PROPOSAL INTRODUCTION: 2.1 Organisation introduction: Zanzibar Society for the Prevention of Cruelty to Animals (ZSPCA) founded in August 2007 as Non Governmental Organisation (NGO) and registered under Society Act No 11 of 1995 by Government Society Registrar of Zanzibar Revolutionary Government with Registration Number: 562 of 14 th February, ZSPCA are built up with member from Government and Private institution and local people from both side of Zanzibar (Unguja and Pemba) with different discipline. 2.2 Mission statement: The mission statement of ZSPCA is to prevent cruelty to animals, protection of environment and improving life standard of local community by providing humane education, environmental education, providing free veterinary treatment, mobilizing peoples to engage in tree planting activities and promotion of suitable alternative income generating activities to local communities in order to improve life standard of the peoples in Zanzibar, Tanzania 2.3 The main objectives of Organisation are: Prevention of cruelty to animals and improving animals welfare in Zanzibar by providing humane and animal welfare education, provide free veterinary treatment, running free rabies vaccination, participate in law enforcement for combating animals cruelty, joining with other organisation in running different campaign which directly benefiting animals or improve animal welfare in Zanzibar, to produce, promote and distribute literature and materials, teaching manuals, guide books and reading materials to assist in this work by reaching out to the wider local community, conducting research on topics concerning animals and animal welfare in general and advocating in policy and regulation concerning animals in general Protecting environment in Zanzibar by providing environmental conservation education, participate in environmental conservation campaign, participate in cleaning activities in different areas in Zanzibar, establishing relation with different organisation with similar or same objectives in environmental conservation, establishing environmental conservation youth clubs in schools, introducing new alternative source of 2
3 energy and promoting recycling of biomass to produce charcoal and participate in tree planting activities especially in the rural areas where forestry are highly degraded Promote local community economic development by introducing new alternative sources of income generation activities, building capacity to local community in realizing the potential resources that exit in their local areas, integrating local community in development activities in holistic ways, promoting new advanced agricultural technology such as conservation cultivation and last but not least establishing cooperative groups that can improve the living standard of local communities. 2.4 Project Background: Humane education (HE) is a process that encompasses all form of education about social justice and citizenship, humanitarians and environmental issue and animal welfare education, the welfare of animals and our responsibilities for their care. It is envisaged that Humane Education will bring awareness of wide-ranging concerns and solutions to children, young peoples and adults in the targeted schools and local areas of Zanzibar. Humane education will further help to lay down the foundation for developing of compassion and empathy, responsibility and critical thinking skills among school children and other local communities. On the other hand, Animal Welfare Education (AWE) as part of Humane Education focuses on our involvement in the live of nonhuman animals and taking responsibility so that animals have the freedom to satisfy their needs. As such, Animal Welfare Education (AWE) on aims to have a positive impact on the social skills children and other member of the communities including generating respect and empathy among human resulting in increased self esteem. Since establishment of Zanzibar Society of the Prevention of Cruelty to Animals (ZSPCA), among its core objective is providing humane education and animals welfare education to the Zanzibar communities, so this project will help the Zanzibar Society for the Prevention of Cruelty to Animals (ZSPCA) to accomplish its objective successfully. 3
4 Effective implementation of this Project will require both community and donor support. The local peoples will provide their input in the form of materials, and in the selection and implementation of project activities. This will attract their support and nature ownership; similarly, the donor will give financial assistance and make it possible for stakeholders to realize their dream. 4
5 3. PROBLEM STATEMENT AND NEEDS: Zanzibar like other countries have several types of animals including farm animals, companion animals, wild animals, marine animals and working animals. Animals are playing great role in our daily life for provide us with foods, transporting our goods from one place to another, helping us to gets foreign money through tourism, they give us company in our family, enrich our life and help us to guard our compounds. All types of animals in Zanzibar face severe problems although they play greats role to our daily life they are treated in cruelty manners, working animals are heavenly beaten while they working, over loaded, working with health problems, they are not provided with essential needs such as foods, water and shelter for resting they just abandoned after working hours to find these needs for their own. Some companion animals also face problems especially stray dogs and stray cats from small children and adults one by throwing stone and beaten while they are passing in different areas especially in town areas, farm animal also they are cruelty treated by human being such as chicken most of time they handled upside down for long period and transported in small cage with a lots chickens. Zanzibar animal welfare improvement project aims combating all above stated problems which face animals in Zanzibar by rising awareness among local communities on animal welfare issues both for young generation and adults, setting a plan which will deal with all issue tend to promote cruelty to animals and impart knowledge on sustainable utilization and management of working animals to improve their welfare and ability to produce more by working hard and long time. Due to majority of Zanzibar peoples have ignorance on animal welfare issue and the importance of the animals in their daily life to ma lead to mistreat animals, so the important of this project is to raise awareness on animal welfare issues through series of activities which will be put in place in making sure the objectives and expected results are reached according the plan. 5
6 The competence of our society and knowledge we have on animal welfare issue, we believe that for implementing of this project will help to improve status of animal welfare in Zanzibar by more 50% by 2017 and this due to the objective we plan to guide us and proposed activities also ensure the success of the project goal. According to our experience we have on animal welfare issue for Zanzibar we hope to improve status by rising awareness of local communities on animal welfare issue, combating with cruelty activities to animals and impart knowledge and skill on sustainable management and utilization of working animals and other animals will help to improve the status of animal welfare in Zanzibar and increase the income earned by local communities from the animal in general. Generally, we hope to improve animal welfare in Zanzibar and reduce cruelty to animals if this project implemented by receiving support from different donor, government institution, and private institution and individuals who found in our country and out our country together with local community contribution the aim of the project will be met for 100%. 6
7 4. PROJECT OBJECTIVES, ACTIVITIES AND EXPECTED RESULTS: 4.1 Project Objectives: Overall Objective: Improving animal welfare status in Zanzibar by 50 by Specific Objectives and Activities: 1. Raising animal welfare awareness to local community. 2. Reducing cruelty to animals cases by 25% by 2019 in local community, 3. Enhance knowledge and skills necessary for effective and sustainable utilization and management of working animals in local community, 4. Developing comprehensive but user-friendly monitoring and evaluation plan. 4.2 Project Activities: This project will put in place several activities to provide a focal point for community development. Each activity will meet specific objectives as shown bellow. Introducing the project and requesting for permission from government for running the project in the primary and secondary schools, Purchasing office equipment and vehicles which will be used in implementation of project activities, Introduce the Project to the targeted schools administration and local community leaders of selected areas and collect relevant information for project planning, Conducting participatory planning and designing of Humane and Animal Welfare strategy jointly with administration of targeted school and local communities, Translating, modifying and adopting educational materials to suit the local context of animals welfare needs in Zanzibar communities, Develop, document and applying effective methodological approaches for delivery of humane education and Animal Welfare awareness education, Undertake weekly humane education and Animal Welfare Education outreach program to schools and local communities supplemented with Animals Welfare Educational materials through different methodologies, 7
8 Engage school children and local communities in practical activities that invoke creativity and demonstrate better animal welfare management, Running patrol for enforcing law against cruelty activities to animal together with other stakeholders, Prepare radio and TV educational programs for aired in local radio and TV stations, Provide free veterinary treatment to local poor community members, Running un-beating campaign to working animal s keepers and best animals of the year competition, Designing an assessment tools or mechanism for determining affectivity, efficiency and impact of Humane and Animal Welfare on attitude and behaviors of target audience toward animals. 4.3 Project Expected Results: Awareness on animal welfare issues among 6250 young generation of school children and other local communities members will be raised by 50% by 2019, A appropriate number of Humane education and Animal welfare class in schools and several visiting to local communities conducted, at least three or four classes and visiting were conducted each week, Health of local community will be improved for being free from rabies consequences. Animal cruelty activities and cases occurrence in local communities reduced at least by 25% by 2019, Number of animals getting veterinary services and treated each year increased at least by 30% by 2019, Suitable teaching materials for Zanzibar school children and local communities developed and used for delivering animal welfare education, Appropriate number of Humane and Animal Welfare Education outreach conducted in schools and selected areas of Zanzibar Communities. Assessment tools for determining effectively, efficiency and impact of Humane and Animal Welfare education on target audience developed and implemented, Comprehensive but user-friendly monitoring and evaluation plan developed and implemented. 8
