INSTITUTIONAL INFORMATION FOR REVIEWERS Directions: Please address the following and attach the information to this form. 1. History and Characteristics Provide a brief history of the institution, a description of its current mission, an indication of its geographic service area, and a description of the composition of the student population. Include a description of any unusual or distinctive features of the institution and a description of the admissions policies (open, selective, etc.). If appropriate, indicate those institutions that are considered peers. Please limit this section to one-half page. The Proposed Consolidated Kennesaw State University Pending December 2014 SACSCOC approval and subsequent January 13, 2015 approval by its governing board, the Board of Regents of the University System of Georgia (USG), an expanded Level VI Kennesaw State University (KSU) will be formed by the consolidation of two independent and largely complementary SACSCOC-accredited USG public universities, Southern Polytechnic State University (SPSU) (Level III) and Kennesaw State University (Level VI). The consolidated university s main campus will be KSU s current campus in Kennesaw, Georgia (Cobb County), which will be home for KSU s existing ten colleges. SPSU s current campus, less than ten miles away in Marietta, Georgia (Cobb County), will be a full-service satellite campus of the consolidated KSU. Most current SPSU degree programs will continue to be offered there in three new colleges. The consolidated KSU will continue to offer a small number of degree programs at five other off-campus instructional sites at Dalton State College, the Cobb Galleria, the Paulding Center, Atlanta Metropolitan College, and Smitha Middle School. KSU will also continue to offer a Substantive Change Prospectus: KSU and SPSU Page 3 of 20
4 broad array of online degree courses and programs. Although the current KSU is classified a comprehensive doctoral university within the University System of Georgia s nomenclature, the consolidated KSU will become even more comprehensive in the degree programs that it offers with the addition of SPSU degree programs in architecture, computing, construction management, engineering, engineering technology, and software engineering. The consolidated university will have over 31,000 traditional and non-traditional students, divided almost equally between men and women. Approximately one-third of the consolidated university s students will be minorities. Oncampus student housing will total 5,300 residents. The consolidated institution will retain the existing focus of both institutions on selective admissions. Kennesaw State University (prior to consolidation) Kennesaw State University (KSU) began as a two-year junior college, was chartered by the Board of Regents in October 1963, and opened in 1966 with an enrollment of 1,014 and a principal focus on lower-division transfer to four-year baccalaureate programs. Since then, the institution has grown rapidly in enrollment, mission, and degree offerings. Baccalaureate degrees were initiated in 1978, master s degrees in 1985, and doctoral degrees in Oncampus student housing was initiated in 2002 and now supports 3,500 on-campus residents. KSU now competes in NCAA Division I athletics and is scheduled to begin its football program in Awarded university status in 1996, KSU currently is one of four comprehensive doctoral universities in the University System of Georgia, which is one tier removed from the System s four research universities. KSU s 10 colleges include the College of the Arts, Michael J. Coles College of Business, College of Continuing & Professional Education, Leland & Clarice C. Bagwell College of Education, Graduate College, WellStar College of Health & Human Services, Honors College, College of Humanities & Social Sciences, College of Science & Mathematics, and University College. With a student population of over 24,600 in fall 2013, KSU is the third-largest public university in the state of Georgia. KSU s geographic service area is primarily the northwest region of Georgia, including the greater metropolitan Atlanta area, with 66 percent of students coming from northwest Georgia, 14 percent from other Georgia counties, 14 percent from states other than Georgia, and 6 percent from other countries. The student composition at KSU reflects a diverse student body that includes traditional and non-traditional aged undergraduate students. The average age of undergraduate students is 23 and the average age of graduate students is 34. The student body is 58 percent female and 42 percent male, with 31 percent minority students. Admission to KSU is selective for all undergraduate and graduate levels. KSU welcomes applicants from all qualified students regardless of race, sex, religion, disability, or cultural background. Southern Polytechnic State University (prior to consolidation) SPSU was established in 1948 as a two-year division of Georgia Institute of Technology to prepare technicians to bridge the gap between engineers and craftsman. The Technical Institute first opened its doors at the retired Naval Air Station facilities in Chamblee, Georgia, with 116 students. In 1949, the division became the Southern Technical Institute. Twelve years later, it moved to its present campus in Marietta, Georgia. SPSU began offering bachelor s degrees as a four-year college in 1970, and was one of the first technical institutes in the nation to offer the bachelor of engineering technology degree. In 1980, the college became independent from Georgia Tech as a stand-alone senior college of the University System of Georgia. It is now one of 10 in the category of state universities apart from the four research universities, four comprehensive universities, and 13 state colleges in the System. In 1987, the college changed its name to Southern College of Technology, and in 1996 it became Southern Polytechnic State University. Its five academic schools include Architecture Substantive Change Prospectus: KSU and SPSU Page 4 of 20
5 and Construction Management, Engineering Technology, Engineering, Computing and Software Engineering, and Arts & Sciences. SPSU grew in enrollment to over 6,500 students by fall 2013, with men outnumbering women almost 4 to 1 and minorities approaching 50 percent. On-campus student housing accommodates 1,800 resident students was the final season of SPSU s intercollegiate athletic competition in the NAIA in preparation for consolidation. 2. List of Degrees List all degrees currently offered (A. S., B.A., B.S., M.A., Ph.D., for examples) and the majors or concentrations within those degrees, as well as all certificates and diplomas. For each credential offered, indicate the number of graduates in the academic year previous to submitting this report. Indicate term dates. The proposed consolidated listing of active and continuing degree programs for the new KSU is provided below. Off-Campus Instructional Locations and Branch Campuses List all locations where 50% or more credit hours toward a degree, diploma, or certificate can be obtained primarily through traditional classroom instruction. Report those locations in accord with the Commission s definitions and the directions as specified below. Off-campus instructional sites a site located geographically apart from the main campus at which the institution offers 50 % or more of its credit hours for a diploma, certificate, or degree. This includes high schools where courses are offered as part of dual enrollment. For each site, provide the information below. The list should include only those sites reported and approved by SACSCOC. Listing unapproved sites below does not constitute reporting them to SACSCOC. In such cases when an institution has initiated an off-campus instructional site as described above without prior approval by SACSCOC, a prospectus for approval should be submitted immediately to SACSCOC. The main campus of the proposed consolidated institution will be KSU s current location in Kennesaw, Georgia. The current SPSU campus in Marietta, Georgia (9 miles from the main campus) will become a full-service off-campus instructional site of the consolidated KSU where three of the university s 13 colleges will have their home base of operations and program delivery. To use Commission terms, the Marietta Campus will function as an offcampus instructional site, not a branch campus. The consolidated university will have no branch campuses in that none of the off-campus instructional sites will have its own budgetary and hiring authority. All sites will be supported by the centralized administrative support services of the main campus. Most of the degree programs offered at the Marietta Campus will be programs that originated at SPSU and will be offerings of three colleges based there the Southern Polytechnic College of Engineering & Engineering Technology, the College of Architecture & Construction Management, and the College of Computing & Software Engineering of Kennesaw State University. As indicated above, some of the educational programs offered on the Marietta Campus will represent consolidated curricula of overlapping programs currently offered by both KSU and SPSU. Core curriculum courses for baccalaureate degree programs offered at the Marietta Campus will continue to be offered at both the Kennesaw and Marietta Campuses. SPSU currently offers no traditional instruction at off-campus instructional sites, but becomes an off-campus instructional site under the new KSU. KSU will continue to offer degree programs at five existing off-campus instructional sites beyond the Kennesaw Campus following consolidation. This limited and targeted off-campus instruction is provided largely as a convenience location for cohorts of working adults pursuing a specific graduate or undergraduate degree. Because of the relatively close proximity of these off-campus instructional sites to the main campus, off-campus site students may complete some degree requirements with courses taken at the main campus. In all cases, students have access to all Substantive Change Prospectus: KSU and SPSU Page 9 of 20
10 main-campus physical and virtual resources. Neither SPSU nor KSU offer dual enrollment classes at high school locations. Dual enrollment students will continue to take their college-level courses on the Kennesaw or Marietta campuses. Distance and Correspondence Education Provide an initial date of approval for your institution to offer distance education. Provide a list of credit-bearing educational programs (degrees, certificates, and diplomas) where 50% or more of the credit hours are delivered through distance education modes. For each educational program, indicate whether the program is delivered using synchronous or asynchronous technology, or both. For each educational program that uses distance education technology to deliver the program at a specific site (e.g., a synchronous program using interactive videoconferencing), indicate the program offered at each location where students receive the transmitted program. Please limit this description to one page, if possible. In response to the changing landscape of higher education, both KSU and SPSU have embraced a blended instructional model to meet the learning needs of 21 st century learners as well as to provide flexible scheduling options for students with other professional or family responsibilities. Some programs are intentionally designed and marketed as fully online programs, with students taking all coursework online as a separate and stand-alone cohort. Other degree programs may be available online but are intended to serve as an alternative delivery mode, providing additional options for flexibility and choice, and are considered convenience options. These programs are generally taken in conjunction with on-campus classes and are not intended to be established or tracked as separate cohorts. KSU was initially approved to offer distance education in 2001 and SPSU in While neither institution offers correspondence education, both do offer both online and hybrid courses and degree programs. Online courses are defined as courses in which 95 percent or more of the course is delivered at a distance, while hybrid courses are defined as courses in which percent of the course is delivered at a distance. In addition to courses offered 50 percent or more online, the GeorgiaView Vista and Desire to Learn (D2L) online learning platforms have been used extensively to provide supplemental and technology-enhanced activities and resources within the majority of face-to-face course. The list of credit-bearing programs where 50 percent or more of the credit hours will be delivered through distance education is provided below.
