1 Outplacement / Rapid Response Services for San Diego County Request for Proposals RFP Amendments as of January 15, 2015 As of January 15, 2015, the Outplacement / Rapid Response RFP released on January 6, 2015 has been amended with the following updates. These changes are indicated by section and are marked in red below. Section 3.2 Program Design first paragraph has been deleted and substituted with the following: The Contractor will perform Outplacement / Rapid Response services as defined below. Required activities are services required by the state. Allowable activities are additional activities that may be performed by the Contractor. The activities that will be pursued in the PY Outplacement / Rapid Response contract must be detailed in the Respondent s proposal. Additional information regarding required, allowable and prohibited activities can be found in EDD s Workforce Services Directive 14-3: Rapid Response and Layoff Aversion Activities - Attachment D. Section 3.4 Performance Management first paragraph has been deleted and substituted with the following: The Respondent must demonstrate in Section Program Design, (6) Performance Metrics, how performance will be tracked and met. Section 4.6 Proposal Content first paragraph has been deleted and substituted with the following: All Respondents must respond to the questions and instructions in this section. Questions and instructions must be answered in concrete language using quantifiable measurements whenever possible, and be specific about the role of each collaborator. Responses must not exceed fifteen (15) double-spaced pages and shall include the following elements Section Business Description and Objectives first paragraph has been deleted and substituted with the following: The Respondent must provide an overview of its organization and qualifications to provide Outplacement / Rapid Response Services. Respondents must clearly identify their organization s objectives, mission and vision, and how it relates to workforce development. The Respondent must provide a description including the strengths of the organization that uniquely qualify it for the management of the Outplacement / Rapid Response Services program. Section Business Experience and Qualifications second paragraph has been deleted and substituted with the following: The Respondent must demonstrate their understanding of the needs of the dislocated worker population, the business life cycle, and the ability to coordinate and collaborate with several agencies. Additionally, Respondents must describe their relationship with the business community, their understanding of business workforce development needs, and their ability to broker relationships with employers Management and Organization has been deleted in its entirety and substituted with the following: Respondents must describe their staffing plan for the program and the organization s hiring policies, and clearly define the qualifications of the staff proposed to fill positions within the program in the proposal content. Respondents must provide an organization chart of intended operations and résumés for all key positions as additional required attachments to their proposal Outplacement / Rapid Response Services Program Design has been deleted in its entirety and substituted with the following: 2/5

3 SDWP s goal is to fund one (1) Contractor to provide Outplacement / Rapid Response Services to businesses that are experiencing layoffs and the affected employees who will be laid off. A consortium, joint venture, or collaboration of organizations with complementary skills and experience is permitted to respond to this RFP; however, the proposal must clearly demonstrate that all contractual responsibility rests solely with one legal entity and that the proposed arrangement would enable the Respondent to furnish efficient quality for SDWP. The Respondent should have experience in serving workers who have been laid off and should have a thorough understanding of the business environment in San Diego County. Respondents must describe how they will develop a program design that demonstrates their ability to provide Outplacement / Rapid Response Services that will assist businesses and workers experiencing layoffs in the county. Respondents must describe, in detail, how their program design will address the needs of workers who have been affected by layoffs and the needs of companies laying off the workers. Respondents must provide a project plan that demonstrates how Outplacement / Rapid Response services will be conducted, including business outreach and referral to SDWP and AJCC business services. Respondents must also include a timeline for the development and provision of Outplacement / Rapid Response services. Respondents must indicate how they would approach the following requirements for the Outplacement / Rapid Response Services program: 1) Identification of non-warn layoffs Under the WARN Act, SDWP receives WARNs from companies with over 75 employees that are planning to lay off workers. This is the primary source of information regarding layoffs. Since not all companies are required to submit a WARN under the WARN Act, Respondents should have a strong connection to the business community in order to have knowledge of other layoffs in San Diego County. Describe your business outreach strategy to identify such layoffs. 2) Response to layoffs Describe how contact will be made with all companies laying off workers, how Rapid Response presentations will be scheduled with employers, and how Rapid Response presentations will be provided to laid off workers, as detailed in Section 3.2 Program Design. 3) Coordination of services The Outplacement / Rapid Response Contractor works with companies laying off workers, EDD, AJCC network, and other stakeholders to provide services and information to laid off workers. Describe your ability to collaborate with various stakeholders to enhance Outplacement / Rapid Response services. 4) Provision of services Describe what efforts will be made to provide services to as many laid off workers as possible, specifically how laid off workers will be encouraged to attend a Rapid Response presentation and learn about the available public and private resources. A. Collection of Rapid Response attendee surveys The Contractor must distribute and collect participant surveys on-site in order to obtain customer satisfaction information, as well as contact information of participants, should they choose to disclose that information. These surveys serve as a way to continuously improve 3/5

4 services to laid off workers in the county. The Contractor and SDWP will agree upon the survey format. Describe how you will distribute and collect the surveys at each Rapid Response presentation. B. Collection of employer surveys Employer surveys must be distributed and collected from companies that submit a WARN or other layoff notice in order to obtain customer satisfaction information. These surveys serve as a way to continuously improve services to employers in San Diego County. The Contractor and SDWP will agree upon the survey format. Describe how you will distribute and collect surveys from employers. 5) Assistance to laid off workers Describe innovative ways to assist workers who have been affected by layoffs in San Diego County. This should include strategies to help affected workers regain meaningful employment as soon as possible following a layoff. 6) Performance metrics Describe how the performance metrics requirements will be met for the following: Initial outreach within 24 hours of receiving WARN or layoff notice (100% of companies); Number of outreach attempts and follow-up if initial response does not result in a scheduled presentation (up to 5 outreach attempts per company); Completion of Activity Report for each company served (100% of companies); Number of presentations given (50% of total layoff notices received); Number of attendees at the presentations (45% of laid off workers at each company holding a presentation); Number of attendee surveys collected (50% of attendees); Number of employer surveys collected (33% of employers); and Number of attendee and employer surveys delivered to SDWP (100% of collected surveys both electronic and hard copies). 7) Challenges in Outplacement / Rapid Response Services Describe your strategies to address the following challenges: Employers with fewer than 75 employees are not required to submit a WARN notice; Employers may not respond to outreach attempts; Employers are not required to host Rapid Response presentations; Laid off workers might not attend Rapid Response presentations; and Rapid Response presentation attendees might not fill out the employee survey. Section 4.7 Cost Reasonableness of Proposed Budget has been deleted in its entirety and substituted with the following: With guidance from Section 5.2 Budget Information, Respondents must complete the following budget documents and prepare a budget in accordance with Budget Instructions - Attachment L: Financial Management Structure - Attachment I Rapid Response Budget Shell - Attachment J o Expenditure Plan 4/5
