1 INTER-AMERICAN DEVELOPMENT BANK (IDB) Emerging and Sustainable Cities Initiative (ESCI) TERMS OF REFERENCES URBAN DESIGN LAB CONSULTANCIES FOR CHILE Y ARGENTINA Master students in the fields of Architecture, Planning and Urban Design The Inter-American Development Bank, the largest and leading source of financing for regional development in Latin America and the Caribbean (LAC), is seeking ten (10) consultants in the fields of Architecture, Planning and Urban Design to support the implementation of the Emerging and Sustainable Cities Initiative in five (5) cities in Argentina and Chile. A team of two international and two local consultants will be formed to conduct planning services in each of the five partner cities. The Bank offers the opportunity to graduate students and young professionals from Austria to obtain experience working in an international development institution and support the development of urban design interventions in selected partner cities. I. BACKGROUND Emerging and Sustainable Cities Initiative of the IDB The Emerging and Sustainable Latin American and Caribbean Cities Initiative employs a multidisciplinary approach to addressing the challenges facing the urban areas of LAC, integrating environmental sustainability, comprehensive urban development, fiscal sustainability and good governance. The Initiative will provide a set of tools for intermediate cities to be able to: (i) identify key bottlenecks that they may face in their path towards sustainability; (ii) weigh and prioritize the identified problems to guide investment decisions in the sectors that may generate more positive impacts; (iii) find specific adequate solutions according to their cost-benefit that would pave the road towards increasing sustainability. In addition solutions should take into consideration potential different local sources to finance them as well as the institutional capacity for their implementation; and (iv) follow up progress and advances in closing gaps and reaching goals. The environmental and climate change dimension is concerned with environmental management and local pollution control issues (including air and water contamination, solid waste management and disaster prevention), climate change mitigation (through energy efficiency and other measures), and climate vulnerability reduction and adaptation measures. The urban development dimension refers to the effects of the city s design and footprint (or its ability to control its growth through effective planning and land use control), social inequality and uneven distribution of urban services, efficiency of its urban transportation network, economic competitiveness and the level of public safety. The fiscal sustainability dimension is related to the ability of local governments to prioritize and finance needed investments, fund and maintain their urban and social services, control adequately their expenditures and debt, and make decisions in a transparent manner
2 The Initiative supports local Governments with technical expertise towards: (i) establishing diagnostics for the sustainability of the cities; (ii) designing Action Plans where priority is given to activities necessary to improve existing conditions and to determine the resources and times required to complete them, and (iii) supporting the generation of expertise and diffusion of innovative experiences among the cities governments in order to improve urban, environmental and management policies in the entire region. The Initiative includes all of the countries in the region and is open to any municipality, state or provincial governments or groups of municipalities. However, the initial priority is to focus on medium size cities, the 70 emerging local economies of the region, where the impact of the actions has the potential to be greater and more immediate. The Initiative is aimed at mobilizing and coordinating the technical capacity of all the areas of the Bank in supporting the cities in closing the gaps identified and prioritized in the process. II. THE URBAN DESIGN LAB (UDL) CONSULTANCY PROGRAM Austria supports the Emerging and Sustainable Cities Initiative through financial contribution and technical expertise. In collaboration with the Institute for Urban Design and Landscape Architecture at the UTV, this consultancy program was set up to enable Master students and recently graduated Masters of Architecture and Urban Planning of Austrian Universities to contribute to the implementation of the Emerging and Sustainable Cities Initiative (ESCI). The Interns will be assigned to work in a designated partner city of the ESCI program and tasked to develop a specific urban project in the respective city. The purpose of this cooperation is the fruitful exchange of experiences and lessons-learned ( know-how ) and academic research ( know-why ) about urban development and urbanization processes in Latin America and the Caribbean (LAC). The Austrian academic staff and students study the challenges of the rapid urbanization process and collaborate in the development of concrete design-based solutions for the partner cities Action Plans. One of the goals is to bring academic staff and masters students of the Faculty of Architecture and Planning the UTV closer to the ESCI program while working directly on concrete tasks like urban strategies, urban design and small-scale architecture and public space interventions. A multi-disciplinary team of professors, lecturers, invited professionals and masters students works in ESCI partner cities in close cooperation with IDB specialists, city administration and local universities. In the context of rapid urban growth, the leading theme of this cooperation is the development of innovative integrated urban design and management tools for the creation of sustainable new neighborhoods through in-fill developments of abandoned areas, city extension and urban regeneration projects in the context of climate change adaptation and urban resilience. The cooperation between the IDB and UTV wishes to enrich the current planning discourse of sustainable urban development in LAC with contemporary topics like proximity, Transport Orientated Development (TOD), the dense city, mixed used development, affordable housing, repopulation strategies, application of urban rules and conditional urban design, land management, cross-financing and subsidizing, climate change mitigation, - 2 -
3 and disaster risk reduction. The partners are already deploying a clear multi-disciplinary and participative planning approach. In this light, the Urban Design Laboratory (UDL), with its dialogue orientated planning tool-kit, shall be further developed and promoted as a planning technique and applied in these projects. The UDL is a tool-kit for participatory urban design that was developed through a grant, sponsored by IDB and Austrian Federal Ministry of Finance (BMF) during the academic year (2014/15) and was successfully tested in ten partner cities of the ESCI program: Panama City, Montería, Pasto, Managua, Quetzaltenango, Xalapa, Campeche, Santiago de los Caballeros, Montego Bay and Valdivia. Project Details and Objectives Each consultant will support the UDL project teams with pre-feasibility design studies with respect to one the following projects: Puerto Montt - Varas Metropolitan Lab (Puerto Montt, Chile and Puerto Varas, Chile) Puerto Montt and Puerto Varas are almost twin cities in southern Chile. The two cities are growing rapidly and the distance between these two cities is shrinking, now it is still 12 km. The UDL Metropolitan LAB is dealing with this situation of Metropolitan Planning. This is a pilot project for testing the Methodology of the Urban Design Lab in a scale of a Metropolitan region. Bariloche Centrality Lab (San Juan de Bariloche, Argentina) The City of Bariloche in Argentina is well-known for it's ski-resorts and as a hub for international tourism. The unknown picture of this paradise is that the city is attracting thousands of migrants from other cities and countries in the region. The Centrality Lab is an experimental Urban Design Lab dealing with the issue of centrality and the transformation of informal settlements into real neighborhoods with affordable housing, infrastructure, schools, public space, etc. Coquimbo - La Serena Metropolitan Lab (Coquimbo, Chile and La Serena, Chile) Coquimbo and La Serena are twin cities north of Santiago de Chile. The two cities are growing rapidly along the Pan-American Highway. The UDL Metropolitan Lab is dealing with this situation of Metropolitan Planning. This is a pilot project for testing the Methodology of the Urban Design Lab in a scale of a Metropolitan region. Goya Urban Corridor Lab (Goya, Argentina) The City of Goya in the north of Argentina is characterized by social-spatial inequality. The city is expanding, but the wetlands are in the way for future low-rise and low-income housing projects. Along the historic corridor of the former train line, the Urban Design Lab will develop new ideas for the city, how to grow inside the existing city boundaries while activating its natural assets of the wetlands. The diagonal train-corridor runs through half of the city and will act as a social bridge between the social groups
4 Resistencia Urban Wetlands Lab (Resistencia, Argentina) In Resistencia, Argentina city growth is uncontrolled and has really no limits, the city has an rigid expansion plan which does not even take the wetlands and rivers into account. Result are natural disasters and floods because nature does not find it's way to compensate the huge amount of water. The Urban Design Lab is dealing with the wetlands and it's incorporation in the urban farbic of Resistencia. The study comprises housing and public space elements in the urban design. The projects goals vary depending on the particular needs of the city, the outcomes / recommendations of the Action Plan developed by ESCI for the respective city and the access to financing the respective city has available. Methodological Approach The work will be structured according to the tool-kit of the UDL: Preparatory workshop: Introduction to the program methodology and lectures Preliminary analysis of existing data, research on reference projects (best practice); verification and precision of project guidelines Conceptual design and contextualization within the urban context Design Concept and punctual visualization Project development and elaboration phase Layout, dissemination and presentation Organization and Supervision Each city will have minimum four consultants, two international ones are paid by the IDB and two locally paid. The local and international consultants work under the close guidance of the supervisory team comprised by the Faculty of Architecture and Planning at the UTV, the urban planning specialists from the IDB and most importantly, the local planning staff at the municipalities. The consultants will be provided with a working-space with high-speed internet-connection in the partner city. III. REQUIREMENTS - Education: The candidate must be a full time master student or recent Master of Science (no longer than one year after graduation) of Architecture and/or Urban Planning with minimum 2 years study at an Austrian University. - Experience: housing, urban design and/or strategic urban planning work-experience - Languages: Fluency in Spanish and English is required - Applicant must be native from a member state of the IDB ( applications from Austrian students are particularly welcomed

COMPETENCIES - Technical Expertise: Understanding of the history of urban planning and design, the diversity of urban planning tools, urban design, sustainable architecture and affordable housing in an international context - Teamwork: Demonstrated ability to contribute to multidisciplinary and multicultural project teams - Building Bonds: Ability to build and maintain positive relationships within and outside the Bank. - Initiative and Adaptability: Ability to act independently and resourcefully in responding to work demands, adjust to multiple demands, shifting priorities, ambiguity and change. - Communication: Ability to write and speak clearly and concisely, to write clear and precise analytical documents and to adapt communication style to different audiences. V. CONTRACT, LOCATION OF SERVICES The duration of the assignment will be limited to 4 months. The work will be undertaken between November 2, 2015 and February 28, 2016 Place of Duty: Services will be provided by the consultant at one of the partner cities (see above). Each consultant will receive a monthly compensation for the conducted services. VI.
