1 DEPARTMENT OF THE AIR FORCE AFROTC DETACHMENT 002 (AETC) CALIFORNIA STATE UNIVERSITY SAN BERNARDINO MEMORANDUM FOR DEAN RAFIK MOHAMED, COLLEGE OF SOCIAL AND BEHAVIORAL SCIENCES FROM: AFROTC DET 002/CC (Lt. Col. Charles Peterson) 1 March 16 SUBJECT: Proposal to Establish a New Department of Aerospace and Military Science Studies 1. The purpose of this memorandum is to request the establishment of a new academic department at California State University San Bernardino (CSUSB). This new department will consolidate both the Air Force Reserve Officer Training Corps (AFROTC) and the Army Reserve Officer Training Corps (AROTC) programs into one Department, with the Air Force ROTC Detachment Commander holding the position of Department Chair. 2. The following paragraphs provide the information required per the Faculty Administrative Manual, Section , Guidelines for the Formation and Review of Institutes and Centers, paragraph 1.C. a. The exact name of the proposed academic program is the Department of Aerospace Studies and Military Science. The proposal is being prepared by Lt Col Charles Peterson, Detachment 002 Commander and Professor of Aerospace Studies. b. The proposed date of implementation will be as soon as possible, but no later than 1 July According to Air Force ROTC s contract with CSUSB, Aerospace Studies should have been established as a department at its inception on 4 June c. The Air Force ROTC program is currently manned with 5 members: 3 officers (also faculty members) and 2 enlisted members (staff). These employees are supplied by the United States Air Force and are not provided by CSUSB. The Army ROTC program is currently manned by seven (7) members: 1 Human Resource, 1 Supply Technician, 1 Recruiting Operations Officer, 1 Freshman Instructor, 1 Sophomore Instructor, 1 Junior Instructor, and the Officer in Charge. Like the Air Force staff, these employees are supplied by the United States Army and are not provided by CSUSB. There will be a total of 7 full time faculty members in the new department. d. Air Force ROTC currently teaches five courses at CSUSB. These classes are Aerospace Studies 100, Foundations of the United States Air Force (1 credit unit); Aerospace Studies 200, Evolution of USAF Air and Space Power (1 credit unit); Aerospace Studies 300, Air Force Leadership Studies (3 credit units); Aerospace Studies 400, National Security Affairs/Preparation for Active Duty (3 credit units); Aerospace Studies 90, Leadership Laboratory (0 credit units, required of all ROTC cadets, every quarter). The Army ROTC program teaches six courses at CSUSB. These classes are Military Science 150, Basic Military Skills (2 credit units); Military Science 250, Leadership and Management (2 credit units); Military Science 350, Small Unit Operations (2
2 credit units); Military Science 450, Military Law, Policy, and Leadership (2 credit units); Military Science 595, Independent Study (2 credit units); Military Science 100, and Leadership Laboratory (1 credit unit, required of all ROTC cadets, every quarter). While neither program confers degrees, they do confer commissions to Air Force and Army cadets. This is a power granted by the U.S. Constitution (Article II, Section 2) and done on behalf of the President of the United States. The Air Force ROTC program has established a Minor in Aerospace Studies that will be available starting in Academic Year The Army is looking into creating a Minor in Military Science, similar to the Air Force s minor. e. Establishing AFROTC/AROTC as a combined department will not have any effects relating to the number of faculty remaining, the current curriculum, or space. These programs already exist and would be combined into one Department while maintaining their current number of faculty, curriculums and office spaces. f. The Dean and existing department chairs within the College of Social and Behavioral Sciences have been consulted on this proposal and support the formation of a new department. Specific comments include: the presence of ROTC on our campus has always been of significant benefit to our students and has enhanced the reputation of this University; the officers and enlisted personnel [are] excellent colleagues. They have a solid ethic of service and a profound respect for our academic environment here at CSUSB; creation of the new department will enhance the university s nationally recognized military friendly atmosphere. Additionally, a vote was taken (by secret ballot) to determine support for the new department within the current AFROTC and Army ROTC programs. The final vote talley was 11-0 for establishing a new department. g. Resources required over the next three years would include an increase to the current operating budget to match that of other similarly sized departments within the University and a consolidated operating location. Current O&E funds are $850 per year ($425 AFROTC and $425 AROTC). Over the first three years of operation, we would expect those O&E funds to gradually increase to between $5K-8K per year. A full- or part-time administrative professional will need to be hired in order to provide admin support to both the AFROTC and AROTC. This university employ will serve as a critical link between the department and the university. Not only will they perform standard administrative activities, but they will also need to be trained on how to handle Air Force and Army specific roles. Finally, within the next three years, it would be wise to consolidate both programs into one location. Currently, the AFROTC and AROTC programs are spread out over approximately 20 offices in the Faculty Office building. Combining both programs into one department and then consolidating their office space could free up some additional office space within the Faculty Office building. Historically, the Air Force and Army programs have shared office space at CSUSB. In April of 1995, the Air Force and Army programs moved into the Physical Education Building and remained their until they were moved to the Faculty Offices building.
3 This level of support is similar to the support received by other ROTC programs within the CSU system (San Diego State, Fresno State, San Jose State and Sacremento State). h. The formation of a Department of Aerospace and Military Science Studies is important for several reasons. First, it will satisfy the current contract between the Air Force and CSUSB. Secondly, it will be the first department of its kind in the United States. Thirdly, it will alleviate any possible consequences of not having an Aerospace Studies or Military Science Department on campus. i. CSUSB is currently in breach of its contract with the United States Air Force. On 24 May 2001, the President of CSUSB, Albert K. Karnig, entered into a legal agreement with the United States Air Force to establish a Senior Air Force Reserve Officer Training Corps Detachment at CSUSB (See Attachment 1). Paragraph 2a. of that agreement states that contingent upon the acceptance of said agreement, the governing authorities of CSUSB agreed to establish a Department of Aerospace Studies as an integral academic department of the Institution, with all the administrative and associated privileges enjoyed by other departments of the Institution. Creating a Department of Aerospace and Military Science Studies will satisfy paragraph 2a of that contract and allow CSUSB to fulfill its contractual requirements. ii. A combined Air Force/Army ROTC department will be the first department of its kind in the United States. Establishing this department will not only bolster CSUSB s nationally recognized reputation as a military friendly campus, it will also create the blueprint for consolidated ROTC departments that can be utilized by other universities. iii. The AFROTC program at CSUSB is the only AFROTC Detachment in the United States that is not considered a Department by their host institution. Additionally, it receives the least amount of support (monetarily and administratively) from the host institution of any detachment in the United States. 7 February 16, 2016 To Whom It May Concern I offer my support for the efforts of the Air Force and Army ROTC detachments to form an academic department within our college and University. Apparently, the University agreed to do this several years ago, as part of the original contract that enacted the detachment of ROTC on this campus. My understanding is that department status has yet to be granted by the University. Our campus has a national reputation as a military-friendly campus. Many of our students are veterans. Many of these students are combat veterans. Many others currently serve our country in the reserves. Several of these students also participate in our ROTC programs. ROTC programs provide our students with the opportunity to serve our country and learn valuable leadership skills that will enhance their career opportunities during and after their service commitment is completed. On a personal note, I have found our ROTC students to be some of the brightest and most motivated students on campus. Furthermore, I have had to good fortune to serve with several members of the ROTC program on scholarship committees. In particular, I have served with them to identify students who are veterans who may qualify for additional scholarship opportunities. It is my experience that the officers and enlisted personnel with which I have interacted have been excellent colleagues. They have a solid ethic of service and a profound respect for our academic environment here at CSUSB. I wholeheartedly support the efforts of ROTC to form an academic department. 8 College of Natural Sciences Department of Geological Sciences February 17, 2016 Letter of Support for Professor Charles Peterson and Air Force ROTC at CSUSB It was recently brought to my attention that Air Force ROTC has not yet been granted status as a department on our campus, despite a prior agreement to do so. While I understand that creation of a department is not a trivial administrative issue, it is also an obligation that the university has made to our government, students, and ROTC faculty colleagues. I support Professor Charles Peterson s efforts to establish ROTC as an academic department here at CSUSB. As a member of the President s Task Force on Veterans Success, I have seen CSUSB grow to become one of the most veteran-friendly campuses in the nation, as documented by numerous reports. We have made a commitment to supporting those who have served our country, but must extend this effort to those who are preparing to serve the nation in the future. ROTC has benefitted our students and enhanced the reputation of this University. It provides generous scholarship opportunities and leadership training which are ideally suited to the needs of our students. I has been my pleasure in the past 15 years to have many ROTC students enroll in the courses I teach. These students are motivated, and their leadership often unites their fellow students to form a cohesive learning environment. I myself am an alumnus of the Army ROTC program on another campus, and would not have gone to college or become a professor if it were not for the opportunity presented by ROTC. The University has already developed a minor in Aerospace Studies, effective beginning in AY 16-17, and plans are underway for doing the same for the Army program. In addition, the proposed new department would provide important formal opportunities for our military faculty and personnel to enrich the educational experience of all CSUSB students. I encourage the university to support efforts to fulfill the terms of the 2001 contract between CSUSB and the USAF which states that our university must establish a Department of Aerospace Studies as an integral academic department of the Institution, with all the administrative and associated privileges enjoyed by other departments of the institution. 12 Robert Ricco, Ph.D. February 12, 2016 Recommendation on behalf of Professor Charles Peterson I am writing to lend my support to a proposal sponsored by Professor Charles Peterson to establish ROTC as an academic department here at CSUSB. As I understand it, the proposal calls for Army and Air Force ROTC to join into one department (Aerospace and Military Science) with the AFROTC Commander as the Department Chair. In my opinion, the presence of ROTC on our campus has always been of significant benefit to our students and has enhanced the reputation of this University. Our campus has a nationally recognized military friendly atmosphere. This has been the case for decades. It is time to build upon this strength and to fulfill the terms of the 2001 contract between CSUSB and the USAF which states that our university must establish a Department of Aerospace Studies as an integral academic department of the Institution, with all the administrative and associated privileges enjoyed by other departments of the institution. The presence of an academic department in Aerospace and Military Science on campus makes sense in several respects. The University has already developed a minor in Aerospace Studies, effective beginning in AY 16-17, and plans are underway for doing the same for the Army program. In addition, the proposed new department would provide important formal opportunities for our military faculty and personnel to enrich the educational experience of all CSUSB students. The success of the Veteran s Center on our campus has also set the stage for this next stage of ROTC presence at our University. Veteran services at CSUSB have developed substantially through the Success Center and the focus on understanding and treating combat-related trauma by faculty in the Psychology Department and the College of Education. I hope that the members of our Faculty Senate will recognize both the contractual obligations our campus has entered into and the clear advantages to establishing an academic department of military science. 13 To: EC From: EPRC Date: 5/10/2016 Re: EPRC Advisory Report on the Proposal for a Department of Aerospace and Military Science Studies EPRC reviewed this proposal at our April 22 nd meeting and again at our April 27 th meeting. In addition, we interviewed Lt. Col. Peterson (who is a signatory on the proposal and commander of AFROTC at CSUSB). We also reviewed the status of ROTC programs at other schools to see how they are institutionally located. After due consideration, it is clear that the proposed department lies largely outside of the FAM and does not meet the typical requirements of an academic department. Faculty are not unit 3 and are not hired or reviewed according to the FAM. Department chairs are not selected according to the FAM. Moreover, ROTC faculty do not typically have terminal degrees and would not qualify for normal tenure stream positions. In short, the proposed department appears to be a department by contract and not by adherence to FAM policy. The proposal does, however, minimally meet the FAM requirements for proposing a department. In other words, the proposal document spells out what is asked. And, in this regard, it points to an area of the FAM that might need to be clarified: what is the definition of a department? Can an entity be called a department and lie outside the rest of the typical FAM requirements for faculty? EPRC would like to refer this question back to EC and FAC for clarification on this point. Among things we are wondering: Should a document that establishes an atypical department like this provide operational definitions of faculty and chair? Should such a department have an independent constitution that outlines its responsibilities and entitlements, as well as limitations? That said, in our investigation, we determined that it is not atypical to find ROTC departments in universities and colleges elsewhere in California and nationwide. Their institutional locations vary from CEL, to special programs, to academic and professional colleges. We would also note that although the proposal indicates department instructors would be designated Full Professor (for the commander) and Assistant Professor (for all other instructors), the original contract signed by President Karnig includes a clause (4) that would allow the university to call these faculty adjunct professor. In the case that CSUSB elects to allow a department, EPRC would recommend the adjunct designation. This might ameliorate another concern: the role of ROTC faculty in service to the university, particularly in governance roles. In terms of funding for the proposed department, EPRC considered whether that funding is likely to drain money away from other College constituents. According to the proposal, CSBS chairs voted unanimously in favor of establishing the department. Given that, and the fact that the level of O&E support is estimated to increase to no more than $8,000 within 3 years, it seems unlikely that the department would drain resources excessively. EPRC is wondering, however, about this proposed budget figure proportionally: how does the FTE and CEL funds that the ROTC programs bring in compare to that of similarly sized departments in the CSBSC in relation to the O&E and administrative support distributions that those departments receive? While we realize that budget decisions typically lie with
14 Deans, the atypical nature of the proposed Department of Aerospace and Military Science Studies, unless housed in CEL, might argue for ongoing budget review by the Faculty Senate.
