Through participation in the Youth Leadership Program, the students: Continue and increase their interest in leadership within and beyond their communities; Gain an understanding of the political process; Gain an understanding of current U.S.-Ukraine relations; Gain an understanding of the public policy process; Learn about key organizations in Kyiv; Gain practical leadership skills through training; Learn about youth engagement in democratic and transparent governance in Ukraine; Learn about career opportunities in the context of the development of U.S.-Ukraine relations; Understand the need for political activism and leadership roles; Gain a greater appreciation of the culture, institutions and history of Ukraine. The U.S.-Ukraine Foundation is a nonprofit, nongovernmental organization established in 1991 to facilitate democratic development, encourage free market reform, and enhance human rights in Ukraine. The Foundation creates and sustains channels of communication between the United States and Ukraine for the purpose of building peace and prosperity through shared democratic values. USUF is dedicated to strengthening the mutual objectives of both nations while advancing Ukraine as a cornerstone of regional stability and as a full partner in the community of nations. In this booklet you ll find out more about the Youth Leadership Program and its participants college students from Ukraine, the U.S. and Canada. 3

4 Greeting from USUF Leadership June 26, 2006 Dear students young leaders! We welcome you to the Youth Leadership Program 2006! The program is taking place during the notable year marking the 15th anniversary of Ukrainian Independence, the 20th anniversary of the Chornobyl tragedy, and the 150th anniversary of the birth of the great stone-cutter Ivan Franko, who urged us to break this wall! You have gathered in the gold-domed capital of Ukraine from various cities of Ukraine, the U.S. and Canada to familiarize yourself with the political processes in Ukraine, Ukrainian-American relations, the work of NGO s, to interact and define for yourself what role you can play in improving the life in your communities and in developing Ukrainian-American relations. Ahead of you is an interesting and intense program, which was put together by staff of the U.S.-Ukraine Foundation. Take advantage of every minute, form contacts and create a strong network of young leaders! 5 Greeting from the CPP Director What is hope for the future of Ukraine? For the U.S.-Ukraine Foundation, it is the youth of this country, as well as youth from the Ukrainian diaspora committed to working on U.S.-Ukraine relations, U.S.-Canadian relations, as well as global partnerships, a new generation passionate about finding a place for a fledgling democracy amidst a community of European nations. For this reason a youth leadership program was launched by USUF five years ago, focusing on such topics as civic responsibility, political activism, public-private partnerships, corporate governance, the role of the media, cultural sensitivity and historic perspective, philanthropy, professionalism and patriotism. Over the years, the cornerstones of democracy building, the guidelines for a market economy, and the ethics of governance are goals that have been explored and discussed among the future leaders who have developed a dialogue about their sense of duty and their vision for the future in an intense week-long program. These college students are invited, on a competitive basis, to bring the concerns of their cities, small towns and villages to the capital and discuss innovative approaches, analyze complex situations and contemplate their own future as they explore ways they can serve their community, and in turn, their country either in government, through non-governmental organizations, or in the private sector. For each and every participant - and there have been close to 100 over the past five years it is also an opportunity to challenge themselves in a circle of peers, as well as question today s leaders from both Ukraine and North America about the responsibilities and accountability of government officials, journalists and business people. It is also a week where they build self-confidence and develop an excellent foundation for becoming effective leaders. They become empowered by seeing the history of the ancient city of Kyiv and the grandeur of their past. Their minds become eager for knowledge as they walk the halls of power, and their hearts open to those less fortunate as they meet with charity organizations that work with the poor, disabled and needy. They learn that a leader is someone who can inspire, persuade, influence and motivate and thus, spearhead useful changes. And with a newfound perspective they graduate from the intensive program energized by ideas, hopes and dreams, with an increased sense of self and potential as they envision a better future for Ukraine. Since 2002, the Foundation has sponsored this worthwhile initiative and in 2005, the program changed venues, moving from Washington, DC to Kyiv as USUF understood the importance of developing leadership skills for the future of Ukraine. In 1961, U.S. President John F. Kennedy motivated America s youth by posing the following: Ask not what your country can do you for you, but what you can do for your country. In keeping with this message, the U.S.-Ukraine Foundation asks the same question of an emerging generation of young Ukrainians. Best wishes! 6 Leadership Resolution I, as a graduate of the U.S.-Ukraine Foundation s 2006 Youth Leadership Program, hereby resolve to do the following: Within 30 days, write to my Representative in Congress/Senator and/or Ukrainian official regarding issues of concern to me. Within 1 year, take an expanded leadership role in a school, church, or a community organization. Within 5 years, perform a significant volunteer or intern service in support of a socially significant issue or need relating to Ukraine. Within 10 years, urge others to take leadership roles relating to U.S.-Ukraine affairs. And continue my interest, support, and involvement relating to leadership and to U.S.-Ukraine issues. 7 Youth Leaders from Ukraine The program exceeded all my expectations. I expected a typical format, similar to seminars. Turns out that the program s structure is based on a combination of two components: being interesting and beneficial at the same time. That s why it takes on a specific uniqueness and originality. I was able to make useful conclusions that will definitely help me in the future. Anton Burkun, 18 years old, Nova Kakhovka, Kherson oblast; Novokakhovsk Electromechanical Technicum This program was truly very beneficial for already formed leaders of communities and organizations. Vernadsky Tavria National University During YLP-2006 I was able to significantly broaden my worldview, speak with well-known, interesting and intelligent people. Programs such as YLP provide the opportunity for youth to develop their consciousness regarding goals in life and the future in general. 8 My expectations of the program were completely realized because I: 1) gained the experience of interacting with my peers-leaders, students from the U.S. and Canada, political, cultural and public leaders from Ukraine and the world; 2) felt myself an active citizen, involved in the development of my country; 3) saw and gained a better feel for the perspective and resource in myself and Ukraine; 4) understood that you have to take responsibility upon yourself in order to achieve a result. I got answers to those questions of what you should strive for, and what path to take to reach your goal. The guests of the program truly inspired me. It s heterogeneous, when it comes to people and nature. We should value this, rather than let it give birth to conflict. Glory to Ukraine! Roman Bilous, 20 years old, Nova Odesa, Mykolaiv oblast; Odesa National Legal Academy I think that right now it would be very beneficial to organize cultural exchanges between the youth of western and eastern Ukraine. The friendship that will develop during such projects will become the best guarantee of the country s unity. Daria Zhuravska, 19 years old, Donetsk; Donetsk National University What I liked most were my new friends (the program participants), their activeness and love for Ukraine, the sincerity of the organizers. You changed my consciousness; you changed my view on life. Mykhajlo Vikhliayev, 19 years old, Zaporizhzhia; Zaporizhzhia National University The greatest souvenir was that I came here and got to know so many young and very interesting people. Without a doubt, it is one of the best youth programs in Ukraine. 8

9 The program was even better than I expected. Very beneficial were the HIV/AIDS events. Earlier I had never spoken with an HIV-infected person, especially so openly. Everything was professionally organized and run. It was an event-packed program with interesting meetings, communication in Ukrainian, and an extremely friendly atmosphere, but at the same time you felt the very powerful spirit of leaders. I was a witness of Ukraine becoming a market economy. Alexandra Havrylyshyn, 21 years old, Washington, DC; McGill University I gained the most interesting information during our meeting with the young mayors, because this opened my eyes to the specific problems in Ukraine, and it also showed which character traits are important for young leaders. Mykhailo Horyn President of the Ukrainian World Coordinating Council This type of cooperation and creation of a team of youth from Ukraine, the U.S. and Canada is impressive; such practice needs to be continued. This is important not only so that young Ukrainian leaders who will be building Ukraine have contacts with their peers abroad, but that they get a better sense of Ukraine, a vision of the problems that stand before them, and the successes that have already been achieved. In spite of the ups and downs, Ukraine is building democracy, especially if you compare its neighbors from the former Soviet Union. Therefore, it s very important that young people with a democratic worldview learn about other people and other countries. Student exchanges and leadership conferences are important programs that are really very beneficial. The students that I met during the seminar were intelligent and magical people. I am positive that the friendship that developed during this leadership program will last for many years. Ukraine s democratic future will be guaranteed once the country truly becomes a member of the global community and this program is a step in that direction. Natalia Feduschak International Health Fellow Kaiser Family Foundation This is a unique program that opens up real perspectives for talented and ambitious Ukrainian youth, along with opportunities for vertical social growth. The program demonstrates to gifted students, who live in various corners of Ukraine, real opportunities for professional, social and personal development and growth, opens up real opportunities for something radically different than under normal conditions, broadens the sphere and the level of personal contacts with representatives of the political, civic and government elite, the media, frontmen and members of cult musical groups. This program, finally, forms in young people complete images of the world, which is globalizing rapidly before their eyes, and convinces them of the absolute value of such concepts as self respect, human life, the supremacy of law, democracy by consensus, and other fundamental values of open democratic societies and communities. 15 U.S.-Ukraine Foundation For more than 15 years, the Foundation has earned a reputation as an effective, reliable, and politically impartial organization working in the following areas: Public Policy U.S.-Ukraine Community Partnerships Project for Training and Education is a local government reform project based on the concept of partnership. The project partners U.S. and Ukrainian communities, promotes exchange of experience, and provides trainings to Ukrainian cities. Funded by USAID, this project has trained and educated individuals from more than 1,700 communities throughout Ukraine. U.S.-Ukraine Policy Dialogue This U.S. State Departmentfunded forum reinforces official bilateral dialogue with government officials and non-government entities on issues central to U.S.-Ukraine relations. One of the results of the Policy Dialogue was the establishment of the Jackson-Vanik Graduation Coalition, which contributed substantially to the amendment s repeal. Youth Leadership Program introduces a select group of college student leaders to essential elements of U.S.- Ukraine relations, leadership, and public policy at meetings and discussions with key leaders from all walks of life in both countries. Pylyp Orlyk Institute for Democracy, established at the initiative of the Foundation in 1991, is a Kyiv-based research and training institute focusing on ethnic, minority, and linguistic issues. The Institute established the NED-funded Center for Local Democracy, whose objective is to play an active role in the process of furthering local government reform. Election Monitoring Project/Znayu! is a public education program, which monitored Ukraine s 2004 presidential, and 2006 parliamentary and local elections. This work was done in conjunction with the U.S. Association of Former Members of Congress and the European Parliament Former Members Association. Education and Culture Books for Libraries Project assists educational institutions and libraries in Ukraine and the U.S. by offering books and other free informational resources. Kennan Kyiv Project The Foundation facilitated the establishment of the Ukrainian office of the Kennan Institute of the Woodrow Wilson International Center for Scholars and continues to cooperation with the Institute, which focuses on academically oriented activities. Other projects: The Petrach Community Development Fund for Staryj Dobrotvir, CUltural REbirth of Ukraine Project. Health Care & Humanitarian Assistance Projects in this sphere have included charitable contributions to the Cardio Foundation in Lviv for development of cardiac surgery (1999), assistance to families of the Krasnodon coal miners (2000), and the delivery of donated clothes to several orphanages in southern and eastern Ukraine (2002). Publications/E-Newsletters Aspects of Local Government magazine and Partners newsletter are Community Partnerships Project publications that focus on local government issues. Potential is a bilingual business journal that promotes Ukraine s business and economic development among Western constituencies interested in potentially investing in the Ukrainian market. ContempoArtUkraine is a quarterly catalogue dedicated to promoting the work of contemporary Ukrainian artists. Mayor s Library is a series of joint publications of the Community Partnerships Project and the All-Ukrainian NGO Mayors Club aimed at providing practical advice and guidance to newly elected mayors. Economic Development Business Roundtable Series events focus on Ukraine s business development. The Series provides face-to-face interaction among members of the U.S. and Ukrainian business community. Business Breakfast Series consists of a series of seminars and meetings raising the profile of Ukrainian business groups and delegations visiting the U.S. 15
