1 Civil Air Patrol Surrogate RPA DO12 The SP Program (Surrogate RPAs) A Cost-effective Solution for Training Military Personnel on Predator / Reaper Employment Disaster Relief Missions
2 The Mission The Surrogate Remotely Piloted Aircraft (RPA) mission is to establish operational procedures and practices to provide supported units realistic training so they can effectively perform their combat mission. Unless visual contact is made, there is no way to tell the difference. CAP Crews are highly trained as the 'White Cell' at GreenFlag. From the ground team member's perspective, as well as other participating aircraft, they are a Predator/Reaper
3 MQ-1/MQ-9 RPAs & crews are unavailable for exercise support. Manned aircraft needed FAA restricts RPA flights. Civil Air Patrol experienced volunteers (Flight & Ground staff) are ideally suited to support this mission. Some with government security clearances Many with combat/tactical experience Uses MQ-1/MQ-9 Tactics, Techniques, Procedures (TTPs) to provide a realistic, seamless training experience for our SP customers AT A FRACTION OF THE COST!

6 Over-all Objective Provide joint forces (both ground and air) with a Live Streaming Video asset and enhance DSCA/DR capability through CAP SP fleet upgrades and crew qualifications.
7 Program Requirements Memorandum of Agreement (MOA) CAP, ACC, 1 st Air Force Establishes responsibilities and procedures for use of Civil Air Patrol assets for the SP program. CAP aircraft, modified with Surrogate Predator systems, support GREEN FLAG EAST/WEST and other exercises by exception. SP missions are flown by pre-screened, highly qualified CAP crew members, with specific surrogate predator mission training prior to certification

30 Customer Feedback The CAP support was incredible, simply outstanding. 36 sorties and hours of support-- incredible. CAP flew more hours than anyone in the exercise. and CAP is great value added providing great training to the ground forces, intel community, and C2. above and beyond more than met mission requirements for ISR support. Pred TTPs utilized by Surrogate were often better than the real Pred crews and provided for better training for the JTACs and S2s.
