1 4 Learning Seasons Mid-term Report This project involves Nordic and Baltic participants as equal partners, both being hosts and also participants in the learning visits. The Russian participants acquire the Nordic Baltic experience through study visits to Estonia, Latvia, Lithuania. The learning visits in this project focus on: Local civic society development through adult learning. Attitude and motivation questions: why partnerships between NGOs and the local stakeholders in adult learning? The process and the outcome of the partnerships for adult learning, the partnership contribution to increased access and quality of adult learning opportunities. The role of the NGOs, local authorities and other local actors in encouraging adult learning. The questions of motivation when increasing access to learning is provided. Better access to learning as an integrating factor. Success criteria for the project Each country has own interests and needs for the participation, however, dialogue on equal bases, studying the AE reality in depth and making friends as an insurance for further communication have been pointed out by most partners. The project should end with as concrete results as possible for each partner, like: Improved local partnership between the NGO and the municipality in the form of agreements, job tasks, projects, etc.; Enlarged group of AE stake-holders locally (new organisations, new supporters for AE); Cooperation projects with several partners; Thematic networking. Participant selection There are 18 Nordic and 18 Baltic participants in the project. The division among the countries is the following: Denmark, Estonia, Latvia, Lithuania 3 pairs each ; Finland, Norway, Sweden 2 pears each. The project participant list in Appendix 1. All participants communicate in English. The participants form a team of two persons (a pair) from the local area (small/ medium size town). The pair is chosen by the country coordinator according to the criteria mentioned above. The participants are motivated and committed to participate throughout the project. Their participation should strengthen / enlarge the adult education community locally. The NGO participants are adult education practitioners, full-time employed, committed to the project and interested in the further cooperation projects. The leader/ headmaster of the institution can be the participant or should remain involved in the planning and implementing stages. The civil servants or local politicians are committed to the project and are involved in the activities both at the planning and implementation stages. The goal for choosing the particular target groups is to involve the local decision makers for the sustainability of the project and local action promotion and to encourage new cooperation projects on themes/topics of mutual interest. The participant recruitment questionnaire in Appendix 2. 1
2 Process of the study visits The study visits last one week. The study visits in the Baltic countries end with evaluation and information exchange seminar. The NCM Information is invited to this seminar, asked to cohost the meeting. The study visits in the Nordic countries end with an evaluation and information exchange seminar for all the Baltic participants. A report is produced during each final seminar, which will be part of the Project report. The participants analyse and document their experience and future project ideas. The Russian participants are recruited during Year 1, and get involved during Year 2 and go on study visits to the Baltic hosts. They are primarily ALLA-project NGOs and their partners. Kalingrad organisations, who have cooperation with Baltic, Nordic or Russian organisations will also be involved in the project. Budget and administration The budget has been diminished by 1/3 (from NOK to ). The planning group decided to implement the project as planned, trying to cover the participant costs as much as possible, but also informing the potential participants about the possible own costs. The coordinators of the country negotiate with the participants their own contribution. Due to the reduced financing, and in order to keep the budget framework the project coordinators consider moving the Baltic learning visit summary seminar to one of the Baltic states. The project planning is done during two planning meetings. In between the meetings in Vilnius 2004 and in Riga 2005 monthly web-meetings are held for close monitoring of the project. 2

Four long-term courses: general, maritime - boat building, music and distance ed. For sailors (Swedish, English, maths). Interested in sociopedagogical, cultural, democracy issues.
