2 Message From Executive Director Dilys Tosteson Garcia Dear CASA Supporters, With your dedication, hard work and support, in Fiscal Year 2011 CASA of Los Angeles (CASA/LA) made great strides as a newly non-profit program, building on its prior 31-year legacy as a public/private partnership, to build capacity for growth and sustainability. Here are audited results for FY2011 with a glimpse at how these successes have positioned CASA for Fiscal Year 2012 and beyond. Service levels for Fiscal Year 2011 stabilized for a second year at 568 children served with longterm advocacy and another 7,069 with short-term services in Shelter Care. This stabilization has set the stage to enable CASA to increase these numbers in the coming years. This capacity for growth is remarkable in the context of such a recent loss of significant government funding. Volunteers served in a variety of capacities; 330 active as advocates for a specific child, 25 as court assistants in Shelter Care, 11 as peer coordinators, 6 as case assessors, 26 on the board of directors and many more in a variety of outreach and fundraising roles. Dilys Tosteson Garcia Staffing grew from 13 to 18, with primary growth in the program category of direct service, building towards higher service levels in conjunction with the development of the CASA Peer Coordinator role. The Early Childhood Initiative readied its specialty curriculum for a FY2012 launch, intended to deepen the expertise of CASAs and community partners in assessing and serving the youngest children age 0-5 as they first enter the system. More robust evaluation measures were designed in Fiscal Year 2011, with guidance from the USC School of Social Work. One initial tool is a self-administered Case Assessment Survey to measure progress made by CASAs on their court appointed assignments. We will pilot this measurement tool in Fiscal Year 2012 and then roll it out. It will be invaluable in allowing CASA/LA to refine its programs and report its outcomes and impact. Important infrastructure improvements were planned in Fiscal Year 2011 in basic business functioning as a basis for future growth. These included the installation of a proprietary server, new work stations, software improvements and a new phone system all essential for continuous improvements in communications, volunteer management, donor relationships, financial management, and advocacy service volume and quality. Government funding provided only $800,000 of the $1,700,000 operating budget in Fiscal Year 2011, while private foundation and individual giving grew over the prior year by more than 100% to provide the additional $900,000 needed to meet budget. The community responded mightily to CASA/LA s invitation to support the sustainability of its deeply needed advocacy services for vulnerable children in foster care. 2

3 Message From Board President Bruce Herron Dear CASA Supporters, The number of children entering foster care in Los Angeles County is again rising after an all-time low in 2010 of 24,000. These children through no fault of their own are caught in an overburdened and overwhelmed social services system. CASA volunteers offer healing and hope as they help children and their families navigate their way through the dependency court system towards a safe and healthy permanency. Every child deserves a loving family in which to thrive. In our first full year as a non-profit the Board of Directors expanded its ranks and raised more money than ever before from itself and others to secure CASA/LA s sustainable future. We are building capacity to attract, train and support larger numbers of volunteers than ever before, in order to serve at least 10% of our county s most vulnerable children. I am proud to present this 2011 Annual Report for CASA of Los Angeles. With the support of each and everyone of you, we have made great progress towards becoming a sustainable non-profit child advocacy program. 4 Volunteer of the Year Alison Wilcox Alison started as a Court Appointed Special Advocate with CASA of Los Angeles in January Since that time, Alison has advocated for 9 children across Los Angeles County, ranging in age from 2 to 18 years old. The needs of the children have been quite diverse. Alison collaborated with the school and a caregiver of a preschooler/ kindergartner who needed specialized educational advocacy due to his developmental and medical needs. She researched appropriate services, observed the young boy at home and at school, interviewed his teachers, his caregivers and his service providers. At the same time, Alison advocated for a 16 year old that needed assistance navigating the end of her high school career. The teen s education had been disrupted due to the emotional abuse by her parent. Alison remained patient and maintained perspective with the young woman, and through Alison s efforts, the teen earned her GED and is currently attending community college, and has found housing so that she could leave the court s jurisdiction. Alison also advocates for a very special needs young lady who is unable to speak for herself and is confined to a wheelchair. Alison listened to what her CASA child was saying non-verbally (by her actions) and pushed to make the necessary adjustments to correct the problems. When delays in services and funding supports were jeopardizing the stability of her new adoptive home, Alison did not get flustered. She tenaciously yet respectfully pushed for the appropriate supports, staffing and services. In court, Alison stays calm when chaos swirls around her. She focuses on what s best for her CASA children and getting the recommendations to Court. In addition to her advocacy as a CASA, Alison generously agreed to volunteer for CASA in other capacities this past year. In her role as a volunteer case assessor, Alison reviews new cases to determine the role of the new CASA. Alison also agreed to serve in a newly formed role as a CASA Coordinator. In this position, Alison coaches new CASAs as they begin their advocacy for other CASA children. Alison builds a bridge for new volunteers as they travel from the initial training to a confident advocate. She helps the other volunteers gain the confidence and skills to be an effective advocate. Despite all these accomplishments, Alison seeks no attention or accolades for her amazing work; she only seeks to help others. Alison is a true gift to CASA of Los Angeles, the Dependency Court and the foster children for whom she advocates. When asked why she volunteers, Alison simply states, Working for and with children is the most rewarding work anyone can do paid or unpaid. Making a child s life even just a little bit better is very fulfilling. In addition to being recognized as the CASA of Los Angeles 2011 Volunteer of the Year, she was recognized by the Los Angeles County Board of Supervisors at their Annual Volunteer Appreciation Luncheon. CASA of Los Angeles is very proud and grateful to have such a powerful children s advocate as Alison. 4
