3 Background to Study Vaccines are one of the largest growing sectors in the Pharmaceutical Industry. Paediatric vaccines are the largest sub-segment, making up two-thirds of the total value of vaccines globally. South Africa, being a developing country, is largely dominated by the public sector that is dependent on supplies from Government. The South African Government, following the guidelines set by the World Health Organisation (WHO), has an Extended Immunisation Programme (EPI) through which they supply paediatric vaccines to all children up to the age of five years. The Biovac Institute, a public-private partnership is the entity serving the public market through a contract agreement with the Department of Health. Paediatric vaccines on the EPI programme cover the basic need to keep the population safe and prevent major disease outbreaks and are supplied by manufacturers at a very low cost. Advanced combination vaccines that cover a broader range of diseases are already available in the private sector; with the expectation of becoming part of the public sector EPI programme if Government can afford to incorporate these vaccines, and manufacturers are able to reduce their margins significantly.
