1 Updates to Hawai i s (QRIS) Pilot In 2011, the Department of Human Services (DHS) contracted the Quality Care Program (QCP) to conduct a pilot test of a voluntary (QRIS) for Hawai i s licensed early care providers. The emphasis of the QRIS is to help child care providers achieve continuous quality improvement in the care they provide for young children. The QRIS has completed the first phase of the Pilot which provided important information that guided some design changes. The following is an overview of changes to the QRIS Pilot design that are being implemented in Year 2 of the QRIS Pilot as a result of feedback from participants, coaches, system agencies and the data gathered in the first year of the QRIS Pilot, as well as a review of national trends and current research findings. The changes reflect a streamlining of the Measures and Evidences that are to be required for each Rating Level and a consolidation of the requirements so that they are the same for all site types (Child Care Centers, Infant Toddler Centers, and Family Child Care Homes (FCC), with a few distinctions made for FCCs. These revised design elements are reflected in the revised QRIS Policy and Procedure Manual (August 2013). 1. Defined Pre level Checklists will guide programs in preparing for QRIS assessment and determination of a Rating Level. 2. Completion of online training on the respective assessment tool(s) is required prior to formal Environment Rating Scale (ERS), Classroom Assessment Scoring System (CLASS), and Program Administration Scale/Business Administration Scale (PAS/BAS) assessments. 3. Upon acceptance into the QRIS, a site will initially conduct an ERS self assessment for Level 1 entry in QRIS and develop a Quality Improvement Plan based on its self assessment findings. An NAEYC or NAFCC accredited site can opt to seek entry at Level Upon completion of the respective Pre level checklist items, determination of Rating Levels 2 5 is based on a site s achievement of specified scores on the respective assessments (ERS for Level 2; CLASS, PAS/BAS for Level 3 or higher). 5. Coaching support will be provided for sites that achieve a Rating Level 1. Coaching support and a Quality Achievement Award will be provided for sites that achieve a Rating Level of 2 or higher. 6. Formal assessments (ERS, CLASS, PAS/BAS) will be conducted with a two week window of time. Within the window, a site may identify up to 3 blackout day on which no assessments will occur. The specific day of the assessment visit will not be announced, however, the assessor will provide a courtesy call 24 hours in advance of the visit, notifying the site that the assessment will be conducted the next day. 7. Most required evidences (which were previously documented separately via interview) are now documented through PAS/BAS Item cut scores. These are specific scores on specific items that must be met. 8. Staff Qualification Level will be based on revised QRIS Staff Qualification Level Requirements, using CAES Registry s Framework for Early Care and Education Practitioner (FW). 9. Staff Qualification Level will not be included in the calculation of a site s Rating Level and will be incentivized separately from the Quality Award (which is based on the Rating Level).
