Project (no. 3) extends eastwards into Tandwa CD Block. It is also contiguous on its southwestern flank with Hebna Project (no. 5), and on its southern flank with Ashoka Project (no. 2) in Tandwa CD Block. - Hebna Project (no. 5) is contiguous on its southeastern flank with Ashoka Project (no. 2) in Tandwa CD Block, and on its western flank with Dhadu Project (no. 6). But two village areas to come under the Piparwar Mining Block (no. 1), namely Karo and Kichto which are in the map for Tandwa CD Block, are listed in the data for Keredari Block. - The same inconsistency is there for the three areas adjacent to this on the eastern side, namely Banhe, Tarwan and Haphua. These will come under the proposed Bundu Mining Block (no. 12). - Bundu village area itself is contiguous on its eastern side with the parts of the proposed Pachanda Mining Block (no. 8). In case our data compilation and interlinking is somewhat correct, then it is strange that the larger areas for the same Pachanda Mining Block are lying a few kilometres to the north with a few - so far untouched in the space between which partly hilly area. The norther areas of same Pachanda Mining Block are contiguous on the western flank with Amrapali Mining Block (no. 4), on the northwestern flank with parts of Dhadu project (no. 6), both in Tandwa CD Block. - On the northern and northeastern flank of Pachanda, we have Dumri Mining Block (no. 9). - Contiguous with that and further to the east is Beltu Mining Block (no. 10). - Again contiguous with this is the Arahar Mining Block (no. 11), which extends far into the neighbouring Barkagaon CD Block on the eastern side. At least three, Pandu, Balia and Basaria, are going to be affected by two Mining Blocks. The question also arises to what extent the in the space between areas of the same Mining Block will be effectively spared and if so, how they will be able to survive Resumé on Keredari CD Block The issue is which are being affected by the mining companies. There is difficulty in determining which companies will take which mining blocks, and which mining blocks take which. But there is clarity in identifying which are being marked and notified for mining by whoever. In essence, all are going, except Lohra in the far north and Niri in the centre. (As on June 1, 2010)

It is also contiguous on its western side with Beltu Mining Block (no. 10) in Keredari Block (cf. above). Arahara Mining Block is meant mainly for the Pakri-Barwadi OC Project of the public sector company National Thermal Power Corporation (NTPC), which was (temporarily?) withdrawn in summer 2010 for environmental reasons and because of strong protests of people. (cf. For the same area Monnet Ispat s Barwadih Steel Plant has been announced, but little is known about it. Arahara Mining Block has on its eastern side Badam Mining Block (no. 13.) Pakri-Barwadi area is also known for some prehistoric megalithic sites. - Badam Mining Block (no. 13) is likely to be divided into two mining blocks: Motra OC Project which has been awarded to the private sector company Jayaswal Neco Ltd of the Abhijeet Group, Nagpur for pit head power plant, and Badam Coal Block which has been allotted to the private sector company Tenughat Emta Coal Mines Limited. It is a captive coal mine for Tenughat Thermal Power Plant in the neighbouring Bokaro District. Badam Mining Block fully covers the village area of Isko village which is known for its prehistoric rock art site. Immediately on the eastern side of Badam Mining Block area we have some forest known for their tradition of decorative mural paintings, which goes back to prehistoric times. - Barwania Mining Block (no. 14) and Lurunga Mining Block (no. 15) so far does not have allotments (?), but are bordering Isko village area from the south. - Paseria Mining Block (no. 15) is being undertaken by the private sector company Rohne Coal Co. Pvt Ltd, held by three companies: JSW Steel Ltd (69%), Bhushan Power and Steel Ltd. (24%), Jai Balaji Industries (7%). JSW will implement the project, which will be for its 10mt steel plant. - Urimari Mining Block (no. 17) in the Barkagaon CDB so far does not have allotments (?), but is likely to be connected to the already operating Urimari mine further south. In the southern part of Barkagaon CD Block area, we have a situation where a few stretching over roughly 8 kms appear as unaffected so far, but in fact they are sandwiched between Urimari Mining Block on the eastern side and Khapia Mining Block (no. 16, cf. above) on the western side 5.3. Resumé on Barkagaon CD Block The issue is which are being affected by the mining companies. There is difficulty in determining which companies will take which mining blocks, and which mining blocks take which. But there is clarity in identifying which are being marked and notified for mining by whoever. In essence, all are going, except Jorakhat, Chapri, Saheda all on the eastern side in the hills and Panderiya, Sirma on south western side, which seem to have survived. (As on June 1, 2010)
