5 Aviation Security in EU policy two tracks Security Single market The Security Industrial Policy A harmonised certification procedure at EU level for aviation security screening products. 21

6 Security - EC on AVSEC technology Ensure that security measures are risk-based, outcome based and facilitation based (continuous policy review). Define common technology standards, testing and certification. Develop new and innovative approaches to threat detection and on security methods to further increase efficiency and security. Target research to meet EU policy objectives that develops efficient processes and technologies, keeps costs down and throughput high, and which EU industry can exploit. Have shared aviation security goals with the US and for both parties to develop a commensurate capability to facilitate a one-stop security programme (mutual recognition of testing regimes and certifications). 6

7 The Commission is implementing legally binding technical specifications and performance requirements in EU legislation for various types of security screening equipment used at EU airports, including: Eligible equipment Performance requirements (threat materials, detection/false alarm rates, standards, etc.) Guidance 23

8 Technical specifications and performance requirement standards in regulation implies need for: Conformity assessment and certification Accreditation of test centres Quality control system ECAC has developed a voluntary testing scheme, the Common Evaluation Process, CEP, which applies to: Hold baggage scanners Security Scanners Liquids Explosives Detection Systems 23

9 Single market - The Security Industrial Policy Communication from the Commission to the European Parliament, the Council and the European Economic and Social Committee COM (2012) 417 Final Approved July 2012 Backed by the Council of the European Union, which, in December 2012, emphasised: " the need for a better functioning internal market for security products and technologies with a view to enhancing the competitiveness of the sector, whilst respecting that national security remains the sole responsibility of each Member State, and invite[d] the Commission, in close cooperation with Member States, to ensure the efficient implementation of the actions laid out in the Communication". 9

10 Calling for 8 Thematic Actions Action 2 to overcome market fragmentation through the harmonisation of EU certification/conformity assessment procedures for security technologies Identified areas within Action 2 Alarm systems Airport screening (detection) equipment " there exists a whole body of EU legislation which sets out the performance requirements for such (airport screening) equipment. However, this legislation does not contain the required conformity assessment mechanism so that certification of screening equipment in one Member State would be mutually recognized in any other Member State." 10

12 Policy development (subject to approval of impact assessment) The European Commission will draft a Directive-based legislative proposal. The equipment technical requirements will be defined in accordance with the existing EU legislation (Regulation 185/2010). The testing methodologies will be based on ECAC CTM's reviewed by the JRC and member states experts. Testing laboratories will be accredited on the basis of existing European and international standards. 12
