2 A AIR FORCE ASSIGNED MISSIONS (AFAM) - Reimbursable with USAF funding: (A1) Search and rescue missions assigned by the Air Force Rescue Coordination Center (AFRCC), other DoD joint rescue coordination centers (Alaska, Hawaii, and Puerto Rico) or the Joint Personnel Recovery Center (JPRC). (A2) Disaster relief missions flown under a mission number issued by the Air Force National Security Emergency Preparedness office (AFNSEP), 1 st Air Force, 11 th Air Force, or PACAF (Does not include disaster relief operations conducted under other categories like B11 or B14; this mission symbol will be used primarily to pre-position assets with prior Air Force approval to support an event, or for CAP to provide situational awareness to Air Force for an incident prior to a state or federal mission request). (A3) Counterdrug and drug interdiction missions. (A5) AF training and evaluation missions. (A6) Air Force Reserve Officer Training Corps (AFROTC) orientation flights including flights to and from the orientation site. (A7) CAPFs 5 & 91 evaluations. (A8) Air Force Junior Reserve Officer Training Corps (AFJROTC) orientation flights including flights to and from the orientation site. (A9) Maintenance ferry flights of airworthy aircraft to and from Consolidated Maintenance Contract Program (CMCP) facilities; other CAP-USAF and NHQ/LG approved maintenance flights paid for with appropriated funds (All A9 flights must be flown by current and qualified TMPs, MPs or Cadet Orientation Pilots). (A12) Proficiency Flights by qualified transport mission pilots (TMP) or mission pilots (MP) conducted pursuant to guidelines published by HQ CAP-USAF in the pilot profiles on the Stan/Eval website. (A15) CAP cadet orientation flights IAW CAPP 52-7 Cadet Orientation Flight Syllabus, and flights to and from the orientation site. (A17) National Check Pilot Standardization Course and Flight Clinic sorties flown under an Air Force mission number (reimbursed with AF funds). (A18) Homeland Security missions. (A20) Glider tow plane operation sorties supporting CAPP 52-7, Cadet Orientation Flight Syllabus. This includes ferry flights and tow pilot training. (A23) Air Force approved Technically Advanced Aircraft (TAA) Training sorties and sorties supporting aircraft upgrades. (A50) CAPR inspections paid for with training funds (CAPR inspections are only authorized as an A50 mission through a training mission request via WMIRS). (B7) CAPFs 5 and 91 evaluations not reimbursed with AF Funds (may be paid with corporate or member funding). (B9) Maintenance ferry flights of airworthy aircraft to and from Consolidated Maintenance Contract Program (CMCP) facilities not reimbursed with AF Funds; other CAP-USAF and NHQ/LG approved maintenance flights (All B9 flights must be flown by current and qualified TMPs, MPs, or Cadet Orientation Pilots). (B10) Flights supporting the Federal Emergency Management Agency (FEMA) approved by the USAF approval authority. (B11) Flights flown under a National Oceanic and Atmospheric Administration (NOAA) and National Weather Service (NWS) mission number and flown IAW the NOAA and NWS MOU. (B12) Proficiency flights by qualified transport mission pilots and mission pilots conducted pursuant to guidelines published by HQ CAP-USAF in the pilot profiles on the Stan/Eval website (may be paid with corporate or member funding). (B13) Support to federal or national agencies approved by the USAF approval authority. (B14) Support to state, county, and local agencies when approved by the Air Force. (B15) CAP cadet orientation flights IAW CAPP 52-7, Cadet Orientation Flight Syllabus, (not reimbursed with AF funds). (B16) Orientation flights for IACE cadets and their escorts including flights to and from the orientation sites. (B17) National Check Pilot Standardization Course and Flight Clinic sorties flown under an Air Force mission number (not reimbursed with AF funds). (B18) Homeland Security s. (B20) Glider tow plane operation sorties supporting CAPP 52-7, Cadet Orientation Flight Syllabus. This includes non-reimbursed ferry flights and tow pilot training. (B21) NHQ directed and funded missions. (B23) Technically Advanced Aircraft (TAA) training sorties and sorties supporting aircraft upgrades. (B30) CAP Senior Advisory Group (CSAG) Member Flying on AFAMs utilizing NHQ managed budgets. (B50) CAPR inspections paid for with corporate or member funds (CAPR inspections are only authorized as a B50 mission through a training mission request via WMIRS). 4 C CAP Corporate s (flown and funded under CAP corporate missions): (C7) CAPFs 5 & 91 evaluations not designated as an AFAM. (C8) Air transportation flights to and from squadron, or higher, official conferences or meetings. (C9) Maintenance flights associated with actual maintenance or operational checks of powered or glider aircraft; ferry flights of airworthy aircraft to and from Consolidated Maintenance Contract Program (CMCP) facilities not reimbursed with AF Funds; other NHQ/LG approved maintenance flights (All C9 flights must be flown by current and qualified TMPs, MPs or Cadet Orientation Pilots). (C12) Proficiency flights not designated as an AFAM. (C14) Support to state, county, and local agencies not assigned as an AF approved mission. (C15) CAP cadet orientation flights IAW CAPP 52-7, Cadet Orientation Flight Syllabus (Overseas units only). (C16) Cadet flight training including individual instruction, flight academies, and cadet encampments (not Cadet Orientation Flights). (C17) National Check Pilot Standardization Course sorties and Flight Clinic sorties flown & funded under CAP corporate missions. (C18) Homeland Security s not designated as an AFAM. (C19) Teacher Orientation Program flights. Orientation flights for CAP teacher Aerospace Education Members. These missions are familiarization flights. (C20) Glider tow plane flights for non-usaf missions (includes ferry/training flights). (C21) NHQ directed and funded missions. (C22) Region Flight Academy sorties (maintenance funds will be drawn back from the host region). (C23) Technically Advanced Aircraft (TAA) training and aircraft upgrades. (C24) Air Crew Emergency Training (ACET) sorties. (C25) CAP Pilot Flight Training by senior members holding a Private Pilot Certificate or higher leading to an additional airman rating, certificate or endorsement. (C26) CAP Pilot Flight Training approved for senior members not holding a Private Pilot Certificate or higher leading to an initial FAA certificate, rating or endorsement IAW CAPR 60-1 (Solo, Private Pilot, Balloon, or Glider). (C30) CSAG Member Corporate Flying utilizing NHQ managed budgets. (C99) Other missions specifically approved by the National/Region/Wing Commander. (C911) s requiring prompt action to save lives, prevent human suffering, or to mitigate great property damage. These missions may be funded by a state or local customer or the CAP Wing s corporate (non-appropriated) budget. Other (L1) USAF liaison personnel flying. CAP FORM 99, MAY 15 Page 4 of 5
5 CIVIL AIR PATROL - FRO CHECKLIST QUESTIONS CAP FRO CHECKLIST QUESTIONS 1. Are PIC(s) qualified to fly the CAP aircraft for the type of flight proposed (consult the Ops-Qual FRO Report)? Does the PIC(s) possess the appropriate pilot currency for the flight? 2. Are all aircraft occupants CAP members? If not, have applicable procedures been followed for non-cap members, including CAPF 9 if applicable? 3. Is the correct mission symbol selected? 4. Is the route of flight complete, and does the PIC have permission to fly to destinations outside the wing? Does permission exist for all landings at every airport IAW CAPR 60-1? 5. Will a flight plan be filed (required for over 50 nm)? If not, what is the estimated landing time? Unless an FAA flight plan is filed and activated, the FRO is responsible for initiating missing aircraft procedures two hours after the estimated landing time if not notified the flight was safely concluded. 6.
