3 A VISION FOR HUMAN SETTLEMENTS By 2050 visible results from effectively coordinated spatial planning systems shall have transformed human settlements in South Africa into equitable and efficient spaces with citizens living in close proximity to work and access to social facilities and necessary infrastructure By 2030 measurable progress towards breaking apartheid spatial patterns shall be made, with significant advances made towards retrofitting existing settlements offering the majority of South Africans access to adequate housing in better living environments, within a more equitable and functional residential property market SECRET 3
4 MISSION STATEMENT FOR THE NEXT FIVE YEARS Ensure all South Africans have access to adequate housing and quality living conditions through programmes that provide 1.5 million housing opportunities for qualifying households over the next five years, and providing basic services and infrastructure in all existing informal settlements PROPOSAL FOR MTSF DEVELOPMENT FOR DHS 4
5 CHALLENGES FACING HUMAN SETTLEMENTS Dysfunctional and inequitable settlement patterns A fractured housing market with inequitable access to its workings and benefits Weak spatial planning and governance capabilities New settlements with no access to basic and infrastructure services Delays in issuing title deeds 5
6 Proposed solutions by the National Development Plan Provision of bulk for targeted development (by municipalities) Link municipal spatial planning to investment decisions around bulk Revitalise planning processes and support the development of housing chapters to guide investment and promote collaboration Ensure that municipalities have clear spatial restructuring strategies linked to implementation instruments, this includes identifying priority precincts for spatial restructuring 6
7 Proposed solutions by the National Development Plan Strengthen link between public transportation and land use management Urgently review the existing grant and subsidy regime to : Ensure diversity in product and finance options for greater spatial mix &flexibility Prioritise development in inner cities and other areas of economic opportunities Ensure that housing provision supports livelihood production and job creation Invest in public spaces and public infrastructure Work closely with financial institutions to increase levels of finance to the lower end of the market 7
8 Focused Points Does the planning with respect to Human Settlement seek to improve the quality of life for people with full respect for indigenous, cultural and social needs? Are the planned settlements compliant to the township establishment requirements? Are the planned settlements addressing integration and density aspect? Is the Project Pipelining Realistic, Achievable and Aligned to the National Priorities? How realistic are the set targets? Are the indicators measurable and responsive the main priority of transforming spatial geography? 8
9 ACHIEVING THE VISION OF HUMAN SETTLEMENTS: EXPECTED RESULTS FOR THE NEXT FIVE YEARS Outcome: Sustainable Human Settlements and Improved Quality of Household Life Sub outcomes: 1. Adequate housing and improved quality living environments 2. A functionally equitable residential property market 3. Enhanced institutional capability for effective coordination and spatial investment decisions 9
10 Summary of MTSF Priority Actions to achieve the vision Reviewing and improving existing housing instruments and subsidies to better direct housing and human settlement investments Increasing the supply of housing opportunities using different tenure types to ensure the diversity necessary to address social, economic and cultural needs Fast-tracking release of well-located land for housing and human settlements targeting poor and lower middle income households Upgrading of Informal settlements Include access to basic infrastructure and services in new developments Address infrastructure and basic services backlog in existing settlements 10
11 Summary of MTSF Priority Actions to achieve the vision Implement projects that ensures spatial, social and economic integration Develop minimum standards and finance options for investment in public spaces Issuing of title deeds on occupation Intensify homeownership education programmes for the affordable housing market Increase in the number of properties in the subsidy housing submarket entering the municipal rates roll Provide support for economic development in the identified hubs, nodes and linkages to be developed in historical black townships Develop M&E system to measure effectiveness of spatial targeting Strengthen programme for accreditation of municipalities 11
12 Summary of MTSF Priority Actions to achieve the vision Develop a programme to support municipalities that have been accredited Develop and implement appropriate human capital development programmes (such as spatial targeting, construction project management, etc.) to increase technical capacity across all three spheres of government Structure grant frameworks to achieve greater spatial efficiency or better spatial targeting Increase the participation of stakeholders in housing development by encouraging community-based organizations, civil society organizations, and other forms of nongovernmental entities Strengthen current mechanism to mobilise private sector to contribute to human settlements development 12
