1 19+ ADVANCED LEARNER LOAN BURSARY TO HELP WITH THE COSTS OF COLLEGE 2016/2017 IMPORTANT INFORMATION - Please ensure that all sections of this form are fully completed as we are unable to process incomplete forms. - Please return your application form with the required photocopied evidence to the College Student Services Office. Forms that are presented without proof of income or benefits will not be accepted. - The funds awarded may vary according to your individual financial circumstances. - Bursary funds are limited and not guaranteed and funding will be awarded on a first come first served basis. - Help through bursary is dependent upon attendance and commitment to your course. What is a bursary? Bursary funding provides financial support to help learners overcome barriers that may stop them being able to participate in education such as childcare, travel, materials, uniform and membership fees. The Isle of Wight College offers bursaries to households who have an income of under 19,000. Funding is awarded based on personal circumstances at the discretion of the IW College and is not guaranteed. As you are aged 19 or over this is your own income and not based on your parents income. Who can apply for the Advanced Learner Loan Bursary? In order to qualify for this bursary, learners MUST have an Advanced Learning Loan AND meet the criteria on page 2. Learners who choose to pay for their course without using the Advanced Learning Loan are not able to apply for bursary funding. If you are not getting a loan because of Level 3 Entitlement (it is your first level 3 and you are aged 19-23) you can apply for the 19+ Bursary. You can also apply for the 19+ Bursary if you are studying below level 3. Learners aged 19 years or older studying an eligible Level 3, 4, 5 or 6 course are able to apply for an Advanced Learning Loan to cover the cost of their tuition fee. Please see or contact Student Services for further information on the Advanced Learning Loan. Please be aware that if your Advanced Learner Loan is not approved you may not be able to continue your studies and will have to pay back any money that has been awarded to you or paid for you e.g. Childcare. Free College Meals In addition to the above, if you are aged between and have an EHCP you may be eligible to receive Free College Meal vouchers whilst you are studying at College. 2 APPLYING FOR THE ADVANCED LEARNER LOAN BURSARY If you have an Advanced Learning Loan AND meet any of the below criteria then you can apply for this Bursary. Please ensure that you provide photocopies of the required evidence as indicated below. Forms that are presented without proof of income or benefits will not be accepted. All sections must be completed. Please contact Student Services if you need any advice or help to complete this form. Type of Income/Circumstance: Evidence Required: You can apply for help with the costs of College You are unemployed and in receipt of Jobseekers Allowance. You are unemployed and in receipt of Income Support, Universal Credit or Employment Support Allowance. You receive Housing Benefit or Local Council Tax Support. An award letter (no older than 3 months prior to starting your College course) OR the D19+ form stamped see pages 9&10 An award letter (no older than 6 months prior to the start date of your College course) OR the D19+ form stamped see pages 9&10 Please get the D19+ form stamped by one of the help centres on the island see pages 9&10 You can apply for help with childcare fees You have an income less than 19,000 You have an income less than 19,000 Self-employed with an income less than 19,000 Final Working Tax Credit (WTC) award notice or Final Child Tax Credit (CTC) award notice showing an income for of less than 19,000. If it is not a final award notice we will also need P60s or self-employment information for 2015/16. If you do not receive Working Tax Credit (WTC) or Child Tax Credit please provide a P60 from 2015/16 showing an income of less than 19,000, along with the last 3 months wage slips and/or 3 months bank statements showing an income less than 19,000. Audited accounts for last tax year or official submitted tax return showing an income less than 19,000. MAY BE AWARDED FUNDING (at providers discretion) You receive Guaranteed Pension Credit. Pension Credit award notice (no older than 9 months prior to starting your College course). Please provide an award letter from Disability Living Allowance (DLA) (no older than 9 months prior to the start date of your College course) AND provide a Learning Difficulty Assessment (LDA). 5 Essential Course Costs Please see the below list for details of items that the bursary will pay for (please note that travel bursary is for travel ONLY and not included). Please speak to Student Services if you would like to claim back money for any essential kit, uniform, materials, membership fees or books that you have bought for your studies. You will need to provide receipts or proof of purchase. All refunds are paid at the discretion of the College. Please note we can only fund 1 kit per academic year. All bursary students can claim up to a total of 5 for essential stationary e.g. pens, pencil, book, folder etc. If you would like to claim this back you will need to provide receipts with your completed application form for what has been purchased. Funding for trips will be constructed at on an individual basis, is dependent on good attendance and is discretionary. Students doing Beauty, Hair or Catering study programmes have separate arrangements. Learners will need to get a course form, available from the curriculum department, for their course to enable kit and uniform to be paid from bursary and for this to be ordered. 7 APPLYING FOR CHILDCARE SUPPORT Care to Learn If you are 19 years old you can apply for childcare support through the government funded Care to Learn scheme. Further details on Care to Learn funding and how to apply can be found at: If you are aged 20 or older and would like to apply for childcare support whilst you attend College then please complete the childcare application below. You will need a copy of the birth certificate/s or evidence that you are in receipt of child benefit for the child/children you require funding to confirm that you are a named parent. All childcare costs MUST be agreed with or Trish Osborne (Welfare Fund Assistant) or Gemma Torrington (Welfare Funds Administrator) Telephone number Childcare funding is available to support your timetabled hours at College only and does not cover travel time or meals. If you receive government funded childcare hours for any of your child/children these must be used against first unless in exceptional circumstances. CHILDCARE FEE APPLICATION If you are aged 20+ years old you may be eligible for help with some of your childcare costs, please note that the childcare fund is limited and is not guaranteed. Once Student Services have received this form and confirmed eligibility you will receive an from the Student Services Welfare Administrator to confirm that the learner is eligible for childcare funding and how many hours the College will fund. If the learner receives government funded childcare hours for any of their children (i.e. 15 free hours funding for 2, 3 or 4 year olds) these must be used against their College timetable first. The bursary fund will only support the learner s timetabled hours at College and as a result cannot fund sessional rates. We are only able to fund hourly rates for each child in accordance with the learner s timetabled hours at College. The childcare fund does not cover travel time for the learner to attend College or lunches/meals for the children. The learner is responsible for paying any additional costs for hours that are not agreed by the College. Payments from the College will be processed after each half term, according to the learner s attendance. You will receive an invoice template by at the end of each half term for you to complete and return to Student Services. Once received the invoice will be checked against the hours agreed and forwarded to the College finance team for payment. 10 EVIDENCING RECIEPT OF A BENEFIT USING THE D19+ FORM Depending on the benefit/s you are receiving, there are several ways that you can provide evidence for your bursary application. One of these is to use the D19+ form in this document. You may be required to post this form away in order for it to be stamped and approved see below for further details. We have also provided details of alternative ways that you can evidence receipt of a benefit. Please remember that evidence MUST be attached to this bursary form otherwise we will be unable to process your application. You can provide evidence of one of the below benefits in two ways: Job Seekers Allowance Employment Support Allowance Income Support or Universal Credit 1. Provide a photocopy of your Job Seekers Allowance award letter (no older than 3 months prior to starting your College course) OR a photocopy of your Employment Support Allowance, Income Support or Universal Credit award letter (no older than 6 months prior to you starting your College course). 2. Post the D19+ form to the relevant address below where a representative at the job centre will stamp this form to confirm that you are in receipt of one of the above benefits and will then post the form back to you. 11 Advanced Learning Loan Bursary Application Form 2016/17 Learner declaration (you must sign this section): The financial support provided through the College bursary is dependent on you meeting the attendance, punctuality, behaviour and academic progress criteria, according to our College Charter: Our Promise You and Your College and is subject to regular review. I confirm that any evidence given in support of the application is correct and complete to the best of my knowledge and belief. I understand that giving false or incomplete information which leads to incorrect or overpayment may result in the stoppage of any future payments and the recovery of any funds that have already been paid. It may also result in a referral to the police with the possibility of the student and/or their family facing prosecution. I understand that the bursary fund is to support the essential costs of College such as materials, travel and childcare. I understand that if I withdraw from my course I must return any uniform/kit that has been purchased through the bursary or I may be charged for this. I understand that illness is not an authorised absence for bursary (i.e. if I am absent due to ill health this may affect my bursary payments). I give the College permission to contact my parent/carer or external agencies (as deemed appropriate by the College) to verify the supporting documents for my bursary application form if necessary.
