1 The E-Learning Strategy of the University of Basel Gudrun Bachmann Martina Dittler Overview (1) The e-learning strategy and the current impact on the organisation process of strategic planning elements of the strategy (a) vision and goals (b) organisational development -> support structures and competence network (2) The future impact of e-learning on the organisation in 3 years, in 5 years and in 10 years attempt of a prediction for the University of Basel University of Basel - important facts On the 1st January of 1996 the university became independent of the cantonal administration and received autonomy over its affairs. Align with the new autonomy the university council (Universitätsrat) stated the modernisation and quality assurance of teaching as priority for the next years in a strategic plan.

3 Vision Change from a teacher-centred approach towards a learner-centred approach Students learning activities: learner-centred full responsibility independent learning mobility (internal and external) Impact on the educational concept: change of the instructional and the support approach transparent curriculum administration accessible materials change of curricula (Bologna) What is e-learning? Definition for the University of Basel E-learning is ICT assisted or enabled learning and not exclusively virtual learning. E-learning is to use ICT to teach and learn and not to teach or learn to use ICT. E-learning means the use of ICT to enable didactically and pedagogically well designed learning and teaching concepts (pedagogical benefit of the added value). This e-learning approach implicates that didactical and pedagogical concepts will survive soft- and hardware solutions, particularly with regard to the rapid technical development. Guiding Idea Didactical / pedagogical biased introduction of e-learning: E-learning is one component of the whole modernisation of higher education at the University of Basel. E-learning is one element of higher education and therefore part of teaching and learning. The University of Basel is a presence -university (and not a virtual university) - ICT and e-learning will be integrated in this sense.
4 E-Learning-Scenarios Presence education Concept of virtual education: I want to offer a virtual course. Concept of enrichment: I want to produce and use multimedia elements in teaching Concept of integration: I want to integrate e-learning-modules into my course. Modernisation of presence education The concept of integration Integration means that virtual and presence elements of a course have co-ordinated didactical functions. By the integration of e-learning-modules into a course presence elements consequently have to change. The whole didactical design of the course have to be revised. Integration of e-learning requires a adjustment of the educational concept. Element 2 - Support structure: LearnTechNet The E-Learning competence network Integration of e-learning competences into existing structures and (no new centre for e-learning). Combination of competencies in pedagogy / didactics, new media and technology of different (existing) institutions Support resp. implementation of e-learning projects, qualification programs for e -teachers, organisation of workshops and conferences. Investment: sfr. 6.2 Mio. ( ) Organisational development

Specification of resources The future impact of e-learning - 3 years 3 years E-Learning: most projects will be integrated into the regular curricula, there will be new projects. Infrastructure: most students will have a computer and access to the internet. Administration: whole student administration will be Online (SAP-campus). Curricula: Bachelor / master in most fields. Educational concept: Partial introduction of learner centred methods, almost on course level, only in few cases on the curricula level (for example medicine).
7 The future impact of e-learning - 5 years 5 years E-Learning: All projects are integrated into the regular curricula, e-learning has a specific role in most curricula, most materials are online. Infrastructure: all students will have a computer and access to the internet, most students use ICT to learn. Administration: Beside the student administration also the whole administration of curricula will be be online (SAP-campus). Curricula: Bachelor / master at the whole university. Educational concept: Learner centred methods in most courses, first learner-centred curricula are implemented. The future impact of e-learning - 10 years 10 years E-Learning: Nobody talks about e-learning: it is integrated part of teaching and learning. Educational concept: Learner-centred curricula are standard. X-learning: There will be a new trend called x-learning as well as a federal x-learning program. First swiss x-campus projects will start.
