Land reform, agriculture, water and rural development in South Africa: A policy training programme for Members of Parliament Peter Jacobs, HSRC-EPD Day 2: Friday 26 September 2014 Economic Performance and Development

Presentation Outline Background & Context Questioning Rural Development Rural Development policies, past and present ISRDP nodal approach CRDP & 23 RDMs Rural Development Framework (July/Aug 2013) DRDLR units responsible for Rural Development Limited public investment in RD?

Questioning Rural Development How many people reside in rural South Africa? What do we know about their living standards and working conditions? What is government s rural development vision? What linkages exist between macro-development frameworks and various rural development initiatives and programmes? What are the mechanisms and strategies of rural transformation? How do we distinguish between form and content of modern rural transitions?

Questioning Rural Development What share of government spending (for delivering socioeconomic services) goes towards rural development and who are the main beneficiaries of such fiscal spending? How effective is institutional coordination for rural development across different spheres of government and departments? What are reliable sources of information about socioeconomic changes in rural areas? What are the remaining data gaps and how can SA overcome these gaps?

Rurality - fluid & contested concept Criteria vary by discipline and approach: Infrastructure density [CSIR Objective Engineers ] Dominant Economic Sector/Industry [Economists] Population Density [Geographers/Demographers/StatsSA.] Redefined due to shifts in the sector composition of local economies, location specific population densities and politico-legal policies bearing on spatial boundaries. Subdividing rural areas in terms of commercial farming areas and the traditional authority areas, a prominent and widespread approach in policy and survey designs, is problematic and confusing. Former is based on an economic definition whereas the latter derives from past politico-legal policies. The attempt at defining areas in terms of urban metropolitan areas and District municipalities is also problematic due to widespread geographical, social and economic unevenness.

Rural Population Composition 20yrs

Rural Population Composition 20yrs Rural population size: ±18 million people (± 4,6 million households) Relative decline in rural population continues (32%) Micro household dynamics: Shrinking HH size 4.7 (mid-1990s) to 3.8 (2011/12) Circular migration- poor info Changes in livelihoods strategies and human settlement patterns

Earning a living in rural SA

Outcome 7- five outputs Vibrant, Equitable And Sustainable Rural Communities And Food Security For All, aims to deliver a set of detailed measurable indicators: Output 1: Sustainable agrarian reform Output 2: Improved access to affordable and diverse food Output 3: Rural services and sustainable livelihoods Output 4: Rural job creation linked to skills training and promoting economic livelihoods Output 5: Enabling institutional environment for sustainable and inclusive growth

Rural Development vision RD= actions & initiatives taken to improve the standard of living of communities in non-urban areas. Characterised by a low ratio of inhabitants in wide open spaces where Agricultural activities are prominent, optimal use and management of natural resources Integrated broad-based agrarian transformation strategic investment in the relevant economic and social infrastructure Revitalise rural towns Support non-farm activities (tourism, etc.) & prioritise skills development

Rural Development vision DRDLR leads, coordinates & facilitates integrated implementation of CRDP. Rural Development Agency (RDA): vehicle for medium to long term coordination Planning and resource mobilisation Monitoring and evaluation Piloting rural development; socio-economic profile of various villages in Giyani Interactive approach to development; develop action plans in consultation with critical partners

Comprehensive Rural Development Programme- basic elements CRDP partly based on ISRDP (14 nodes) and WOP (1128 wards) War on Poverty: Presidential Special Programme & Govt s Apex Priority Coordinate all anti-poverty initiatives across all spheres of government; maximise impact, avoid wastage and duplication

Rural Development Framework (2013) Reference to RDP, GEAR, ASGISA & NDP 2030 Premised on CDRP vision and management system Enhance community participation in IDP process Provincial CRDP champions Other spheres of government Council of Stakeholders multi-stakeholder forums operational in each ward

Rural Development Framework (2013) Stepwise versus iterative phased approach: Phase i: Meeting basic human needs profile rural space & social facilitation Phase ii: Rural Enterprise Development value chain development Phase iii: Rural industrialization and financial development wealth and asset creation; ensue benefits accrue to rural communities Rural Development Support System Reform Communal Tenure Democratize rural administration RDA NARYSEC Rural Industrial and Enterprise Development (REID) formerly STRIF Rural Infrastructure Development (RID) Revitalization of small rural towns

Limited public investment in RD?

Concluding Remarks Fragmented rural interventions persist - roles and contributions of other government departments; ad hoc & weak institutional coordination It is unclear if observed rural socio-economic changes are mainly the result of ad hoc government spending on rural development projects. In practice, policy processes tend to exclude and disempower rural residents which is in sharp contrast with fashionable rhetoric. Rural development is a complex and dynamic process there is no one-size-fits all and linear trajectory of rural socio-economic transition
