16 Programme New railways are authorised by a Transport & Works Act order ( TWA ) We plan to submit an application in autumn 2009 This will include a full Environmental Impact Assessment Final decision by the Secretary of State for Transport If TWA decision favourable and timely, we hope to have trains running in 2013
