Agenda Were did we begin Where are we now Where can you participate and win Other drivers for technology adoption Questions? 2
Where did this begin? American Recovery and Reinvestment Act of 2009 $787 billion stimulus bill Included the Health Information Technology for Economic and Clinical (HITECH) Act to promote the adoption and meaningful use of health information technology 3
What is Meaningful Use? Meaningful Use is the use of a certified EHR Technology to Improve quality, safety, efficiency & reduce health disparities Engage patients & their families in healthcare Improve care coordination Improve population and public health All while maintaining privacy and security 4
Staged Approach 5
Eligibility To receive an EHR incentive payment, Providers have to show that they are meaningfully using their EHR s by meeting thresholds for a number of objectives CMS has established the objectives for meaningful use that every one must meet to receive an incentive payment 6
Incentives The EHR incentive program provides incentive payments for eligible providers (EP) who are able to demonstrate they have meet specific requirements. The program is NOT a reimbursement program for purchasing or replacing an EHR Medicare eligible providers can earn up to $44,000 Medicaid eligible providers can earn up to $63,750 Failure to meet the requirements for Medicare eligible providers will result in adjustments to 7
Incentives - Medicare 8
Incentives - Medicaid 9
Where are we now Stage 2
Details
Attestation process Proof for meaningfully using an EHR via attestation AIU (Adopt, implement or upgrade) 90 day attestation Full Year NOTE: Stage 2 first year is 90 days
Show me the money As of March 2014, more than 371,000 health care providers have received $22.9 billion in meaningful use incentive However - Just 4 hospitals and 50 providers had attested to meeting Stage 2 requirements for meaningful use of electronic health records by May
The long arm of CMS - Audits Any provider that receives an EHR incentive payment for either EHR incentive program may be subject to an audit Post payment audits began in July 2012 and will take place during the course of the incentive program CMS began pre-payment audits in 2013 Providers selected for an audit will be required to submit supporting documentation to validate their submitted attestation data Documentation to support attestation data for meaningful use objections and clinical quality measures should be retained for six years post attestation 14
What is next Stage 3 15
Meet with you customers develop their timeline. 16
Opportunities What is your healthcare customer challenged with?. Adoption of the ACA Declining reimbursements Shift towards payment on quality vs. quantity Increased regulatory pressures Consolidation Technology convergence & disruption 17
Opportunities EHR purchase & upgrades In 2013, Only 48% of office-based physicians reported having a system that met the criteria for a basic system. 69% of office-based physicians reported that they intended to participate (i.e., they planned to apply or already had applied) in "meaningful use" incentives CDC Report, January 2014 Accenture reports that the US EHR market with reach $9.3 Billion by the end of 2015, growing 7.1% a year HIT Trends, March 2014m Circle Square 18
