2 BRIEF DESCRIPTION OF THE PROJECT Please see Explanatory Memorandum for Guidance (additional sheets may be used to a one page maximum) The background of the project ICOM CECA International School With more than 30,000 professionals, ICOM is the most important world museum organisation. The project aims to use this massive reservoir of expertise for launching an ICOM International School about museum professions. The project is so ambitious that it requires to be developed by successive steps. The first step is the implementation of a model that could be experimented for CECA members. In this first phase all devices should be very carefully planned and validated. The second step would then be to involve other ICs. Objective of the School (first step) Train professionals who can successfully cope with all the educational challenges involved in museums activity. In particular the School will offer modules related to: - categories of public and their characteristics; - educational media both traditional and related to ICT; - design of educational materials; - skills for oral communication (guided tours, audioguides etc.); - skills for written communication (labels, board, leaflets, guides etc.); - educational research: methods and tools; - assessment devices ; - evaluation devices; - Best Practice: how to create high standard museum education. Objectives of the School (second step) - To create a world reference centre for training all categories of museum professionals. - To enhance the international and intercultural exchange of experience; - To give better value to ICOM members. - To ensure new means for financing ICs; - To develop a distance education system specifically designed for training museum professionals. - To launch a general ICOM model of education. 2/5
3 HOW IS THIS PROJECT LINKED TO THE ICOM STRATEGIC PLAN? (PLEASE SPECIFY) LANGUAGES USED ANTICIPATED RESULTS: 1) TARGETED AUDIENCE 2) ENVISAGED KEYNOTE SPEAKERS (IF THE PROJECT IS LINKED TO THE ORGANISATION OF A CONFERENCE) 3) ANTICIPATED TIMETABLE FOR THE PROJECT ORGANISATION First of all the project is strictly related to ICOM main mission Establishing standards of excellence. In this case the aim is to establish standards of excellence in training museum professionals. The project perfectly fits in all four points of the strategic plan Increase membership value and transparency for ICOM members. Members would have the opportunity to study topics that are useful to develop their professional skills in a context specially created for them. Develop museum and heritage expertise. In the first step the School will develop the expertise in the field of education and cultural action. In the second step it will be possible to take into account the expertise represented in any international committee. Strengthen ICOM s global leadership in the heritage sector. If successful, the School will represent a powerful tool to increase ICOM s leadership at a global level. Develop and manage resources to implement the Strategic Plan effectively. If successful, the School will represent a good income for ICOM. English, French and Spanish. The project will be developed in English. The contribution of ICOM Spain and ICOM France will be very important in supervising the translations in the other two official languages of ICOM. First step: all ICOM - CECA members who want to be trained or updated in a specific topic related to education and cultural action. Second step: All members of the national or international committees who want to join the initiative. The president of the national and international committees involved will launch the School by recording a video that will be put on ICOM website. If the project is accepted, ICOM President and Director General will be also invited to present the School. 15 th May Result of the project evaluation 1. Within September Design of the project (rationale, objectives, target audience, educational approach, evaluation method etc.). 2. Within October Design of the platform (technical characteristics, server, potentialities etc.). 3. Within November Design of the prototype learning unit and the structure it must have (theoretical content, exercise, readings, self assessment, evaluation). 4. Within January Writing and editing of the first learning unit. 5. Within March Translation of the first learning unit in French and Spanish. 6. Within May Implementation of the platform. 7. June 2013 Experimental implementation of the course 3/5
4 enrolling 50 ICOM CECA members from all over the world. 8. September 2012 to June Management In May/June 2013 other ICs who want to be involved in the project check the learning system. August 2013 Presentation of the project and its the results at the conference in Rio. PROJECT BUDGET (EXPRESSED IN ) INCOME Committees are encouraged to identify additional funding from other sources, as well as the names of those sources. Please note that ICOM will not support 100% of the projects costs. REQUEST TO ICOM: 7,000 euros OTHER INCOME: Please indicate confirmed amounts 15,000 euros already dedicated to the project in the CECA 2011 budget. IN-KIND SUPPORT: 5,000 euros CECA members time and expertise. Total: 27,000 euros TOTAL INCOME EXPENDITURE Description of nature of Expenditure TOTAL EXPENDITURE 22,000 euros 1. Design of the project (rationale, objectives, target audience, educational approach, evaluation method etc.): 2,000 euros +1,500 in-kind 2. Design of the platform (technical characteristics, server, potentialities etc.) 2,000 euros 3. Design of the prototype learning unit and the structure it must have (theoretical content, exercise, readings, self assessment, evaluation) 2,000 euros 4. Writing and editing of the first learning unit 2,000 euros + 1,500 in-kind 5. Translation of the text in French and Spanish 1,500 euros 6. Implementation of the platform 9,000 euros 7. Management 1,000 euros in-kind 8. Experimental implementation of the course enrolling 50 ICOM CECA members from all over the world 1,500 euros + 1,500 in-kind 26,000 euros RESULT (must be balanced) 1,000 euros to cover unforeseen small problems 4/5
5 ADDITIONAL FINANCIAL INFORMATION The investment is a very effective one because the structure used to develop the first unit can be then duplicated several times, with reduced costs. In other terms, the more the system is used, the less it costs. 5/5

7 BRIEF DESCRIPTION OF THE PROJECT Please see Explanatory Memorandum for Guidance (additional sheets may be used to a one page maximum) In 2010, 1111 CECA members were asked to fill in a CECA membership survey. 385 were the respondents. Some questions of the survey were dedicated to have some indication on the participation in CECA annual conference. These are the results: - 53% never took part in CECA annual conferences; 20% once and 17% 2-4 times; - data about obstacles to participation in CECA annual Conference highlighted the following results: lack of founding (49%); lack of information (29%); lack of time (19%). CECA members are located in multiple countries. The CECA Board decided to organise a live streaming session at the annual conference in Zagreb. The session, financed by ICOM with 3000 euros, was very successful and members expressed their approval After the live streaming, the videos of all sessions were put on the website at the address The news was published in the ICOM home page because CECA was the first ICOM IC to use such a device.. Streaming media technology provides one common link to the conference and allows to have in real time or on demand the simultaneous transfer of audio, video and data by a server application. In this way data are transmitted by a server application and received and displayed in real-time by client applications. Web Stream conferencing technology offers power point sharing, instant messaging (text chat), recording, live web cam, multi-language support. Web conference is a more convenient way to conduct meeting for CECA members who are in different countries. So CECA members could attend presentations, chat and discuss the conference. Web conferencing can reduce the travel costs of the CECA members. So everyone can participate. In addition, Web conferencing technology can be used to record and archiving information, the live meeting, presentations. HOW IS THIS PROJECT LINKED TO THE ICOM STRATEGIC PLAN? 1. Increase membership value and transparency for ICOM members In particular the project is related to the following points 1.1 Offer differentiated services to address members needs. 1.2 Ensure a high level of communication, transparency and collaboration among all ICOM entities. 1.3 Develop new collaborative networks. 1.4 Encourage membership inclusiveness, diversity and participation in international committees. 9 ADDITIONAL FINANCIAL INFORMATION The project is very effective because, after the conference, all the videos will be put on the CECA website. Members who cannot attend the conference and cannot participate in the live streaming for time difference will also have an opportunity to know the conference content. 4/4
