5 15 INITIAL INCIDENT DESCRIPTION / NARRATIVE: [On 01/19/2015 and around the approx time of 1425 hrs, officers were monitoring a peaceful rally (Martin Luther King) at the Federal Courthouse located in the 700 Blk Stewart St. When radio broadcasted that protestors were blocking the roadway at Mercer St. and Aurora Av. and that they were equipped with a device known as the "Sleeping Dragon" causing officers to respond to that location. When approx 20 minutes later a group with approximately 150 demonstrators left the courthouse and began marching westbound on Stewart St. and blocking all lanes of travel, the group then headed northbound on 6th Av then northbound on Westlake Av N. Where I observed a subject later identified to me as "Bennett J.Taylor" leading the march with a mega phone in hand, the group continued to march northbound on Westlake Av N. and blocking all lanes of travel and disregarding all traffic control signals and chanting "Hands Up/Racist Police. During the march officers received intelligence that the group maybe attempting to join up with the protestors and Mercer St. and Aurora Av. or overtake I-5 North/Southbound. Officers were advised by Command to set up a bicycle mobile fence line to deterred the protestors, officers deployed a mobile fence line at Westlake Av N./ N.Republican St. When the protestors arrived at the listed intersection,i observed "Taylor" instruct the protestors to push pass the mobile fence line I along with (2Edward) Sgt. Lam immediately gave a order to disperse and clear the roadway. The Protestors refused to comply to the dispersal order and began pushing pass officers, due to the small resource of officers the protestors were able to overcome the officers and break down the tactic that was deployed. During the incident Officer R.Hylton #6337 was assaulted and sustained a unknown injury to his right knee. Others officers arrived at the scene to assist and order was briefly retained, the SFD was notified and responded and Officer Hylton was transported to HMC for treatment. After the incident Sgt. Lam and I contacted "Taylor" and took him into custody, "Taylor"was transported to the precinct for further investigation and later transported and booked into King County Jail for Failure to Disperse and Disorderly Conduct. ***SPD Request additional charges of FELONY ASSAULT be filed on "Taylor" due to his actions contributing to the injury of Officer Hylton.] I hereby declare (certify) under penalty of perjury under the laws of the State of Washington that this report is true and correct to the best of my knowledge and belief (RCW 9A ) For: 6569 Printed On: Jan (Tue.)
