2 Background Following recurrence of incidences of disasters such as El Nino, capsizing of MV Bukoba and the US Embassy bombing in Dar es Salaam the Prime Minister s Office initiated Strengthening Tanzania Disaster Response Project, (STDRP) implemented by the Disaster Management Department of the Prime Minister's Office and financed by USAID.

6 Background Essential to STDRP was the creation in May 2002, of the Disaster Management Training Center (DMTC), housed at the University College of Lands and Architectural Studies (UCLAS for implementing the training component of STDRP.

8 Why DMTC The importance of training component in the management of Disasters was realized when the Tanzania government commissioned a National DM Training Need Assessment findings in the year 2000 showed a need for institutionalizing the training of Disaster Management. Established DMTC within UCLAS, responsible for coordinating DM training, research and consultancy

16 Basic Objectives To contribute to lessening of community vulnerability to disasters, Improve their disaster preparedness, response capabilities and recovery mechanisms Enhance human resource DM capacity through training and research

17 Specific Objectives To impart quality training in DM To impart knowledge and raise awareness in DM issues at all levels (National, Regional and international) To provide support in developing and teaching sector disaster emergency preparedness plans To create platform for exchange of ideas and sharing experiences on DM

18 Specific Objectives To sustain staff capacity to DM via sectoral and professional training/ staff development To establish international, regional and national networking and cooperation, sharing lessons and achievements To carry out research and consultancy in DM related issues To disseminate information on DM To take part in preparedness, mitigation, response and recovery phases of disaster.

19 Core Functions of DMTC To train and produce experts in DM and routinely evaluate and adjust quality of training so a to remain relevant to the needs of the community, the country and the region, To carry out research and disseminate research information, improve research environment and develop mechanism for effective dissemination of research findings, and To carry out consultancy and advisory services.

21 UCLAS Regular Courses - Undergraduate Special meeting in 2003 to discuss mainstreaming disaster component in UCLAS regular programs. All undergraduate courses have modules relevant to disaster management. No specific explicit modules about Disaster Risk Management.

22 Postgraduate Programs Various postgraduate programs GFM4 Postgraduate Diploma, MSc and PhD. MSc in Environmental Technology and Management (ETM) has a specialisation (theme) of Disaster Management. Environmental Management and Environmental Disaster.

24 Conclusion For postgraduate level (MSc), there exist courses covering Geoinformation for Disaster Risk Management (as a specialization) At the Undergraduate level, the courses are scattered. Conducive environment for standalone programs.
