2 1 Overview The Air Force Depot Maintenance Activity Group (DMAG) supports combat readiness by providing services necessary to keep Air Force units operating worldwide. The DMAG's inhouse operations generate about $5 billion in annual revenue principally by repairing and overhauling a wide range of assets, including fighter aircraft such as the F-15, intercontinental ballistic missiles such as the Minuteman and Peacekeeper missiles, jet aircraft engines, electronics, avionics, software, and inventory items for the military services, other government agencies, and foreign governments. For example, in fiscal year 2002, the Air Force reported that the DMAG s three Air Logistics Centers' (ALC) in-house operations performed major modifications on 852 aircraft, overhauled 515 aircraft engines, and repaired 352,995 inventory items. In doing so, the group operates under the working capital fund concept, where customers are to be charged for the anticipated full cost of goods and services. The group performs its inhouse operations primarily at the three ALCs--the Oklahoma City Air Logistics Center (OC- ALC), Tinker Air Force Base, Oklahoma; the Ogden Air Logistics Center (OO-ALC), Hill Air Force Base, Utah; and the Warner Robins Air Logistics Center (WR-ALC), Robins Air Force Base, Georgia 1. 2 Challenge The Air Force Materiel Command (AFMC) was challenged to meet the legislative requirements of the Chief Financial Officers (CFO) Act, the Federal Managers Financial Integrity Act, and the requirements of the Defense Contract Audit Agency (DCAA) with inadequate legacy systems. AFMC required greater visibility into actual costs at the task level in order to improve performance and compete with industry. The Naval Air Systems Command (NAVAIR) Defense Industrial Financial Management System (DIFMS 2 ) was selected to reduce cost and risk associated with developing a custom solution. However, it raised another key issue: how to integrate the GOTS general ledger, materiel management, and production labor accounting systems with AFMC and DFAS 3 legacy systems. To help improve the DMAG s financial management operations, in January 1998, the Assistant Secretary of the Air Force for Financial Management approved the implementation of the Depot Maintenance Accounting and Production System (DMAPS). As a result of a rigorous selection process, Intergraph was tasked under the AFMC DMAPS contract to develop the concept and an Integration Engine (IE) to interface DIFMS with 33 existing legacy systems in use at three ALCs OO-ALC, OC-ALC, and WR-ALC. Intergraph worked with the Air Force to define the system concept using an Enterprise Architecture including a full range of Information Technology (IT) services including process re-engineering, technology insertion, integrated data environments, requirements analysis, systems engineering, database design, application software development, systems integration, configuration management, quality assurance, problem/risk resolution, user support, and system and process training. 1 GAO , June 2004 GAO Report to the Chairman, Subcommittee on Defense, Committee on Appropriations, House of Representatives, Air Force Depot Maintenance 2 DIFMS is an automated information system consisting of the following subsystems: Cash Labor, Material, Cost Summary, Job Order/Customer Order, Billing, General Ledger Accounts, Fixed Asset Accounting, Cost Competition and Budget subsystems. The subsystems work in concert to provide field- level and headquarters-level activities with funds control, accounting for budget execution, and management information. Data from the system supports budget formulation and management analysis. 3 DFAS is an agency supporting the OUSD(C), the principal advisor to the Secretary of Defense for budgetary and fiscal matters. As such, it is the responsibility of DFAS to coordinate and collaborate with all civilian defense agencies, the military services and the combatant commands that provide warfighting capabilities for America's defense. 1
3 3 Solution Intergraph, working in conjunction with AFMC, provided the requirements analysis, design, development, testing, and support for the overall systems integration. The selection of DIFMS introduced the requirement for a new interface with the existing DFAS legacy systems. Design and development of the interface between these two transaction based systems became a critical portion of the overall DMAPS system integration effort. DMAPS was developed using a structured approach to project planning, tracking, and oversight. A two-phase development plan and a deployment plan were used to implement DMAPS. Program Management, Software Development, Configuration Management, and Independent Test Plans controlled the incremental developmental cycles. Intergraph s work on DMAPS embodies tasks and procedures prescribed by the key process areas of Level 3 of the Software Engineering Institute s (SEI) Capability Maturity Model Integration (CMMI). Three separate Functional Requirements Teams were formed Finance, Materiel, and Production. Intergraph worked with each to develop and model the Functional and System Requirements for the DMAPS program. The requirements decomposition, facilitated by Intergraph, was conducted through a series of Joint Requirements Definition (JRD)/Joint Application Design (JAD) sessions with selected resources from over 20 organizations dispersed across the country. 2
4 Intergraph worked closely with DFAS personnel to define and organize the data requirements throughout the system integration process. Data transformation rules were documented ensuring accurate data transference from multiple legacy systems into DIFMS. These activities required extensive process review, modification and often augmentation or new process development. The Implementation Plan was created from the formal system design specifications and detailed design documentation. Intergraph designed and developed DMAPS with an architecture based on a C4ISR and DII/COE compliant technical system design. The DMAPS Integration Engine (IE) manages data exchange between all affected financial systems; DIFMS alone had 189 interfaces. Our modeling and requirements analysis experience was applied to: data flow diagrams, IDEF3 process models, entity-relationship diagrams, JAD sessions for legacy system interface definition, user interface prototyping, an incremental delivery lifecycle, COTS and GOTS integration, application of structured design concepts, and compliance with DoD Information Assurance regulations. Intergraph s development of formal test plans and procedures, the Requirements Traceability Matrix, Users Manual and System Operators Manual drove system user acceptance. Testing included unit and integration testing executed at the contractor s facility and System Integration Test (SIT) and System Acceptance Testing (SAT) performed at the operational site. Intergraph implemented and deployed an integration engine (IE) using Oracle database, Sybase PowerBuilder-based solution, and Cognos business intelligence and reporting. The DMAPS IE is a suite of applications responsible for scheduling and executing transaction based data exchanges between both DIFMS and DFAS legacy systems. The DMAPS integration engine solution is comprised of the following elements: Conversion Engine Resource Skill Codes Funding Initiation Tool DMAPS Data Store Sales Price Generator DDS Reports Cost and Performance Budget Module Job Order Status Tracking Tool Employee Identification Generator Information Assurance and Security measures were incorporated into the design of the integration engine. User access and restriction at three distinct levels were implemented to control access to sensitive financial data. Further restrictions between administrators and users at each of the AFMC ALCs were also implemented to fulfill the separation of duty requirement. 4 Results According to the Air Force, the DMAPS system is designed to provide the accurate task-level cost data that are needed to support (1) financial analysis and cost management and (2) the development of prices that more accurately reflect the cost of providing goods and services to customers. The DMAPS solution has been deployed in production for a decade and is meeting all program objectives across all three ALCs. The program is presently in the sustainment phase, with the focus shifting from deployment activities to operation and maintenance or sustainment. DMAPS enables AFMC to capture actual and planned direct labor and material at the task level and report this on a daily basis, providing a significant improvement in functionality over former capabilities. DMAPS fully automated transaction-driven process increases efficiencies and improves the overall accuracy and timeliness of accounting reports for the AFMC Depot Maintenance business area. This solution provides the AFMC with more detailed and timely 3
5 production cost information, giving them better visibility and control over funds and resources and moving them one step closer to compliance with statutory requirements such as Chief Financial Officer (CFO) and Department of Defense (DoD) Financial Improvement and Audit Readiness (FIAR) compliance. Intergraph s DMAPS middleware solution, with its unique Enterprise Information Management services interface between DFAS legacy systems and DIFMS, is a large scale Extract- Transform-Load (ETL) architecture interfacing across the legacy systems. Intergraph continues supporting the DMAPS system lifecycle and supporting the associated Program Management Office (PMO).
