2 2 Construction Lean Certification Scheme Construction Lean Certification Scheme What is the Construction Lean Certification Scheme The aim of the Construction Lean Certification Scheme (CLCS) is to raise standards across the whole construction industry supply chain and give organisations confidence in the level of competence of the individuals who are, or wish to, practice in the field of Lean Improvement. The Scheme will help to provide a framework for CLCS practitioners to demonstrate to clients and potential clients their ongoing experience, qualification and ability to continue to meet industry changes and requirements. Benefits of the CLCS Accreditation Scheme Providing access to BRE s brand and recognition within the construction industry (through use of the BRE Certification mark) membership of the Scheme serves as a benchmark of professional quality and standing. Employers can have confidence in the abilities and ongoing competency of the people they employ as Lean Practitioners either directly, or as external consultants to manage and carry out Lean Improvement activities. Accredited Lean Practitioners will be required to build on their competency through continued CPD, ensuring constant quality standards. Contact details are listed on the website which will act as a verification process for employers and as an additional promotional opportunity for Lean Practitioners. 3 Construction Lean Certification Scheme 3 How does the Construction Lean Certification Scheme work? How does it work? The CLCS is open to currently practising Lean Practitioners. The Scheme will require applicants to undertake a one day CLCS training course and pass an assessment of competence. Application route Application is via two routes, either qualification or prior experience. In either case the applicant must provide evidence to show: They are competent to undertake Lean Improvement activities and they operate within an appropriate code of conduct. Are qualified to undertake Lean Improvement in the construction industry. Minimum knowledge Applicants will be required to demonstrate as a minimum their knowledge of the following at initial certification and through periodic audits and assessment, as applied to construction based interventions. Strategic planning and policy deployment Collaborative planning 5C/5S Work and waste Process mapping Visual management Strategic risk management Standardised work Data and measures Problem solving Process balance Set up improvement Six sigma In addition to this, applicants should be experienced in: Facilitation Team building Effective team working Leadership Relationship management Cultural change Employee development
4 4 Construction Lean Certification Scheme Overview of the scheme process Application Qualification Prior experience Scheme assessment Application through qualification Candidates applying via this route must pre-qualify by having achieved: OR Wolverhampton College NVQ Business Improvement Techniques : an NVQ Level 4 qualification in Business Improvement Techniques. RDI/Edexcel BTEC in Construction Lean Improvement Techniques : a BTEC Level 3 qualification in Construction Lean Improvement Techniques. OR Six Sigma qualification have gained a Six Sigma qualification at Green Belt or higher. Other recognised qualifications: any other qualification by experience will be assessed on a case by case basis. Scheme assessment In addition to holding one of the qualifications as shown, applicants will be required to undertake the one day scheme training course and to pass a CLCS assessment of competence (examination).
5 Construction Lean Certification Scheme 5 Pass Fail Issue certificate Maintenance requirements Exit process Application through prior experience Candidates must prove a minimum of three years continuous practical experience in the field, confirmed by the submission of: Written evidence from a minimum of four customers, confirming successful delivery of business improvement activities. Backup documentation of workshops delivered. Evidence of how their expertise has been gained: training undertaken/ courses attended etc. Scheme assessment The documented evidence of four customers, confirming successful delivery of business improvement activities will be measured using the following criteria: Evidence of measurable improvement of business activity. Independent verification with involved parties (e.g. supplier/ customers/contractors) Scheme maintenance requirements Audit of work minimum of one project per annum. CPD to be undertaken each year to ensure skills maintained. Review of any complaints to ensure scheme code of conduct is adhered to. Failure to comply with scheme requirements Any scheme member failing to meet ongoing maintenance requirements will be subject to suspension from scheme and possible scheme re-assessment.

7 Construction Lean Certification Scheme 7 Why BRE? The CLCS provides ongoing, independent, third party assessment of Lean Improvement Practitioners. The scheme is based on the experience and knowledge of the construction specific Common Approach as developed by BRE with support from the Department for Business Innovation and Skills (formally DTI) in order to support the Construction Industry. BRE owns and manages the Construction Lean Improvement Programme (CLIP). CLIP was launched in 2003 by the former DTI, to spread lean knowledge and learning and implement change for the betterment of the construction industry. This learning and knowledge gained from eight year s of CLIP experience has fed into the CLCS to build firm foundations. Integrity and Reliability Internal audits are conducted regularly on the schemes and all scheme documentation is controlled within the Quality Management System. The results of internal audits are reported to the scheme and used to continuously improve scheme operation and functionality. All new Accreditation Certificates are subject to final review and approval by BRE. We intend that the CLCS will be subject to our extensive UKAS accreditation serving as a further endorsement of the quality of the scheme. Opportunity On successful accreditation to the CLCS the certificate holder may use the BRE Certification Mark The BRE Certification Mark provides a visual verification of Scheme membership and is also recognised in the industry for quality and professionalism.
