1 Strategic Plan of the Codex Alimentariu Commiion STRATEGIC PLAN OF THE CODEX ALIMENTARIUS COMMISSION INTRODUCTION The Codex Alimentariu Commiion (CAC) wa etablihed by the Food and Agriculture Organization of the United Nation (FAO) and the World Health Organization (WHO) in Today, it ha more than 180 Member, and more than 200 inter-governmental and international nongovernmental organization are accredited a oberver. The Commiion main work i the development of international food tandard 1, guideline, and code of practice to protect the health of conumer and enure fair practice in the food trade. The Commiion alo promote the coordination of all food tandard work undertaken by international governmental and nongovernmental organization. For food afety and nutrition matter, the Commiion, a a rik manager, etablihe it tandard uing the principle of rik analyi and bae it work on the cientific advice provided by the joint FAO/WHO expert bodie and conultation. Codex tandard alo addre iue related to food quality to enure fair practice in the food trade. With increaed globalization, the Commiion mut alo be capable of reponding in a timely manner to emerging food afety iue and other factor 2 that may impact on food afety and fair practice in the food trade uch a the effect of hifting population, climate change and relevant conumer concern. Food tandard, guideline and recommendation etablihed by the Commiion are recognized a reference point for food under the relevant WTO agreement. The purpoe of thi Strategic Plan i to advance the mandate of the Codex Alimentariu Commiion during the period Thi document doe not uperede, extend, or contradict the interpretation of the Codex mandate, tandard or proviion of the Procedural Manual adopted or approved by the Commiion. The Strategic Plan: Preent the viion, goal, and obje for the Commiion and i upported by a more detailed work plan that include activitie, miletone, and meaurable indicator to track progre toward accomplihment of the goal. Underpin the high priority placed on food afety and quality by FAO and WHO and enure that the Commiion will carry out the reponibilitie given to it by FAO and WHO. Inform Member, inter-governmental and international non-governmental organization, and other takeholder of how the Commiion intend to fulfil it mandate and to meet the need and expectation of it Member during the period DRIVERS OF CHANGE The dynamic of the tandard-etting activitie undertaken by the Commiion have changed dramatically ince it wa etablihed. Since it etablihment, not only ha the Codex memberhip increaed ignificantly but Codex ha alo een a more a contribution from all Member, more pecifically the developing countrie which are contributing more aly to the international food tandard-etting proce. Additionally, the environment in which Codex operate ha alo evolved. STRATEGIC VISION STATEMENT To be the preeminent international food tandard-etting body to protect the health of conumer and enure fair practice in the food trade. STRATEGIC GOALS 1: Etablih international food tandard that addre current and emerging food iue. 1.1: Etablih new and review exiting Codex tandard, baed on prioritie of the CAC. Activitie: Conitently apply deciion-making and priority-etting criteria acro Committee to enure that the tandard and work area of highet priority are progreed in a timely manner Strengthen the critical review proce to improve tandard monitoring. 1.2: Proaly identify emerging iue 4 and Member need and, where appropriate, develop relevant food tandard. Activitie: Develop a ytematic approach to promote identification of emerging iue related to food afety, nutrition, and fair practice in the food trade Develop and revie international and regional tandard a needed, in repone to need identified by Member and in repone to factor that affect food afety, nutrition and fair practice in the food trade. 3 Conenu hould be baed on Meaure to facilitate Conenu included in the Procedural Manual. 4 Emerging food afety and nutrition iue are interpreted to include cientific and technological innovation and emerging hazard, related to ongoing invetigation or extra-ordinary event (e.g., natural diater, external threat).

Activitie: Promote collaboration in tandard development in Codex with the World Organization for Animal Health (OIE) and the International Plant Protection Convention (IPPC) on tandard that cover the farm to fork continuum and affect Codex and thoe organization Promote cooperation with other international governmental and non-governmental tandard-etting organization to upport development of relevant Codex tandard and to enhance awarene, undertanding and ue of Codex tandard. 2: Enure the application of rik analyi principle in the development of Codex tandard. 2.1: Enure conitent ue of rik analyi principle and cientific advice. Activitie: Encourage FAO and WHO governing bodie to identify the proviion of cientific advice a a high priority and allocate ufficient reource for the FAO/WHO expert advice, in particular from expert bodie uch a JECFA, JEMRA, JMPR and JEMNU Encourage continued financial upport from Member for the FAO/WHO expert advice, in particular from expert bodie uch a JECFA, JEMRA, JMPR and JEMNU Explore other appropriate funding ource for FAO/WHO cientific advice. 2.3: Increae cientific input from developing countrie. Activitie: Encourage developing countrie to ubmit data in repone to call from FAO/WHO expert bodie, through enhanced food afety and nutrition data generation capabilitie Encourage FAO and WHO to upport program aimed at enhancing the capacity of developing countrie to generate, collect and ubmit data Encourage utained and continuou participation of technical and cientific expert from developing countrie in the work of Codex.
