6 Members fuel the progress of the industry. RFA gets results. We are continuously working to open doors and create opportunities for our members. Within the organization, members have the opportunity to play an active role in shaping and establishing RFA policy, by participating in committees that provide insight and direction on the most important issues affecting the industry. Tax Policy Working Group The Tax Policy Working Group was formed in an effort to identify and evaluate ethanol tax incentive proposals as well as formulate an industry-wide tax policy strategy that will encourage the continued expansion of the ethanol industry. The group is helping the nation s ethanol producers make informed and effective policy recommendations to congressional and administrative policy makers as they address the scheduled expiration of the industry s main ethanol incentive, the Volumetric Ethanol Excise Tax Credit, in December The group consists of a broad crosssection of the ethanol industry including first and second generation ethanol producers, and large, small and farmer cooperative producers. Technical Committee Accurate and reliable information regarding the production, blending, distribution, and performance of ethanol fuels can mean the difference between success and failure. The RFA Technical Committee is the industry s leading voice in developing industry standards in coordination with the American Society for Testing & Materials (ASTM) to ensure the seamless integration of ethanol fuels into the marketplace. Environment Committee The RFA Environmental Committee exists to examine and provide policy guidance on the myriad of environmental regulations ethanol biorefineries face. This guidance is extraordinarily valuable in helping familiarize new producers with environmental regulations relevant to the ethanol industry. Cellulose Committee The foundation built by today s industry will lead to new, exciting breakthroughs in ethanol production technology. That is why the RFA Cellulose Committee stays on top of all policy and technical developments that will aid in the commercialization of cellulosic ethanol production. Cellulosic ethanol can help the industry achieve production levels beyond billion gallons per year. Almost every ethanol producer represented by RFA is actively engaged in cellulose ethanol research and development, and commercialization. Co-Products Committee Ethanol production is about more than just ethanol. Distiller s grains, corn oil, and a host of other products are routinely part of an ethanol biorefineries operations. The RFA Co-Products Committee pursues issues relevant to ethanol co-products, including research, educational programs and regulations. Members of this committee provide reliable data regarding the production, distribution, trade and performance of co-products. Plant & Employee Safety Committee Safety comes first. The RFA Safety Committee has been extraordinarily proactive, leading efforts to provide ethanol producers, transporters and first responders with the information and tools they need to protect their employees and the communities they serve. Working with federal, state and local governments as well as industry partners, this committee has brought much needed attention to hazardous material regulations and other safety regulations through programs such as the Ethanol Emergency Response Coalition (EERC) and the TRANSCAER initiative

7 Creating new opportunities and expanding the market. In nearly three decades, RFA has proven that effective leadership and industrywide collaboration fuels progress. With our members, we ve paved the way for development and widespread delivery of fuel ethanol. We re proud that we ve grown the market for E10 and helped to open E85 stations all across the country. But we know there s more to do. In the past year, RFA has expanded into market development with tremendous results. RFA has embarked on innovative new programs and partnerships. For example, we brought the National Biodiesel Foundation, the Propane Education & Research Council, the Clean Vehicle Education Foundation and ASG Renaissance together to win a $1.6 million investment from the Department of Energy. The grant will help raise public awareness and foster understanding of alternative fuels and advanced vehicle technologies, including ethanol, biodiesel, propane and natural gas fuels, as well as hybrid/electric technologies and idle reduction strategies to improve fuel economy. RFA has partnered with the American Coalition for Ethanol (ACE) to facilitate a blender pump initiative. The objective of the Blend Your Own program is to get 5,000 blender pumps in place around the country within three years. This will give retailers more options to control their own profitability by selling the blends they want, when they want. And giving retailers more flexibility provides the ethanol industry with tremendous opportunities for growth. Some might call this an outstanding record of achievement. For us, it s simply a good start. Launched this year, chooseethanol.com and our social media strategies are educating and connecting consumers with the benefits of ethanol. The RFA ethanol campaign made a big splash at the famous Black Hills Motorcycle Rally in Sturgis, SD. The BYO program allows fuel retailers to sell the blends they want, when they want
