3 JRC H2020 Objectives (Global security) - Support establishing EU risk management policy that links threat and risk assessments to decision-making and develop and EU-wide overview of natural and man-made risks in cooperation with Member States - Improve the effectiveness of policy measures and practices for prevention, preparedness and response against all types of natural, technological or man-made disasters at European and Member States level, and increase EU's resilience to crisis and disasters - Support with scientific and analytical capacities/systems the Emergency Response Centre (ERC) - Increase resilience of third countries to disasters and strengthen their preparedness to respond to crises and global and trans-regional threats - Provide technical and scientific support to the implementation of the EURATOM and IAEA nuclear safeguards regime, NPT,
4 JRC H2020: Standardisation (Global security) - Standardisation: Cross-cutting JRC activities - JRC supports the European standardisation process - Approximately 70% of the JRC's activities supports standardisation and harmonisation: - pre-normative research to the development of harmonised methodologies, - participation in the development of standards, development of reference materials, measurements, certification, foresight studies on the future needs for standards. - the operation of the European Commission Help Desk on standards and measurements.

7 ITRAP+10 program (Illicit Trafficking Radiation Assessment Program) Goal Assess the performance against and beyond standards Revision of existing standards, Develop test procedures where missing Drive manufacturers Improve performance, reliability and user-friendliness of the equipment Provide feedback on test procedures and standards Partners U.S. program coordinated by the DHS DNDO In cooperation with Department of Energy IAEA has a voice in test and analysis methods, has free access to the data - Achieve greater homogeneity in EU, U.S. and worldwide detection standards - Enhancing international nuclear security
8 ITRAP+10 Conclusions 1. Testing to standards takes a long time. 2. Huge amount of data are being collected. None of the instruments tested under ITRAP+10 passed the complete set of tests! 1. This fact implies that:» The standards need to be updated to meet the limitations of the actual technology.» In some cases Instruments need to be improved Testing to standards does give a good idea of the performance of a system, although testing is under controlled conditions. 9 ITRAP+10 Phase 2 (2014+) - Continuous feedback to the Community dealing with the development of standards. - To develop the test methods for Mobile systems (not tested during ITRAP+10 Phase 1) - Additional tests to analyze in deep the limitations of the actual technology (already developed during ITRAP+10 but not implemented due to time constrictions). - To trigger a network of EU labs able to test all the aspects mentioned on the standards and not only the radiological ones.

14 ERNCIP European Reference Network for Critical Infrastructure Protection Support to the implementation of European Programme for Critical Infrastructure Protection / directive EC8 Mission ERNCIP's mission is to foster the emergence of innovative, qualified, efficient and competitive security solutions, through the networking of European experimental capabilities. 14 ERNCIP aims at providing a framework within which experimental facilities and laboratories will share knowledge and expertise in order to harmonise test protocols throughout Europe, leading to better protection of critical infrastructures against all types of threats and hazards.

16 ERNCIP: Five of the current Thematic Groups are in the field of CBRNE CB Risks in the Water Sector: Harmonizing test methods of innovative and rapid alarm systems and screening techniques, which make it possible to quickly identify a change of the drinking water quality after an incident Aviation Security Detection Equipment: Assessing existing test methodologies for suitability for a future EU certification system; survey of test procedures used today; and review of state-of-the-art for explosive trace detection. Explosives Detection Equipment for non-aviation contexts: Defining EU needs for explosives detection for mass land transport, marine transport, large public events etc., analysis of available technologies, first elements of a European common test methodology for non-aviation contexts. Resistance of Structures against Explosions: Guidelines for harmonizing test procedures of structural elements, starting with resistance of glass against far field blast loading. Radiological and Nuclear Threats to Critical Infrastructure. Harmonizing the principles used in listmode data acquisition based on digital electronics, developing optimal formats and protocols for reach-back as well as remote-controlled radiation measurements and sampling using unmanned vehicles. 16
