1 FIRAT UNIVERSITY THE DIRECTIVE FOR APPLICATION AND REGISTRATION ADMISSION OF FOREIGN STUDENTS BASIS Article-1 As of academic year, the placement processes of foreign students to higher education institutions centrally will end and this directive has been prepared in accordance with the writing of Directorate of Higher Education Council dated , issued as due to the decision of Evaluation Council arranged in accordance with the Law issued as 2922, dated Aim and Scope Article-2 The aim of this directive is to determine the conditions of registration and application together with the applications of foreign students within the quota allocated to departments/programmes of Fırat University Faculties/Schools. General Principles Article-3 a) The admission of foreign students to universities takes place with the approval of Higher Education Council. b) Quota suggestions of higher education institutions that will admit foreign students are taken by OSYM and agreed by Higher Education Council. The publication and distribution schedule of The Guide for Foreign Students is executed by OSYM. c) Quota could be given to foreign students for first and second instruction in undergraduate and graduate programs. d) There is no limitation in the duration of validity for the exams in the status of high school graduation exams, one of the exams suggested for the use in the admission of foreign students and approved by Higher Education Council. However, the validity duration of exams in the status of university entrance exam is two years. e) The minimum and maximum amounts of the fee that will be taken from foreign students each year are determined by Council of Ministers. The demands of universities between these amounts are decided by Higher Education Institution. f) In the condition that there is no application to the quota of departments / programme that will admit foreign students or applications remain incomplete, these quotas could be transferred to the quota of department / programme applied. g) The candidate to our university should be either seniors or graduate of a high school equivalent to Turkish high schools. 1

2 h) Citizens of Turkish Republic of Northern Cyprus and those with dual citizenships one of which is Turkish or Turkish Republic of Northern Cyprus are not eligible to apply for admission as a foreign student. In addition, as of 2011 the ones attainting from TC or KKTC citizenship while they have dual nationality could not apply if they completed the whole of their higher school education in TC or KKTC. Application Article 4 The explanations related to the applications are announced on the Web Site of our university in July. The applications are done through mail or in person to Rectorate Directorate of Student Affairs on the dates stated in the announcement. The delays in the postal service are not taken into consideration. The applications done through the Internet are accepted as invalid. While placing students to our university, exams (given in the appendix)* are taken into consideration at first. The Documents Required for the Application: Following documents should be arranged one by one for each program that will be applied. 1- The application form for foreign students: This could be accessed on the Web site of our university. 2- Test Report Form: Certified copy of test (given in the appendix)* to be used for application should be submitted. 3- High school diploma: Certified copy of diploma. 4- Formal Transcript: Certified copy of transcript. Application Address : FIRAT UNIVERSITY International Office Elaziğ / TURKEY Online : [email protected] The Evaluation of the Applications Article 5 The evaluation of the applications and the placement of the candidates are in the authority of Fırat University. Fırat University is free whether to complete the quota or not. To meet the conditions of application does not require the admission for placement. The applications of candidates who do not have the required conditions are not evaluated. 2

3 The evaluation of applications done to our units taking students with Special Skills Exam is done according to the measures in the directive of special skill exams. Turkish levels of candidates are determined according to the result of Turkish proficiency exam done by our university s Language Education-Teaching Research Center. a. Advanced Level (C1 / C2): Proficient. The students on this level could immediately begin their education b. Intermediate Level (B1 / B2): Sufficient but needs improvement. Turkish language level of candidates could improve in a short time. They begin their education; however, they should continue Turkish course program until they are found to be sufficient by the related Center. c. Elementary Level (A1 / A2): Insufficient. It is essential for the students on this level to have Turkish Preparation Course for at least one year before they begin their education. The students on A and B levels are going to take part in Turkish courses arranged by Fırat University Language Education-Teaching Research Center. It is essential for the students on A level to be successful in the Turkish Proficiency Exam to be done by our university in two years. During this time, the student is responsible for paying the course fee that will be determined by University Board of Directors. Language education period is not included in the education period of the department to which the student will register. Medium of Instruction Article 6 The medium of instruction in our university is Turkish. The candidates should submit documents suggesting that they know Turkish much enough to attend the lessons, and they should have a certificate taken from Fırat University Language Education-Teaching Research Center. The students who do not have Turkish Language Certificate attend to Language Education-Teaching Research Center in our university for at least an academic year and with the Language Certificate they will take here, they register to the departments/programs they applied for. Announcement of the Results Article 7 The application results are announced to the candidates in writing. The results are also announced on the Web site of the university ( The candidates accepted by the university are sent an acceptance letter by Fırat University. The foreign candidates should obtain Education Visa from their country or from the nearest Turkish Embassy, and the ones from Turkey should obtain Education Visa from Provincial Directorate of Security together with acceptance letter for precision registration. 3

4 Registration Article 8 Registration is done by Fırat University Directorate of Student Affairs. The documents needed for registration: 1. Fırat University acceptance Letter 2. The original copy of high school diploma and the Equivalency Certificate which shows that high school diploma is equal to the diplomas taken from Turkish high schools, and that is taken from Turkish Embassies or Consulates in their country. 3. The original copy of the exam equivalent to YOS exam. 4. Identity card or the certified copy of the page of the passport having the identity information from Turkish Embassies or Consulates in their country. 5. Receipt indicating payment of the first installment of tuition fee (The amount is determined by Board of Ministers every year before education starts.) 6. Education Visa to be obtained from Turkish Embassies or Consulates in their country. 7. The certified copy of Foreign Language Turkish Proficiency Certificate, which has international validity, from Turkish Embassies or Consulates in their country or the original copy of the certificate taken from TOMER color photographs (4,5x6 cm) taken within the last 6 months, with a full front view of your face. Photographs must be taken in normal street attire, without any type of hat or scarf, dark glasses, or beard. 9. Registration is done according to the calendar determined in the announcement. Education Article 9 Foreign students are dependent on provisions of Fırat University Educationteaching and Examination Instruction about the subjects related to education. Validity Article 10 This directive is put into practice with the decision of Fırat University Senate. Execution Article 11 The President of Fırat University executes this directive. 4
