4 What has this got to do with me? The governing body is responsible for ensuring that a school meets its statutory responsibilities that is that children and young people are safe Health and Safety Safeguarding and Pupil Wellbeing ( including child protection) Section 175 of the Education Act 2002 makes it a statutory duty for school governing body to ensure that there are procedures in place in schools to safeguarding and promote the wellbeing of children and young people.
5 SAFEGUARDING Safeguarding are those activities that promotes the wellbeing of a child and protects them from harm Safeguard includes i. Protecting children from abuse Ii. Preventing harm to their health and development Iii. Ensuring that a child grows up in an appropriate and safe environment Iv. Take action to ensure the best possible outcomes for a child or young person
6 Child Protection Child Protection is a part of Safeguarding It is the act of protecting specific children who are suffering significant harm or are suspected of suffering significant harm.

13 Child Sex Exploitation A form of sexual abuse Under 18s The coercion or manipulation of children and young people into taking part in sexual activities Involving an exchange of some form of payment including money mobile phones, drugs, alcohol, place to stay, protection or affection. Vulnerability of young person and grooming process employed by perpetrators renders them powerless to recognise the exploitative nature of relationships and unable to give informed consent (AWCPPRG 2013 Safeguarding and Promoting the Welfare of Children who are at Risk of Abuse through Sexual Exploitation. All Wales Protocol)

17 Common Features Targeting the vulnerable Initial feeling of control/excitement Encouraging dependence on abuser & disassociation from other networks Role of drugs and/or alcohol Prolonged duration & exposure to multiple forms of CSE Young person does not see themselves as a victim and may keep returning to their abuser despite professional attempts to rescue them Using young person as a conduit for drawing others in Significant impact on the child physical, sexual, emotional health & future wellbeing/relationships
18 EXTENT OF CSE Data is difficult to capture Victims often don t see themselves as victims 34% of young people who experience contact sexual abuse by adult did not tell anyone rises to 83% when abuse is by peer (Radford et al 2011) 1 in 9 young adults experienced s/abuse in childhood (NSPCC 2013) 31,000 sexual offences against children in 2013/14 6 out of year olds have been asked to send sexual image/video of themselves 4 out of 10 have (Childline 2013)
19 What do we know about the problem? UK POSITION CSE issue of concern for 1 in 7 young people known to social services in N.Ireland; 1 in 5 at significant risk (Beckett 2011) 1400 children thought to be sexually exploited in Rotherham over 16 year period (Jay 2014) 70 LSCBs identified 2092 known victims; 79 identified 5669 at risk (OCC 2015) NORTH WALES year old Higher % of girls 80% of those identified are at significant risk 73% of practitioners has experience of working with a child who they were worried might run away and would be at risk of CSE 37% of practitioners had worked with a child /young person they might think would be at risk of CSE if they went missing 54% had worked directly with children or young people who had been exposed to CSE

22 POSSIBLE RISK INDICATORS Going missing Distressed/withdrawn emotional state on return Disengaging from existing social networks New associations older males, peers affected by CSE etc Unexplained gifts, money etc Concerning use of mobile phone/additional phones Sexual health issues Disclosure of rape/sexual assault (and reluctance to report) Changes in temperament/emotional well being Drug or alcohol misuse Secretiveness Inappropriate sexualised behaviours Unexplained physical injuries

24 How does Education fit into the CSE Action Plan? School awareness programme Children and young people are educated to the associated dangers to prevent and prepare them to protect themselves Role of Healthy School Co-ordinator Teachers,School Liaison Officer, School Nurses, School Counsellors to receive targeted training and awareness raising information Young people s video to be included on school intranets Providing information to children and young people to improve their resilience and staying safe.
25 Parents are equipped with strategies monitoring mobile phones / social media / Intelligence shared with schools regarding hotspots / suspected perpetrators SCHOOLS HAVE A CAPTIVE AUDIENCE THEY HAVE ACCESS TO CHILDREN AND THEIR FAMILIES IN A WAY THAT NOT OTHER AGENCY HAS. SCHOOLS ARE INTEGRAL IN THE WAY WE CAN TACKLE CHILD SEX EXPLOITATION.

28 HOW DO I FIT IN TO THE CSE ACTION PLAN? Whole Population Approach Safeguarding is Everybody s Business You need to be able to scrutinise teaching staff knowledge and attitudes Children and Young People need to be aware of the risk from an early stage what is your school doing? What is covered in your sex education policy? Is it robust enough? Parents and Carers - what do they know? What do they need to know? Is the school signposting parents to appropriate help and services.
29 How are you kept informed by the school of safeguarding issues? Are you aware of how many children are on the Child Protection Register in your school? Are you aware of how many children are Looked After Children in your schools? Are you aware of how many social services referrals your school makes in a month? What is the nature of those referrals?
