4 1.0 Introduction 1.1 Articles 6 (3) and (4) of the Habitats Directive 1992 apply to development plans in the United Kingdom. Regulations 85A to 85E of the Habitats Regulations transpose the requirements of Articles 6 (3) and (4) into UK law for land use plans and Regulation 48 for all other plans. The requirement is that before any competent authority submits a plan for approval, that is not directly connected with or necessary for the management of a European Natura 2000 site (either a Special Area of Conservation (SAC) designated under the Habitats Directive, or a Special Protection Area (SPA) classified under the Birds Directive), it must consider whether: (a) the plan is likely to have a significant effect on such a site, and where this is the case; (b) an appropriate has been carried out of the likely impacts. 1.2 In exceptional circumstances, a plan or project may still be allowed to go ahead, in spite of a negative, provided there are no alternative solutions and the plan or project is considered to be of overriding public interest. In such cases appropriate compensatory measures must be taken to ensure that the overall coherence of the Natura 2000 network is protected. 2.0 Background 2.1 The Town and Country Planning (Scotland) Act 1997 and Planning etc. (Scotland) Act 2006 requires every planning authority to prepare Local Development Plans. Fife is preparing a single Local Development Plan (FIFEplan) to replace the three plans currently in place: Mid Fife; St Andrews and East Fife; and, Dunfermline and West Fife. The Fife Development Plan provides the statutory policy framework for land use planning in Fife and will comprise the Strategic Development Plans for the Edinburgh (SESplan) and Dundee (TAYplan) city regions, and the Fife Local Development Plan. 2.2 This report has been produced alongside the Additional Consultation on Candidate Sites for FIFEplan. Planning Circular 1/09 identifies the Proposed Plan stage as the appropriate time for publishing a record of Habitats Regulations Appraisal, however potential implications for European Sites have also been considered at earlier stages (including for the Main Issues Report published in January 2013) in accordance with guidance. 2.3 The focus of consultation at this stage is on the results of an of potential development sites, from which preferred development sites have been identified. The consultation also covers updates to the strategy for FIFEplan. Section 3 and Appendix A of this report contain a screening of potential development (candidate) sites. 2.4 The main consultation documents include site s that address the full range of themes that have to be considered as part of the Strategic Environmental Assessment of the plan. The SEA Theme Biodiversity, General Nature Conservation also highlights implications for European Sites. These site s identify which sites are likely to be more appropriate for development and their relation to the strategy set out for the Local Development Plan. European Sites Affected by the Development Plans 2.5 Policies and proposals associated with the development plan have the potential to directly or indirectly impact on the conservation objectives of designated European sites. There are seven designated European sites within Fife Council: 4 Cameron Reservoir SPA Firth of Forth SPA Firth of Tay and Eden Estuary SPA Firth of Tay and Eden Estuary SAC Forth Islands SPA
5 Isle of May SAC Turflundie Wood SAC 2.6 The following European sites outside the Local Development Plan boundary have also been considered due to their proximity or links to the plan area, taking into account their qualifying interests: Loch Leven SPA River Tay SAC River Teith SAC 2.7 All of the above European sites have been considered as part of the screening process for the habitats regulations appraisal. Appendix B sets out the qualifying interests, conservation objectives and vulnerabilities of then sites. Appendix C contains maps that show the location of the European sites within and around Fife. Methodology for HRA 2.8 The methodology used as the Local Development Plan progresses will follow the SNH guidance Habitats Regulations Appraisal of Plans Guidance for Plan-Making Bodies in Scotland, (Version 2.0, August 2012), 2.9 To date this has included: Outlining the conservation objectives/qualifying interests of the Natura 2000 site; Screening of Candidate Sites to determine which of these are likely to have a significant effect on European sites, based on their conservation objectives/qualifying interests 2.10 Future stages will include: Further screening of the policies and proposals as they develop through the Local Development Plan; Identify mitigation measures and re-screen policies and proposals with mitigation measures applied; Screen for in-combination effects; Completing an Appropriate Assessment of policies and proposals identified as being likely to have a significant effect on the European sites, including: - demonstrating how the policy/proposal might affect sites; - outlining mitigation measures to be implemented to ensure the integrity of the European sites is not adversely affected by the specific policies and proposals; - ascertaining whether the specific policies and proposals can be implemented without adversely affecting the integrity of the European sites; and - assessing the likely cumulative effects of the policies and proposals The relationship between the key stages of the Habitats Regulations Appraisal and the Local Development Plan processes is set out on the following page Although it is up to the competent authority to decide when an Appropriate Assessment is required, Regulation 85B (2) of the Habitats Regulations states that the appropriate nature conservation body (in this instance Scottish Natural Heritage - SNH) must be consulted and that the competent authority should have regard to any representations made by that body. Therefore, the screening process and the Appropriate Assessment will be undertaken in consultation with Scottish Natural Heritage. 5

7 3.0 Screening 3.1 An initial screening has been undertaken to identify any potential likely significant effects on any of the identified European sites and their qualifying features. The results of the screening process are set out in Appendix A. The screening process took into consideration the conservation objectives and vulnerabilities for each site as detailed in Appendix B. 3.2 To inform the screening process the proposed sites location and size, surrounding land use, BTO tetrad data for the Firth of Forth (supplied by SNH) and where necessary Fife Nature Records Centre data were used, together with guidance received from SNH. 3.3 Where BTO tetrad data identified SPA qualifying species using an area or highlighted where information was lacking further data was requested from Fife Nature Records Centre (FN). 3.4 Where Fife Nature data did not identify a site as being used by the SPA qualifying species at risk, the was made that there was no link or pathway between the site and the qualifying species. These sites were therefore screened out of further. 3.5 Where Fife Nature data showed a site being used by SPA qualifying species the site is highlighted for further. 3.6 Sites with connectivity in terms of watercourses with potential water quality effects are highlighted for further. 7
8 Appendix A: Screening Matrix For The Fife Local Development Plan Candidate Sites Candidate Aberdour LDP-ABD001 Land to the north and south of Main Street (A921), Aberdour Housing. Site area 3.6Ha. The proposal lies approximately half a kilometre from the Firth of Forth SPA at its closest point. The sites are in agricultural use, adjacent to the existing settlement, with the East Coast railway adjacent to the south. LDP-ABD002 Hillside, Aberdour Housing. Site area 55.2Ha. LDP-ABD003 Land at Wester Aberdour Housing - 20 dwellings. Site area 1.6Ha. records of SPA qualifying species using the site, however, potential water quality impacts. The proposal has a potential connection with the European site. Further will be required. The proposal lies approximately 400m from the Firth of Forth SPA at its closest point. The site is adjacent to the existing settlement and primarily Greenfield land but includes an existing Local Plan brownfield opportunity site (ABD001). It is the developer's intention to relocate the school to the north west of the site and retain large parts of the site as open space. The Dour Burn runs through the site which flows to Firth of Forth SPA. records of SPA qualifying species using the site, however, potential water quality impacts. The proposal has a potential connection with the European site. Further will be required. The proposal lies approximately 600m from the Firth of Forth SPA. The site is in agricultural use, adjacent to the existing settlement, with the East Coast railway adjacent to the south. LDP-ABD004 Nether Bouprie Farm, Aberdour Housing. Site area 6.4Ha. The proposal lies approximately 800m from the Firth of Forth SPA. The site is in agricultural use, adjacent to the existing settlement and A921 road to the south. 8

The site comprises woodland, within the heart of the settlement and adjacent to the golf course. Anstruther & Cellardyke LDP-CEL001 rth of Crail Road, Cellardyke Housing & retail Site area 7.9Ha. The proposal lies approximately 4.7km from the Firth of Forth SPA. The site is comprises agricultural land adjacent to the north of the settlement. Auchtermuchty LDP-AUC001 Land to South East of Auchtermuchty Housing (circa dwellings). Site area 13.5Ha. The proposal lies more than 4km from nearest European site (Pitmedden SAC). The site is in agricultural use, adjacent to the existing settlement. LDP-AUC002 Leckybank and Lochiebank Farms, Auchtermuchty Housing with open space and structural landscaping. Site area 9.6Ha. The proposal lies more than 3km from nearest European site (Pitmedden SAC). There is a small water course at the south of the site which flows to join the European site. LDP-BLO003 Land at Main Street, Balmullo. Housing. 11 Blairhall LDP-BLA001 Comrie Castle, Blairhall 5 to 17 Houses or 60 bed Care Home or combination. Site area 1Ha. The proposal lies approximately 3.5km from the Firth of Forth SPA. The site partially Greenfield, partially brownfield, and is adjacent to the existing built development to the east and the B9037 road to the west. The majority of the site forms an existing housing proposal. LDP-BLA002 Land adjacent to Primary School, Comrie Castle, Blairhall Burntisland LDP-BUR001 Newbigging Farm - Site 1, Burntisland LDP-BUR002 Newbigging Farm - Site 2, Burntisland 40 bed nursing home, up to 5-10 houses. Site area 0.2Ha. Residential / leisure. A portion of the site is proposed for playing fields as compensatory provision for loss of the Toll Park for the primary school. 70 to 90 houses. Site area 7.8Ha. Housing. Site area 10Ha. The proposal lies approximately 3.5km from the Firth of Forth SPA. The site is enclosed by the existing settlement. The proposal lies approximately 1.5km from the Firth of Forth SPA at its closest point. The site is in agricultural use, adjacent to the existing settlement, with the A921 road adjacent to the south. records of SPA qualifying species using the site, however, potential water quality impacts. Housing Site area 2Ha The proposal lies approximately 650m from the Firth of Forth SPA. However, the site is enclosed by the existing settlement. The proposal lies approximately 900m from the Firth of Forth SPA at its closest point but lies close to the coast. The site comprises open space within the settlement and has outline planning permission for a care home. LDP-BUR006 Land to the north of Burntisland Housing Site area 3.5Ha records of SPA qualifying species using the site, however, potential water quality impacts. The site contains agricultural land adjacent to the north of the settlement. Cairneyhill LDP-CNH001 Cairneyhill Glebe, Cairneyhill Housing. Site area 1Ha. LDP-CNH002 Mire End Farm, Cairneyhill Housing (160 units), public park with play pitch and changing facilities, woodland, public open space, new Community Centre etc. Site area 38.3Ha. LDP-CNH003 Site A, Cairneyhill Housing homes including affordable housing (45 homes). Site area 8Ha. The proposal lies approximately 2.3km from the Firth of Forth SPA. The site is primarily in agricultural use in close proximity to the existing built up area. The proposal lies approximately 1.4km from the Firth of Forth SPA. The site is primarily in agricultural use. LDP-CNH006 LDP-CNH007 Forrester Park Resort, Cairneyhill (Site D) Conscience Bridge, Cairneyhill Housing Site area 6.3Ha. New 9 hole practice course, relocate existing driving range and add 60 bed hotel with restaurant, conference facilities, and spa complex as an expansion to existing facilities. It is also proposed to provide lodges in the grounds of the Resort. New estate road and access proposed from the D13. The site is greenfield, adjacent to the existing settlement and on the south side by the Fife Circle rail line. 13
14 LDP-CDD002 Cardenden South Housing - (circa 50 houses). Site area 4.4Ha. The site lies to the south west of Cardenden. The proposal lies approximately 6.5km from the Firth of Forth SPA and 7km from Loch Leven SPA. The site is in agricultural use. LDP-CDD003 Kinglassie to Cardenden Development Corridor (Site 2) Strategic Housing Development circa 3000 houses, new distributor road, education and community facilities, business and commercial development (this also includes proposals LDP-CDD004 and LDP-KLS002). Site area 154Ha. The site lies to the north east of Cardenden. The proposal lies approximately 4.2km at closest from Loch Leven SPA. The site is large and is predominately Greenfield and farm buildings and also contains an active quarry. Westfield opencast site is to the north of the site. LDP-CDD004 Kinglassie to Cardenden Development Corridor (Site 3) Strategic Housing Development circa 3000 houses, new distributor road, education and community facilities, business and commercial development (this also includes proposals LDP-CDD003 and LDP-KLS002). Site area 79.9Ha. The site lies to the south east of Cardenden. The proposal lies approximately 5.8km from the Firth of Forth SPA and 6.6km at closest from Loch Leven SPA. The site is large and is predominately in agricultural use. LDP-CDD005 Cardenden Road, Cardenden Employment. Site area 2Ha. The proposal lies approximately 6.3km from Loch Leven SPA. The site is greenfield, adjacent to the existing settlement. Orebank Marsh wildlife site is to the north of the site. LDP-CDD006 Lands at east of Woodend, Cardenden Housing Site area 9.5Ha The site lies to the north of Cardenden. The proposal lies approximately 4.2km from Loch Leven SPA. 15 Carnock LDP-CNK001 Main Street, Carnock Housing - 36 houses (18 affordable, 18 private). The riparian strip along Carnock Burn will be designated as public open space; whilst a pedestrian link will be provided to Site CNK001. Site area 1.5Ha The proposal lies approximately 3.3km from the Firth of Forth SPA. The site comprises agricultural land adjacent to the existing settlement and A907 road. LDP-CNK004 Bonhard Road, Carnock Housing 2 units The proposal lies approximately 3.5km from the Firth of Forth SPA. The site comprises greenfield land adjacent to the existing settlement. LDP-CNK005 East of Camps Road, Carnock Housing Site area 1.8Ha. The proposal lies approximately 3.5km from the Firth of Forth SPA. The site comprises agricultural land adjacent to the existing settlement. LDP-CNK006 Land at Newbigging Farm, Carnock Housing Site area 4.4Ha. The proposal lies approximately 5.8km from the Firth of Tay and Eden Estuary SPA/SAC and 6km from Cameron Reservoir SPA. The site is in agricultural use. LDP-CER002 Ceres Glebe, Ceres Housing. Site area 3.1Ha. The site lies to the north of Ceres. The proposal lies approximately 5.7km from the Firth of Tay and Eden Estuary SPA/SAC and 6.5km from Cameron Reservoir SPA. The site is in agricultural/recreational use. LDP-CER003 Doves Loan, Anstruther Road, Ceres Housing. 6 dwellings. Site area 0.7Ha. The site lies to the east of Ceres. The proposal lies approximately 6.1km from the Firth of Tay and Eden Estuary SPA/SAC and 6.2km from Cameron Reservoir SPA. The site is in agricultural use. LDP-CER004 Land at Baltilly, Ceres Housing Site area 4.4Ha The site lies to the east of Ceres. The proposal lies approximately 5.8km from the Firth of Tay and Eden Estuary SPA/SAC and 6.5km from Cameron Reservoir SPA. The site is in agricultural use with some woodland. Charlestown LDP-CHL001 The Old School Site, Charlestown Preferred use is residential but land uses could include live/work spaces, flats and holiday accommodation. Site area 0.2Ha. The site lies within the settlement of Charlestown. The proposal lies approximately 300m from the Firth of Forth SPA. The site is a brownfield site. 16
17 LDP-CHL002 Land at Charlestown Harbour, Charlestown Mixed use including housing, open space, parking and a leisure/tourism use e.g. restaurant or cafe. The majority of the site would be used for housing - estimate approximately 30 units. Site area 2Ha. The site is an unused area of land at Charlestown harbour, immediately adjacent to the Firth of Forth SPA. The proposal borders the European site and has a potential to effect the site and its qualifying species. Further will be required. LDP-CHL003 Land on the West Side of Charlestown Housing - approximately 20 units. Site area 1Ha. The site lies to the west of the settlement of Charlestown. The proposal lies approximately 100m from the Firth of Forth SPA. The site is in agricultural use. Woodland, residential buildings and a former rail-line lie between the site and the SPA. records of SPA qualifying species using the site, however, potential water quality impacts. The proposal has a potential connection with the European site. Further will be required. Cluny LDP-CLU001 Cluny Farm, Cluny Housing Site area 3.3Ha. The site lies to the west of Cluny. The proposal lies approximately 5.8km from the Firth of Forth SPA. The site is in agricultural use. Coaltown of Balgonie LDP-COB001 South of Tykesburn, Coaltown of Balgonie 60 bed Care Home and Leisure (Farm Shop / Hotel), gardens / horticulture. Site area 3.5Ha. The site lies to the south west of Coaltown of Balgonie, adjacent to the B9130 road. The proposal lies approximately 5.1km from the Firth of Forth SPA. The site is in agricultural use. LDP-COB002 East Glenrothes - Coaltown of Predominately housing. Balgonie - land west of the east Site area 18.8Ha. coast railway, south of the A911 and north of the B921 The proposal lies approximately 5.2km from nearest European site (Firth of Forth SPA). The site is greenfield, agricultural/woodland, adjacent to the existing settlements of Coaltown of Balgonie and Glenrothes. 17
18 Coaltown of Wemyss LDP-CLW001 Land south of Coaltown of Wemyss Housing Site area 4.4Ha. The proposal lies approximately 750m from the Firth of Forth SPA at its closest point. The site is in agricultural use, adjacent to the existing settlement. PPP granted for housing in June Cowdenbeath LDP-COW001 Woodend Business Centre, Cowdenbeath Extension to existing mixed use allocation in the Mid Fife Local Plan. Provision of housing (mixed tenures), elderly care home (40-60 bed spaces) with medical facilities as part of the development, and additional business units. Site area 1.8Ha. The proposal lies approximately 6.7km from nearest European site (Firth of Forth SPA). The site is greenfield, adjacent to the existing settlement and enclosed on the south side by the B981 road. LDP-COW002 Beath Glebe, Cowdenbeath Housing. Site area 2.9Ha. The proposal lies approximately 7km from nearest European site (Loch Leven SPA). The site is Greenfield but is partly allocated for housing development. Crail LDP-CRA001 Land to West of Crail (rth West of Anstruther Road) Housing - 50 units. Site area 4.1Ha. The proposal lies approximately 400m from the Firth of Forth SPA at its closest point. The site is in agricultural use, adjacent to the existing settlement. It is a water supply reservoir created by impounding freshwater from upland streams. This has formed an artificial mesotrophic loch with beds of aquatic and marginal vegetation. The open water is used as a roost by an internationally important wintering population of Pink-footed Goose (Anser brachyrhynchus) that feed outside the SPA during the day on the surrounding farmland. Qualifying Features: Condition: Pink-footed goose (Anser brachyrhynchus), non-breeding Favourable Declining Conservation Objectives: To avoid deterioration of the habitats of the qualifying species (listed above) or significant disturbance to the qualifying species, thus ensuring that the integrity of the site is maintained; and to ensure for the qualifying species that the following are maintained in the long term: Population of the species as a viable component of the site Distribution of the species within site Distribution and extent of habitats supporting the species Structure, function and supporting processes of habitats supporting the species significant disturbance of the species Vulnerability The long term future of the site is threatened by the proposed decommissioning of the reservoir as a public water supply. The impact of the specific decommissioning proposals will be assessed in due course. The roosting geese are not thought to be suffer significant disturbance from current levels of shooting and fishing. SNH will continue to monitor these activities. 57

Oil and other industrial developments concentrated along the shore line do pose a threat, however rigorous emergency contingency plans are in place to minimise the impact of any incident. Localised tipping is an ongoing problem but consists mainly of inert building waste and is mostly controlled by the relevant licensing authority. Implementation of the Habitats Regulations will tighten control on these operations. Recreational pressures, including small-scale bait digging, are not currently considered to be a problem, while commercial bait digging is being monitored. The potential for rising sea levels to remove important habitats is recognised, and a number of coastal realignment schemes (planned retreat) are planned for these areas which will go some way to offsetting any habitat loss. 58

Aggregate removal occurs in the Firth but this is outwith the SPA and is not thought to damage the integrity of the site. Disturbance levels are quite high, particularly at Tentsmuir Point which is visited by large numbers of walkers (some with dogs), as well as illegal use by all-terrain vehicles. The latter issue is recognised and being addressed through the management plan for this National Nature Reserve which has a resident warden. Jet planes from a large military airbase adjacent to the Eden Estuary cross the whole site but this has occurred for many years and has no apparent adverse affects on wildlife. 59

Levels of use are quite high, particularly between Tayport and Tentsmuir Point where large numbers of walkers (some with dogs), as well as illegal use by all-terrain bikes, cause some disturbance. These issues are being addressed through the management plan for the National Nature Reserve which also has a resident warden. Any other issues that arise elsewhere will be dealt with via a wider management plan for the whole site. Aggregate removal occurs in the Firth of Tay, but there are no apparent adverse effects of the Natura interests. Jet planes from a large military airbase adjacent to the Eden Estuary fly across the whole site but this has occurred for many years and has no apparent adverse effect on wildlife. 60
61 Forth Islands SPA: The Firth of Forth Islands are located in or near to the Firth of Forth on the east coast of central Scotland. The SPA comprises a number of separate islands or island groups, including the Isle of May in the outer part of the Firth which forms part of the Local Plan area. The inner islands are very low lying whilst those in the outer Firth are higher, steeper and rockier. This applies especially to the Bass Rock which is a volcanic plug rising to over 100 m, and to the Isle of May, which is surrounded by cliffs up to 50 m. The islands support important numbers of a range of breeding seabirds, in particular terns, auks and gulls. The colony of Gannets (Morus bassanus) is the largest on the east coast of the UK. The seabirds feed outside the SPA in nearby waters, as well as more distantly in the rth Sea. The Isle of May is a National Nature Reserve managed for its nature conservation interest by Scottish Natural Heritage. Fidra, The Lamb and Inchmickery are managed for their nature conservation interest by the Royal Society for the Protection of Birds while Long Craig Island is managed by the Fife Bird Club and the Scottish Wildlife Trust. The tern population has declined, probably because of the expansion in gull numbers combined with the natural mobility of tern colonies. SNH and RSPB are undertaking management initiatives to encourage a recovery in the tern population. Measures to prevent disturbance to breeding birds by increased visitor numbers have been taken, e.g. remotely-operated cameras give close-up views of birds without causing disturbance. 61
62 Isle of May SAC: The Isle of May, lying at the entrance to the Firth of Forth on the east coast of Scotland, supports a breeding colony of grey seals (Halichoerus grypus). The site is the largest east coast breeding colony of grey seals in Scotland and the fourth-largest breeding colony in the UK, contributing approximately 4.5% of annual UK pup production. However, the site is owned and managed by SNH, which ensures adequate protection for nature conservation. Visitor pressure to the island is concentrated outwith the seal-breeding season and is managed by a permit system for tourist boats. landings are allowed during the seal-breeding season except by special permission and permit. At present, pressure from recreational divers is principally during the seals' non-breeding season. 62
63 Loch Leven SPA: Loch Leven in central Scotland is the largest natural eutrophic lake in Britain. It is a relatively shallow loch, surrounded by farmland, with a diverse aquatic flora and shoreline vegetation. The boundary of the Loch Leven SPA follows that of the Loch Leven SSSI except for the exclusion of 4 ha of SSSI towards the northern end of the loch. Qualifying Features: (all non-breeding) Condition: Cormorant (Phalacrocorax carbo)* Favourable maintained Gadwall (Anas strepera)* Favourable maintained Goldeneye (Bucephala clangula)* Favourable maintained Pink-footed goose (Anser brachyrhynchus) Favourable maintained Pochard (Aythya ferina)* Favourable maintained Shoveler (Anas clypeata) Favourable maintained Teal (Anas crecca)* Favourable maintained Tufted duck (Aythya fuligula)* Favourable maintained Whooper swan (Cygnus cygnus) Favourable maintained Waterfowl assemblage Favourable maintained Conservation Objectives: To avoid deterioration of the habitats of the qualifying species (listed above) or significant disturbance to the qualifying species, thus ensuring that the integrity of the site is maintained; and to ensure for the qualifying species that the following are maintained in the long term: Population of the species as a viable component of the site Distribution of the species within site Distribution and extent of habitats supporting the species Structure, function and supporting processes of habitats supporting the species significant disturbance of the species * Indicates assemblage qualifier only Vulnerability Loch Leven is a National Nature Reserve managed for its nature conservation interest by SNH through a Nature Reserve Agreement, bylaws, liaison with landowners and the presence of wardening staff. Measures are in place to address potential threats to the wetland interest. The Loch Leven Catchment Management Project, which encourages collaboration between parties present within the catchment, is addressing eutrophication from nutrient rich effluent. Research is also being undertaken into the hydrology of the loch and water quality is being monitored. A gabion reef is being used to prevent erosion of the shoreline, scrub growth on wetland areas is being controlled and the spread of invasive aquatic plants (eg Polytrichum) monitored. The loch is also heavily used for recreation, mainly for fishing, birdwatching and wildfowling. Potential disturbance is controlled through agreed regimes for wildfowling and fishing and encouraging birdwatchers to use hides along the loch shore. 63
64 River Tay SAC: The River Tay drains a very large catchment, and has the greatest flow of all UK rivers. There is considerable ecological variety in the Tay catchment, resulting in the Tay supporting the full range of salmon life-history types found in Scotland, with adult salmon entering the River Tay throughout the year to spawn in different parts of the catchment. Monitoring and survey will provide information on whether general catchment management, water abstraction, proposals for small hydro-schemes and fish farming are likely to have an impact on the qualifying interests, and will inform appropriate management of these activities. 64
65 River Teith SAC: The River Teith is the most significant tributary of the River Forth. The river lacks any significant artificial barriers to migration and has good water quality. The conservation importance of the River Teith is increased by the fact that, unlike many British rivers, it supports populations of all three lamprey species, in addition to Atlantic Salmon. Water quality is generally high, with modern forestry practices and guidance minimising disturbance to the river system in the heavily afforested upper catchment of the site. Specific issues affecting habitat quality such as gravel extraction and river engineering will be addressed using practice and advice generated by SNH Research contracts on the Endrick Water csac and by the 'Safeguarding Natura Rivers in the UK' LIFE Project. Turflundie Wood SAC: Turflundie Wood is on the boundary between Fife and Perth and Kinross. It comprises 86 hectares of planted mature conifer forest and also incorporates the Lady Loch SSSI and Turflundie Wood SSSI. These SSSI s are open areas of fen, swamp and mire. There are also areas of marsh, swamp and fen within the woodland. Qualifying Interests: Condition: Great crested newt (Triturus cristatus) Favourable Maintained Conservation Objectives for Qualifying Species: To avoid deterioration of the habitats of the qualifying species (listed below) or significant disturbance to the qualifying species, thus ensuring that the integrity of the site is maintained and the site makes an appropriate contribution to achieving favourable conservation status for each of the qualifying features; and to ensure for the qualifying species that the following are maintained in the long term: Population of the species as a viable component of the site Distribution of the species within site Distribution and extent of habitats supporting the species Structure, function and supporting processes of habitats supporting the species significant disturbance of the species Qualifying Species: Great crested newt Vulnerability: Part of Turflundie Wood SAC is subject to a Management Agreement with Scottish Natural Heritage. Future management to maintain the great crested newt population may require the creation and restoration of ponds, the removal of trees shading the ponds, and management of the woodlands surrounding the ponds to provide ground vegetation for foraging and over-wintering amphibians. 65
