1 CORE TRAINING FOR CHILD WELFARE SOCIAL WORKERS NORTHERN CALIFORNIA TRAINING ACADEMY CONTINUING AND PROFESSIONAL EDUCATION
2 CORE TRAINING FOR CHILD WELFARE SOCIAL WORKERS Background Upon recent review, the federal government found California to be lacking in standardized training statewide for child welfare services workers and supervisors. The government mandated that California develop, implement and track a statewide standardized core curriculum for professionals working in children and family services. As a result, the California Department of Social Services (CDSS) in cooperation with the Statewide Training Education Committee (STEC) has developed a standardized core curricula to be used statewide for the training of CWS workers and supervisors. Since 1995 the Northern California Training Academy has provided training to thousands of child welfare professionals in all levels of the organization. The Academy s Core Training Program has for years fulfilled the requirements of knowledge and core competencies needed by CWS workers and supervisors. To meet the state requirements for training, the Academy created the Standardized Core Training for Child Welfare Social Workers. This comprehensive program covers the primary standardized core curricula requirements, plus a customizable secondary core curricula for CWS workers. About the Northern California Training Academy As part of the Center for Human Services at UC Davis Extension, the Northern California Training Academy provides training, research, evaluation and consultation to 28 Northern California counties. The counties include rural and urban counties with various training challenges for child welfare staff. The Academy recognizes the priority need for integrated training across disciplines in the region, and we are committed to delivering high-level training and other professional services to meet counties needs. 3 PRIMARY CORE TRAINING (PHASE I) This core training includes the following standardized content areas and is evaluated using the statewide evaluation framework. Phase I core training includes five modules, totaling 15 days of training to be completed within the first 12 months of hire. Participants must complete all 15 training days to receive a certificate of completion and meet state training requirements. Topics include Framework for child welfare practice Child maltreatment identification: neglect, physical abuse and emotional abuse Child maltreatment identification: sexual abuse Assessment of safety, risk and protective capacity (Structured Decision Making) Case planning, management and documentation How you will benefit By attending training together, new social workers have the opportunity to meet and network with other social workers The program format of two- and three-day training sessions every month allows for maximum learning with an opportunity to immediately apply newly-learned information in daily practice Child and youth development Placement and permanency Phase I Training at a glance Day 1 Day 2 Day 3 Module 1 Framework Framework; Child and Youth Development Child and Youth Development Module 2 Child Maltreatment Identification, Part I Child Maltreatment Identification, Part I; Engagement; Self-Care; Sexual Abuse Identification Secondary Training Module 3 Structured Decision Making Structured Decision Making Safety Organized Practice Module 4 Case Planning Case Planning Visits Module 5 Placement and Permanency Placement and Permanency Worker Safety; Teaming Partnerships
4 SECONDARY CORE TRAINING (PHASE II) The Phase II core training component includes training that is to be completed within the first 24 months of hire. Participants may take Phase II classes during the first year of employment and in conjunction with Phase I classes. This training includes standardized competencies and objectives within the topics listed below. Participants must complete one course from within each of the required content areas (see table on next page). Phase II Training gives social workers and their supervisors the flexibility to develop an individualized training plan based on their level of knowledge, personal learning objectives and current job needs. Several topic areas include a beginning, intermediate and/or advanced level of training. 6 Professional credit information CEU: Participants who complete this program are eligible to receive continuing education units (CEUs) from the University of California, Davis. One CEU is awarded for each 10 hours of class time. BBS: UC Davis Extension courses meet the qualifications for continuing education credit for MFTs and/or LCSWs as required by the California Board of Behavioral Sciences. One hour of BBS credit is awarded for each hour of class time.
