1 M.A. /M.S. in Education Purdue University College of Education The Global Campus of Purdue University International College of Education Purdue University brings a wealth of resources and expertise to a global partnership in education. Founded in 1869 and named after benefactor John Purdue, The University began its first year with six instructors, 39 students. Purdue has grown to include more than 39,000 students on the main campus in West Lafayette, Indiana. Purdue students are drawn from 50 states and 126 countries. According to the most recent enrollment statistics, Purdue University s total international enrollment ranks first among all public institutions and second among Universities in the United States. Currently Forty-five Russian students, sixteen Ukrainian students and one Lithuanian student are currently enrolled at Purdue University. Purdue University s School of Education is currently ranked in the top tier of schools and colleges of education nationally. Reflective of the historical commitment by Purdue as an American land grant university to educate teachers in the content area subjects, the School of Education is unique among its peer institutions in that teacher preparation is thoroughly grounded in the academic disciplines. The benefit for our global partnership program is that experts in history, political science and pedagogy have established working relationships that enable faculty members to collaborate together to meet program goals We propose to internationalize our college programs by building upon this base while expanding the scope of our efforts to include all of our program areas. The School of Education is committed to establishing and maintaining international programs as exemplified by the Russian Maymester, the Civic Mosaic Program, the recruitment and support of Lithuanian and Russian graduate students and our partnership with colleagues at Jyvaskyla University in Finland. In part, the Vision Statement of the School of Education reads: To be successful in meeting the demand for life-long learning we must understand what those needs are and how those needs are imbedded in a dynamically evolving global context. For this reason the[ College] of Education affirms its need to be engaged continuously with those we seek to serve and with our colleagues across the university and nation who may best inform our decisions, help us chart our course and in turn, achieve our vision to be one of the finest [Colleges] of Education in the country and internationally. The College of Education, Purdue University proposes to serve as the core of a international network organizing resources that serve to support the purposes of scholarly exchange and communication among teachers and students. The initial program will focus on the establishment of a Russian-- Baltic -- American Civic Education Network. The expansion of this network is anticipated and we will welcome colleagues with 1

2 varying academic foci and representing different geographic regions. The primary requirement to join and expand our initial network is a willingness to engage in sustained programs and not brief exchanges. Professor Nelson draws upon considerable experience as a classroom teacher, professor of social studies education and former Director of the James F. Ackerman Center for Democratic Citizenship and Executive Director of The Indiana Council for the Social Studies. Professor Nelson has worked very closely with Professor John Patrick, the recently retired Director of the Social Studies Development Center and the ERIC Clearinghouse for the Social Studies for a number of years. Professor Nelson has participated in Latvian and Russian Civic education conferences on numerous occasions since Professor Nelson s experience with the delegation of teachers from St. Petersburg (1999 and 2000) strengthened his resolve to devote the resources necessary to maintaining and expanding the programs and the network of professional partnerships that were initiated then. A vital resource to the success of the proposed grant is the presence of Professor Anatoli Rapoport. Mr. Rapoport, a Russian national, taught in the schools of St. Petersburg for a number of years. He came to the United States in the fall of 1999 as a participant in the Partners in Education Grant. He is fluent in English as well as his native Russian language and he is familiar with teachers, administrators and professors throughout Russia. Since his arrival to begin his graduate studies in the United States he has been responsible for maintaining contact with the network of Russian teachers. Through his graduate studies and his graduate assistantship, Professor Rapoport is familiar with the curriculum, pedagogy and educational problems confronting teachers in Russia and the United States. Professor Rapoport will play a central role in working with his Russian colleagues as they alter the ideas and programs they encounter in the United States Furthermore, Professor Nelson will actively seek to add to the numbers of Russian, Finish and Lithuanian students who will assist Professors Nelson and Rapoport in developing and maintaining activities and programs. This proposal represents an on-going commitment to international cooperation in history and civic education that will be sustained into the foreseeable future. In 1999 Professor Nelson was awarded a grant by the American Councils for International Education to organize a six week long civic education program in the United States. A delegation of ten teachers from St. Petersburg visited schools in Illinois and Indiana and participated in seminars at Purdue University and Indiana University. In March of 2000 Professor Nelson was honored to serve as a keynote speaker at a National Conference organized by the American Councils for International Education/American Councils of Teachers of Russian in St Petersburg, Russia. Following the conference Professor spent ten days visiting Russian classrooms and conferring with teachers. During the summer of 2001, Professor Nelson served as a primary speaker at the Baltic States Civic Education Conference in Riga, Latvia. The topic of his presentation was Principles and Practices of Democracy in Preservice Teacher Education. In 2002 Professor Nelson continued his international focus in successfully pursuing the resources to establish a School of Education Program in St. Petersburg In 2006 Professor Nelson received an International Programs grant resulting in the addition of three highly qualified graduate students from Lithuania and Russia. In 2007 Professors Rapoport and Nelson received a grant from the 2

3 American Councils for International Education supporting the work and study of a delegation of Russian teachers on the Purdue University Campus and the organization of a regional conference for Russian teachers in Kazan, Russia. International College M.A. / M.S. in Social Studies Education with an Emphasis in Civic Education in the United States and Internationally The proposed international graduate program focuses on a Civic Education graduate degree would establish Purdue University s College of Education as an international leader in technologically-based programs in social studies education. The revival of the civic purposes for education in general, and social studies, in particular is of both current and perennial interest. To elaborate on this issue we suggest the following sites: and An M.A. / M.S. program would prepare students in the following disciplines; civics (government), history and economics. Students selected for the program would have completed an undergraduate degree with a major in one of the aforementioned disciplines (or equivalents in their home country) or a degree in social studies education. Students are expected to have completed six to fifteen semester hours of appropriate course work in history or the social sciences prior to attending their initial course on the Purdue University campus or electronically in the case of international students. This course will bring together a group of highly qualified international students. Several purposes are met by this program: 1. The target student population for this program is one who possesses outstanding credentials as a young scholar-teacher. This individual aspires to a leadership position in public schools, to work in a State or National Agency whose concern is civic and/or international education. 2. The program will recruit students initially from the United States, Finland, Estonia, Latvia, Lithuania and Russia. Once established, the focus will expand to include Chinese students. 3. The M.A. in civic education will serve as a foundation for our Ph. D. program in Social Studies Education. The most talented and motivated students in this program will be encouraged to continue their graduate education at Purdue. 4. The program will enhance the national and international reputation of the College of Education and Purdue University. The program will build upon our strengths and resources The Ackerman Center for Democratic 3

4 Citizenship, our Russian civic education programs, the strength of our academic departments in history and the social sciences and our technological expertise. These resources will provide teachers with the knowledge and skills to assume leadership positions in civic education. In effect, the M.A. will distinguish the Purdue Social Studies program from similar programs in other Colleges of Education. Duration of Program: Two summers and the intervening academic year. A final seminar will be completed during the fall semester of the second year of the program. The duration depends, in part, on the transfer credits a student may transfer into the program. Year 1 Theory, Research and Pedagogy in Civic Education Summer Term, 2009: (International Students may choose to begin their program during the summer of 2010 in one of our European partners.) The Nature of Civic Education in Theory and Practice (EDCI 624 CE) (4 week seminar, 3 Cr.) History and Social Science Content translated into Classroom Instruction (EDCI XXX), Pedagogical Content Knowledge in History and Social Science Education This course will draw upon the historical/social science concepts that are being studied in the history/social science course during this summer session (4 week Seminar, 3 Cr.) Students complete (or have previously completed) five graduate courses in history, economics/economics education or government (15 credits). These courses may be transfer credits from other institutions. Courses accepted must be at the graduate level history or social science courses that are related to civic education. Student completes Activity 1 of E-portfolio It may be more desirable /effective to organize a series of seminars for this first summer. We could organize three, two hour seminars or 4 one hour seminars. Total: 21 Credits (6 Credit hours on campus, 15 hours transferred into the program) 4

5 Fall Term, 2009 Interactive Teaching Methods in Civic Education (Theory and Practice I Fall) (EDCI XXX) This course includes the theoretical and research foundation for interactive teaching strategies and examines a range of instructional methods from class-based to distance learning. (3 Cr. one semester) This is a computer based course Spring Term, 2010 Research in Civic Education (Theory and Practice II, spring) (EDCI XXX), students examine the current status of research in social science, history, character education and social studies education. (3 Cr. one semester). This is a computer based course These are on-line courses offered by the Social Studies Education Faculty Student completes Activity 2 of E-portfolio Total: 6 credits earned during fall and spring semesters (6 Credit Hours on-line) Program Total = 27 Year II Summer, 2010 Civic Instruction in Schools: United States and International Settings Fourth Semester (summer) Internship in Civic Education Students complete a summer program or internship program such as: We the People Summer Institutes, Teaching American History Institute, Watson Institute for International Studies at Brown University, James F. Ackerman Center, World History Summer Institute, such as, Economics Summer Institute, such as, Or 5

6 EDCI XXX, Comparative Civic Education in Russia, Lithuania or Finland Programs must be approved in writing by the members of the student s committee during the spring semester There is a credit issue here: If students participate in a program that grants credit through a University can we accept this transfer credit if a student has already transferred six hours into the program We may deal with issue by creating a course designed to have students apply knowledge obtained from internship experience into a research paper or curriculum projects. Either of these options will require students to synthesize knowledge gained to date from the seminars with their internship experiences. Student completes Activity 3 of E-portfolio Total: 3 Credit Hours; Program Total 30 Credit Hours Frame of Activities: we need to devise a frame work that organizes and helps students compare these varied experiences. A seminar (electronic for International or American students or on-campus) may help students discuss, compare and organize these experiences. Note: We should consider offering our Year I courses for European students on site in Russia, Finland or one of the Baltic Countries when we teach the Comparative Civics Course for graduate students from the United States. This will enable European students to save a considerable amount of money. Fall Fall, 2010 Capstone Seminar in Civic Education This is an on-line seminar (EDCI XXX) integrating courses and other experiences in a coherent framework for civic education. Students will complete the e-portfolio of their work. This is a computer based course Program Total : 33 credits Program Total: 33 hours assuming 15 hours of transfer credit. 6

7 Students will need to complete 18/33 hour program taking Purdue University Courses Students are required to complete 12 hours of course work in the College of Education. Many or all of these credits can be taken on-line.
