4 Introduction These product category rules (PCR) are intended for companies preparing an Environmental Product Declaration (EPD) for steel as construction material. The purpose of this document is to define clear guidelines for performing the underlying life cycle assessment (LCA) to ensure comparability between EPDs. The PCR is based on and represent a supplement to the European standard EN 15804: Sustainability of construction works Environmental Product Declarations core rules for the product category of construction products. The PCR complies with the ISO standards, ISO 21930: Building construction - Sustainability in building construction Environmental declaration of building products and the requirements of ISO 14025: Environmental labelling and declarations Type III environmental declarations Principles and procedures and the provisions in ISO 14044: Environmental management Life cycle assessment Requirements and guidelines. 10 5.5 Ownership, responsibility and liability for the EPD The manufacturer or a group of manufacturers are the sole owners and have liability and responsibility for an EPD. 5.6 Communication formats The communication format of the EPD shall be in accordance with EN 15942: 2011 Sustainability of construction works Environmental product declarations Communication formats: business to business. 6 Product Category Rules for LCA 6.1 Product Category The product group Steel as construction material comprises all kinds of steel components with a defined carrying capacity in buildings according to NS-EN (årstall), NS-EN (årstall) and NS-EN (årstall) Steel products Type 1.1: Hot rolled steel plates (thickness 3 60 mm) used in building frame structures, made by European manufacturers. Dimensions: t= The requirements of the EN standard are applied. The standard steel grade is S355. Type 2.1: Hot rolled open H, I, U, L - steel sections and wide flats are hot-rolled sections used in frame structures made by European manufacturers. Dimensions: IPE , HEA/B/M , UNP/UPE , L , L 65x50-200x150, T and wide steels: , t=5-40. The requirements of the EN standard are applied. The standard steel grade is S355. Type 3.1: Cold formed hollow steel sections (CFSHS): Circular, square and rectangular sections are used in building frame structures, made of hotrolled steel strip by cold-rolling and welding by European manufacturers. Type 4.1: Hot-finished hollow steel sections (HFSHS): Circular, square and rectangular sections are used in building frame structures, made of hotrolled steel by European manufacturers. Dimensions: Square HS: 40x3-400x20. Rectangular HS: 50x30x3,2-500x300x20 and Circular HS: 21,3x2-711x60. The requirements of the EN standard are applied. The standard steel grade is S355. Type 5.1: Steel for the reinforcement of concrete, weldable, made by European manufacturers. Dimensions: D= The requirements of the EN standard are applied. The standard steel grade is B500. The components can have shapes and qualities according to Type , and the structures shall have carrying capacity according to predefined standards. The structures are static and part of the building. They can be built-in structures or open structures. Type 1.2: Welded plated beams; HSQ, ISQ and HSK sections made of welded hot-rolled steel plates used in building frame structures. Plates are made by European manufacturers. Sections are prefabricated and erected on-site by Norwegian steel contractors. Type 3.2 Cold formed structural hollow sections (CFSHS): Circular, square and rectangular sections are used in building frame structures, made of hotrolled steel strip by cold-rolling and welding by European manufacturers. Steel components are prefabricated and erected on-site by Norwegian steel contractors. Dimensions: Square HS: 25x2-300x12,5. Rectangular HS: 50x25x2-400x200x12,5 and Circular HS: 21,3x2-711x60. The requirements of the EN and EN standards are applied. The standard steel grade is S355. Type 4.2 Hot finished structural hollow sections (HFSHS): Circular, square and rectangular sections are used in building frame structures, made by European manufacturers. Steel components are prefabricated and erected on-site by Norwegian steel contractors. Dimensions: Square HS: 40x3-400x20. Rectangular HS: 50x30x3,2-500x300x20 and Circular HS: 21,3x2-711x60. Straight ribbed bars, cut and bend, mesh, and combinations of these (special welded products) are prefabricated and erected on-site by Norwegian fabricators & prefab contractors. 13 6.2 Life cycle stages and their information modules to be included General The environmental information of an EPD covering all life cycle stages shall be subdivided into the information module groups A1-A3, A4-A5, B1-B5, B6-B7, C1-C4 and module D. Only the declaration on the product stage modules, A1-A3, is required for compliance with the standard. The declaration of the modules of the other life cycle stages is optional. Information modules within any of the life cycle stages are communicated depending on the types of EPD as specified in 5.2. 14 6.3 Calculation rules for the LCA Functional unit This PCR is valid for all steel components, manufactured in accordance with EN 1090 and EN The functional unit (cradle to grave) per kg with an expected specified service life Results should be displayed per functional unit based on scenarios for construction process stage, use stage and end of life stage Declared unit This PCR is valid for all steel products that correspond with the standards EN 10025, EN 10219, and EN The declared unit (cradle to gate) is per kg Reference service life (RSL) Service life has to be defined in compliance with EN15804 or as minimum based on verified European statistic data for the considered building. RSL information to be declared in the EPD covering the use stage shall be provided and documented by the manufacturer System boundaries General The life cycle stages for steel as construction material are shown in Figure 2. Data gaps may be filled by conservative assumptions with average or generic data. Any assumptions for such choices shall be documented. - In case of insufficient data or data gaps for a unit proves, the cut-off criteria shall be 1 % of renewable and non-renewable primary energy usage and 1 % of the total mass input of that unit process. The total of neglected input flows per module (A1-A3, etc.) shall be the maximum of 5 % of energy usage and mass - Particular care should be taken to include material and energy flows known to have the potential to cause significant emission into air and water or soil related to the environmental indicators Selection of data The application of generic and specific data shall follow the model in Table 1. Specific data derived from the production process shall be used. Generic data can be used for processes the manufacturer cannot influence, i.e. up- and downstream processes. 17 Data type average or specific data Data quality requirements General requirements and guidelines concerning use of generic and specific data and the quality of those are described in the standard EN 15804: 2012, clause and In addition the following rules shall be applied: For manufacturing of product, specific annual data shall be applied. Actual data age (when data was collected) shall be stated. If site-specific data with certificate of origin cannot be obtained, the mix of electricity used shall be the grid mix in the country where main energy consuming processes take place. The mix of electricity (calculation procedure) shall be documented. For directly consumed heat and electricity, infrastructure shall be included Hazardous waste shall be specified according to relevant national regulations Developing product level scenarios Scenarios shall support the calculation of information modules except the modules A1-A3. 18 6.4 Inventory analysis Collecting data Data collection shall follow the guidelines provided in EN ISO 14044:2006, clause Calculation procedures The calculation procedures described in EN ISO shall apply Allocation of input flows and output emissions General allocation rules including closed-loop and open-loop allocation procedures are given in the standard EN 15804: 2012 clause Allocation should be performed in the following order 1 Physical properties (e.g. mass) 2 Economic value Flows leaving the system and that are at the end-of-waste boundary of the products stage (A1- A3), should be allocated as co-products by physical properties or by economic value when the unit price difference is larger than 25%. For the calculation of module D, a justified value-correction factor should be used to reflect the functional equivalence of a product substituting primary raw materials. 6.5 Impact assessment The characterisation factors in the European Reference Life Cycle Database (ELCD) provided by the European Commission shall be used. Parameters shall be declared and reported according to standard EN 15804: 2012, clause Environmental impact shall be declared as stated in EN 15804: 2012, clause 7.2.3, table 3: Global warming potential, GWP, in kg CO 2 equivalents, 100 years. Depletion potential of the stratospheric ozone layer, ODP, in kg CFC 11 equivalents, 20 years. Acidification potential of land and water sources, AP, in kg SO 2 equivalents. Eutrophication potential, EP in kg PO 4 equivalents. Formation potential of tropospheric ozone photochemical oxidants, POCP, in kg C 2 H 4 equivalents. Abiotic depletion potential for non-fossil fuels in Sb equivalents. 1 Abiotic depletion potential for fossil resources in MJ, net calorific value The indicator describing the depletion of abiotic resources is subject to further scientific development. The use of this indicator is intended to be reviewed during the revision of the Standard EN 15804: page 18 of 24

19 Waste to disposal should be declared as: Hazardous waste (kg) according to EU directive 91/689/EEC and 75/442/EE. or relevant national regulations Non hazardous waste (kg) Radioactive waste (kg) 7 Content of the EPD 7.1 Declaration of general information The content of the EPD shall follow the instruction given in EN 15804: 2012 clause 7.1 and 7.2. The declaration of material content of the product shall list as a minimum substances contained in the product that are listed in the Candidate list of Substances of Very High Concern for authorization when their content or the sum of the different contents exceeds the limits for registration with the European Chemicals Agency. 7.2 Declaration of environmental parameters derived from LCA General Documentation of technical information for the construction process shall follow the requirements given in EN 15804: 2012 clause Transport shall be allocated based on weight or volume. 20 7.3.2 Construction process stage A4, Transport from production site to the construction site. If no European information is available, national transport scenarios and distances may be used and documented in the EPD project report. Information shall be given according to EN 15804: 2012, table A5, Installation The installation phase includes all materials and activities connected to installation of steel components and kits of steel components. Information shall be given according to EN 15804: 2012, table 8. This includes use of machines, transportation, lifting equipment and energy and fuel consumption of machinery. Personnel activities and transport of personnel shall not be included, as well as environmental impact from production of capital goods. If the EPD deviates from the predefined scenarios, this shall be clearly stated and justified Use stage - B1, This module shall not be part of the LCA, but the release of substances from the installed product shall be included as additional information as specified in and B2- B5, information required for maintenance, repair, replacement and refurbishment shall be given according to EN 15804: 2012, Table 9 (use stage reference to the building fabric) and Table 10 (reference service life). Maintenance/replacements are to be modelled according to manufacturers guidelines. The necessary maintenance of the steel construction that will be required to reach the expected reference service life shall be described. - B6 B7, not relevant The reference service life of steel as construction material is depending on materials used and location. The number of replacements of steel as construction material shall be declared accordingly to the building s reference service life. Cleaning activities of steel as construction material during the use stage shall be included. If hazardous or toxic materials are used for cleaning, the activity shall be included and documented End-of-life End of life shall be specified according to EN 15804: 2012, Table Additional information Indoor air The emissions to air shall be provided for products exposed to indoor air after their installation in buildings during the use stage. This shall be done according to the horizontal standard for measurements of release of regulated dangerous substances. Until the horizontal standards are page 20 of 24

21 available, the EPD does not need to include this information, but the emissions should be declared according to national standards and practices Soil and water A description of toxicity effects occurring in the use of the product, e.g. in processes such as leaching, shall be given. Releases to ground and surface water during the use of the steel components shall be declared in accordance with national standards and practices Aggregation of information modules Indicators declared in the individual information modules shall not be added up in any combination of the individual information modules into a total or sub-total of the life cycle stages A, B, C or D, with exception of A1, A2 and A3 that may be aggregated. 8 Project report The project report is the systematic and comprehensive summary of the project documentation supporting the verification of an EPD. The project report shall record that the LCA based information and the additional information as declared in the EPD meet the requirements of EN It shall be made available to the verifier with the requirements on confidentiality stated in ISO The project report is not part of the public communication. The project report shall follow the instructions given in ISO 14044, clause 5.2 and EN15804:2012 clause 8. 9 Verification and validity of an EPD The process of verification of an EPD shall be in accordance with EN ISO 14025, clause 8 and ISO 21930, clause 9. After verification the EPD is valid for 5 years. An EPD does not have to be recalculated after 5 years, if the underlying data has not changed significantly. 23 APPENDIX A1 (informative) 1 Norwegian conditions and requirements This appendix describes Norwegian scenarios and other recommendations given by the program operator The Norwegian EPD Foundation. 2 Communication format and content of the Norwegian EPD The communication format of the EPD shall be in accordance to EN 15942:2010 EN referees to EN and the presentation template shown in 3 Treatment of electricity The electricity mix used shall be shown in the EPD as emissions of g CO 2 -equivalents per kwh or g CO 2 -equivalents per MJ. 4 Transport Transport from Production site to central warehouse in Norway shall be shown. For Norwegian manufacturer this is set to 50 km. 5 Reference service life Reference service life shall be 100 years 6 Key Environmental Parameters Key Environmental parameters (maximum 5) shall be shown in a table surrounded by a red frame in the EPD. Parameters to be shown are; Global warming potential, GWP, in kg CO 2 -equivalents Total energy consumption in MJ Dangerous substances on EU Candidate list and the Norwegian Priority list and quantity in kg 6.1 Dangerous substances in the Candidate or Priority lists If the product contains substances given on the EU Candidate and Norwegian Priority lists, they shall be declared and justified.
