1 Business Case for Area Base Grant Appendix B Theme: Safer Lancashire Board Improvement Initiative Being Proposed Lancashire Constabulary has conducted a review of Automatic Number Plate Recognition (ANPR) provision within the county following a terrorist attack in Scotland. There are a number of identified ANPR gaps across Lancashire which allows many offenders to move freely on our road network. This was highlighted following the Glasgow Airport Attack and when the two explosive devices were uncovered in the Mercedes vehicles, which travelled through Lancashire to London. The review has identified that there is a need to build an ANPR infrastructure within the County that is linked and monitored. The Constabulary is seeking capital funding to install ANPR cameras at essential sites. The Constabulary will provide match funding by providing revenue costs which will continue for future years. This initiative is therefore a long term sustainable initiative that has additional benefits to the County. ANPR for Lancashire The Strategic Aim for ANPR in Lancashire is to protect people who live and work in or travel through Lancashire from those who use our roads to: Engage in terrorist activity Commit serious and organised crime Cross district and county borders to commit crime Jeopardise the safety of others Thereby increasing public confidence We intend to develop an ANPR infrastructure throughout Lancashire that will provide:- A vehicle-borne capability to respond to specific problems A fully portable static camera capability that can be moved from site to site A static camera network across all strategic sites in Lancashire 1

2 This will provide:- Live-time monitoring and intercept capability Proactive and post-incident investigative capability The ability to gather intelligence on criminal use of the roads There are currently 27 fixed ANPR cameras at 17 locations including ports. The Constabulary has 26 vehicles fitted with ANPR systems. There are some significant gaps in our coverage of the road network Our back-office equipment and facilities are out of date Our mobile ANPR facilities are out of date Due to its current limitations, ANPR is not considered a mainstream policing tool. This is not the case in other areas, where the technology has been fully embraced. Phase One A ring of steel which will be created around Lancashire. A great deal of work has been done in identifying the key locations around the County to give the best possible coverage of strategic roads. Three sites have already been funded within an 800k NPIA regional grant (November 2008). The remaining sites form part of a regional bid to the North West Regional Development Agency, which is currently being considered ( 3.2M).Cheshire are leading on this bid with support from Lancashire. Our recent motorway policing collaboration (Lancashire, Merseyside and Cheshire) supports the ANPR regional strategy and will eventually provide the mechanism for real time intercept of vehicles throughout the whole North West region. Phase Two The additional sites within phase two will provide greater resilience to the ring of steel within phase one, and have been identified as being necessary to complete the infrastructure. Phase one and two are all essential sites to complete the infrastructure, and have been defined merely to prioritise the installation of the cameras in the most efficient way. Phase one are seen as more pressing and will provide a basic infrastructure until the full coverage is obtained. Evidence to support prioritisation Delivery of Ambition Lancashire Principles and Local Area Agreement priorities The project will provide good evidence for the Comprehensive Area Assessment and our use of resources as ANPR will impact on a number of National Indicators in the Local Area Agreement within the County and provide economic benefits. 2

3 Business crime costs Lancashire an estimated 21m every year, with drug crime and criminal damage most closely related to economic development. North West Development Agency commissioned research indicates that investment in ANPR would provide direct economic benefit and could provide a return on investment ratio in excess of 4:1. ANPR will impact on NI 16 Serious Acquisitive Crime NI 30 Prolific and Other Priority Offenders NI 47 Road Traffic Casualties Local Indicator Preventing Violent Extremism NI Working Age People claiming benefits in worst performing neighbourhoods NI 171 New Business Registration Rates NI 152 Working age people on out of work benefits Added value to other key Lancashire plans and strategies The Community Safety Indicators are also in the Lancashire Community Safety Agreement. Reduced Crime and better Community Cohesion are objectives in many District Sustainable Communities Strategies Consultation ANPR presentations have been given to the Lancashire Partnership Executive and District Local Strategic Partnerships. The Chief Constable has discussed this initiative with other Chief Executives at Team Lancashire meetings. Survey data All sites have been assessed against different areas of business and widespread consultation has been sought from areas such as crime analysts, Divisional Intelligence Units, Serious and Organised Crime Unit, Counter Terrorism Branch and Strategic Roads Policing. This strategic camera assessment has ensured we have the best possible picture of threat and risk, and a robust static camera site plan offering the most efficient coverage of the road network. Profile and Performance data There are a number of identified ANPR gaps across Lancashire which allows many offenders to move freely on our road network. Our ability to target criminals at a local, regional and national level using ANPR will have a major impact on public confidence. 3

4 Lancashire sits within a number of key strategic routes on the north west road network. Any disruption or loss of confidence would adversely affect business confidence and business continuity. We can measure our impact by: NI 16 Serious Acquisitive Crime NI 30 Re-offending rate of prolific & priority offenders. NI 29 Gun crime NI 47 Road Traffic Casualties Preventing Extremism Public Confidence can be measured in the Place Survey and British Crime Survey. Investment in ANPR in Merseyside has led to significant success in targeting uninsured drivers. Merseyside experienced insurance take up increased by 40%, motor claims down 10%. This activity will generate economic gain to insurance companies and to those at risk of being involved in a collision with an uninsured vehicle. The mobility of Level 2 criminal activity drives lower level offences and causes social exclusion, poor perceptions and a negative economic impact. Crime has a negative economic impact on specific districts, compared to others in the same region. For example crime was cited as a reason Rochdale has performed worse economically, compared to Bury or Bolton. We anticipate that the proposed investment in ANPR infrastructure will provide a faster response via more effective targeting of our resources. In spite of the economic downturn, 56% of 394 NW businesses surveyed in 2009 feel that ANPR would have a significant impact. Contribution to/from other thematic areas ANPR impacts on a number of NIs in the Economic Theme and they have already been listed. Any successful terrorist attack in Lancashire could severely impact on Community Cohesion within the County. ANPR is an essential tool in trying to 4

5 prevent such an attack. It therefore has benefits to the People and Communities Theme. In the recent Place Survey Crime and the Fear of Crime was highlighted as a major issue to the Communities of Lancashire. By reducing crime we can increase people's sense of well being. By reducing Road Traffic Fatalities we can impact on NI All-age all cause mortality rate within the Health and Well Being Theme.
