State System Structure: Northeast State is a public, two-year higher education institution under the control of the Tennessee Board of Regents (TBR), which is a component of the State University and Community College System of Tennessee. The Tennessee Board of Regents system consists of 45 institutions with a combined annual enrollment of over 190,000 students, making it the nation's sixth largest system of public higher education. TBR's six state universities, 13 community colleges, and 26 technology centers offer classes in 90 of Tennessee's 95 counties. The TBR system is a $2.2 billion per year enterprise. The mission of the Tennessee Board of Regents system is to educate more Tennesseans in order to provide Tennessee with the workforce it needs for sound economic development. 3

Northeast State Technical Community College is a comprehensive two-year community college located in upper east Tennessee under the governance of the Tennessee Board of Regents of the State University and Community College System of Tennessee. As a comprehensive community college, Northeast State provides university parallel programs designed for students desiring to transfer to another college or university, career programs for students planning to enter the workforce immediately upon graduation, and continuing education and community service programs for professional growth and personal enrichment to the citizens of Carter, Johnson, Sullivan, Unicoi, and Washington Counties. Northeast State is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools to award associate degrees. The history of Northeast State Technical Community College reflects the changing educational needs of the residents of the five Northeast Tennessee counties which it serves. The college began as Tri-Cities State Area Vocational-Technical School in 1966 under the governance of the State Board for Vocational Education. In 1970, the mission was expanded and the school became a regional center for vocational and technical training. The scope was again expanded in 1978 to include the awarding of both one-year certificates and associate degrees in technology, and the name was changed to Tri-Cities State Technical Institute. Effective on July 1, 1983, Tri-Cities State Technical Institute was placed under the governance of the Tennessee Board of Regents and became part of the State University and Community College System of Tennessee. On July 1, 1990, a university parallel component was added, and the current name was made official. Northeast State has been recognized as one of the fastest growing community colleges in the Tennessee Board of Regents System during the past decade. During fall 2008, headcount enrollment was 5,470 students. Approximately 54 percent of the student body was female and 53 percent of the students attended full-time. For degree-seeking students, Northeast State requires proof of high school graduation (or GED attainment). Entering degree-seeking students 20 years of age or younger must provide ACT or SAT scores. If 21 years of age or older, students are required to participate in the assessment/placement program. 4

Northeast State operates and maintains facilities on the Blountville main campus and has two primary off-campus teaching sites: Elizabethton and Kingsport. Students may earn 50 percent or more of a program s credits at the Northeast State at Elizabethton and Northeast State at Kingsport teaching sites. The institution also utilizes a facility in Gray, at which some credit courses are offered, and maintains distance education interactive television (ITV) classrooms in Johnson and Unicoi Counties. Provide a brief description of distance education credit offerings that can be obtained primarily through electronic means and indicate where the students are located. Indicate any degree or certificate programs that can be completed primarily through electronic means. Please limit this brief description to one-half page, if possible. There are two venues in which Northeast State students can pursue coursework through electronic means: Northeast State courses and Regents Online Degree Program courses. Northeast State Courses Northeast State s courses that can be obtained primarily through electronic means are designed for those students within the College s primary five-county service area. The courses offered through electronic means include interactive television (ITV) courses and Internet courses. Students may earn 50 percent or more of a program s credits in the AS, 6
10 AAS, and selected certificate programs via interactive television (ITV) as well as via Internet courses. Regents Online Degree Program Courses Northeast State participates in the Regents Online Degree Program (RODP), a collaborative effort of all 13 Tennessee Board of Regents community colleges and six universities. The RODP program was accredited by the Southern Association of Colleges and Schools separately through the Tennessee Board of Regents ( RODP courses are taken primarily by Tennessee residents. Students may earn 50 percent or more of a program s credits via RODP. 4. Accreditation List all agencies that currently accredit the institution or any of its programs and the date of the last review for each. Identify the accrediting agency that is the gatekeeper for federal funds if it is not the Commission on Colleges. Describe any sanctions applied or negative actions taken by any of these accrediting bodies (including the Commission) during the two years previous to the submission of this report in regard to your institution. Northeast State is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools. Northeast State s last reaffirmation visit occurred in The American Dental Association accredits the Dental Assisting programs, which were reviewed and reaffirmed in The Association of Collegiate Business Schools and Programs (ACBSP) accredits the Business Management Technology program with concentrations in Accounting, Management, and Small Business Management and the Office Administration Technology program with concentrations in General Office, Legal Office, and Medical Office. The programs received a positive review on their 2007 Quality Assurance Report. The Commission on Accreditation of Allied Health Education Programs accredits the EMT- Paramedic, Surgical Technology, and Cardiovascular programs. The EMT-Paramedic programs were reviewed and reaffirmed in 2006; the Surgical Technology program was reviewed and reaffirmed in 2002; the Cardiovascular programs were reviewed and reaffirmed in The National Accrediting Agency for Clinical Laboratory Sciences accredits the Medical Laboratory program, which was reviewed and reaffirmed in The Nursing program is a candidate for accreditation by the National League for Nursing Accrediting Commission. A site visit was conducted January 27-29, 2009, in which the program evaluators recommended initial accreditation with a revisit in 5 years. The final accreditation decision will be made by the NLNAC Board of Commissioners in July, The National Association of Industrial Technology (NAIT) accredits the Computer and Information Sciences program with concentrations in Computer Programming, Internet and Web Development, Networking Systems, and Personal Computer Management; Electrical Technology with concentrations in Electrical and Electromechanical; and Industrial Technology with concentrations in Automotive Service, Industrial Drafting Design, Machine Tool, Manufacturing, Mechanical, and Welding/Metal Fabrication. All programs were accredited for six years in
