2 What is a smart city? Ø It s a city with a large, efficient and widespread technological network that fosters dialogue between cihzens and everyday objects Ø It integrates the huge amount of informahon available to generate intelligence and improve daily life in a lifestyle that is increasingly "smart Ø It combines innova&on with the environment, mobility and quality of life Ø It is a new phenomenon, complex and rapidly changing. Technological innovahon moves in several direc&ons (green buildings, smart mobility, e- health, e- government.. )
3 Sta&s&cs and KPIs Ø A great quan&ty of sta&s&cs is needed to study and monitor the Smart CiHes Ø The Smart City s KPIs (Key Performance Indicators) have to be reliable, 7mely and repeated periodically Ø Special arenhon should be paid to build up a few simple KPIs to support the decisions of policy makers. Ø The KPIs are used to compare the different policies adopted in the countries to evaluate their effechveness, the rela&onship between incen&ves and results, and an analysis of cost reduc&ons
4 Conceptual framework Ø Smart City is a mul&dimensional phenomenon Ø Model based on 6 main dimensions of development (Economy, Environment, Governance, Living, Mobility and People) Ø 4 main aspects of analysis (Use, Supply, Network and Degree of experhse) Ø Developed in accordance with the methodological indicahons provided by the Focus Group "Smart Sustainable Ci7es" of InternaHonal TelecommunicaHon Union and the Group of Experts "Benchmarking ICTs in the health sector" of OECD 7

6 Dimensions 1 Ø Economy: ability to create employment, the presence of innovahve companies, good quality universihes and advanced research inshtutes (Main measuring Areas: innovahon, produchvity, good quality universihes and research inshtutes, advanced telemahcs infrastructure, electronic business processes) Ø Environment: the intelligent use of resources promohng a sustainable development based on recycling and the waste reduchon (Main measuring Areas: air and environment quality, green buildings, green energy, green urban planning, integrated management of waste) Ø Governance: adophon of policies for booshng territorial development and inter- municipal networking capacity (Main measuring Areas: democrahc processes, transparency and open data, e- government, digitalizahon and simplificahon of administrahve procedures)
7 Dimensions 2 Ø Living: advanced services for improving the quality of life (Main measuring Areas: e- health, culture, childcare and aged care facilihes, safety, smart home and smart building) Ø Mobility: an innovahve and efficient system of public transport (Main measuring Areas: vehicles with low environmental impact, car sharing, car pooling, car- bike, teleworking,...) Ø People: the cihzens of a city are achve and parhcipate in public life (Main measuring Areas: inclusive society, polihcal parhcipahon, e- educahon...)
8 Aspects of analysis Capacity to use the innovahve services of smart city Degree of exper&se Type and level of technological services provided by the City Supply Smart CiHes Use Usage of services by the cihzens (companies and other administrahons) Network Effect Capacity of the Smart City to offer standard and integrated services to all cihzens

Supply (l_hsupply) Type of services (telemedicine, HER, online bookings and payment, medical reports, communications) Technological level (telephone, web, smartphone) Degree of expertise (l_huse) Degree of technological expertise among citizens and medical staff (ability to use internet, use of digital signatures and certified , ) Network Effect (l_nnet) Health center, pharmacies and GPs connected to the network. The Network Effect is crucial for provision of quality digital services access to all citizens in all the city s area. 9
11 Conclusions and future developments Ø Select the measuring areas and the indicators to be applied Ø Define the stahshcal procedures used in sedng up the indicators Ø Validate the model s effechveness Ø Apply the model to the selected best prachce cases 13
