4 Questioning Rural Development How many people reside in rural South Africa? What do we know about their living standards and working conditions? What is government s rural development vision? What linkages exist between macro-development frameworks and various rural development initiatives and programmes? What are the mechanisms and strategies of rural transformation? How do we distinguish between form and content of modern rural transitions?
5 Questioning Rural Development What share of government spending (for delivering socioeconomic services) goes towards rural development and who are the main beneficiaries of such fiscal spending? How effective is institutional coordination for rural development across different spheres of government and departments? What are reliable sources of information about socioeconomic changes in rural areas? What are the remaining data gaps and how can SA overcome these gaps?
6 Rurality - fluid & contested concept Criteria vary by discipline and approach: Infrastructure density [CSIR Objective Engineers ] Dominant Economic Sector/Industry [Economists] Population Density [Geographers/Demographers/StatsSA.] Redefined due to shifts in the sector composition of local economies, location specific population densities and politico-legal policies bearing on spatial boundaries. Subdividing rural areas in terms of commercial farming areas and the traditional authority areas, a prominent and widespread approach in policy and survey designs, is problematic and confusing. Former is based on an economic definition whereas the latter derives from past politico-legal policies. The attempt at defining areas in terms of urban metropolitan areas and District municipalities is also problematic due to widespread geographical, social and economic unevenness.

10 Outcome 7- five outputs Vibrant, Equitable And Sustainable Rural Communities And Food Security For All, aims to deliver a set of detailed measurable indicators: Output 1: Sustainable agrarian reform Output 2: Improved access to affordable and diverse food Output 3: Rural services and sustainable livelihoods Output 4: Rural job creation linked to skills training and promoting economic livelihoods Output 5: Enabling institutional environment for sustainable and inclusive growth
11 Rural Development vision RD= actions & initiatives taken to improve the standard of living of communities in non-urban areas. Characterised by a low ratio of inhabitants in wide open spaces where Agricultural activities are prominent, optimal use and management of natural resources Integrated broad-based agrarian transformation strategic investment in the relevant economic and social infrastructure Revitalise rural towns Support non-farm activities (tourism, etc.) & prioritise skills development

17 Concluding Remarks Fragmented rural interventions persist - roles and contributions of other government departments; ad hoc & weak institutional coordination It is unclear if observed rural socio-economic changes are mainly the result of ad hoc government spending on rural development projects. In practice, policy processes tend to exclude and disempower rural residents which is in sharp contrast with fashionable rhetoric. Rural development is a complex and dynamic process there is no one-size-fits all and linear trajectory of rural socio-economic transition
