The change relates to a forecast change of property rental and funding to establish a workplace productivity working group, a taskforce on pay and employment equity, a public information strategy on the Holidays Act 2003 and a National Advisory Council on the Employment of Women (NACEW) Pay Equity Conference. Other changes are an expenditure transfer for epidemiological studies of timber workers exposed to PCP and dioxins in the workplace to 2004/05 and a change made for the State Sector Superannuation Scheme. International Services Management of the Government's relationship with the International Labour Organisation (ILO) and maintaining an overview of the linkages between international labour related developments and domestic policy issues. The change relates to a fiscally neutral transfer under Growth and Innovation Framework (GIF) funding for interdepartmental travel relating to the Doha Development Round and Closer Economic Partnership / Free Trade Agreement (CEP/FTA) negotiations. A change has also been made for the State Sector Superannuation Scheme. Services to Promote and Support Fair and Productive Employment Relationships 20, ,347 - Providing services to promote and support fair and productive employment relationships including support services provided to employment relations institutions. The change relates to funding for a public information strategy on the Holidays Act A change has also been made for the State Sector Superannuation Scheme.
5 Services to Promote and Support Safe and Healthy People and Workplaces 28,322 - (282) - 28,040 - Provision of services to promote and support safe and healthy people and workplaces. The changes relate to an expenditure transfer of the final amount for the HSE Amendment Act implementation programme; a fiscally neutral transfer from Vote Labour to Vote Transport to fund the Civil Aviation Authority for administration costs of the HSE Act 1992 in the aviation sector for 2003/04 and beyond; and an expense transfer of transition funds for a review of the energy saving review to 2004/05 and a return of savings to the Crown in 2003/04 due to a delay in the enactment of the Energy Safety Review Bill. A change has also been made for the State Sector Superannuation Scheme. Services to Promote and Support Environmentally Sound Work Practices 1, ,419 - Providing services to promote and support environmentally sound work practices required by the Hazardous Substances and New Organisms Act 1996 and also covering administration of the Machinery Act The change relates to a forecast change for revenue from monitoring of permits and a fiscally neutral transfer from Environmental Risk Management Authority (ERMA) to Occupational Safety and Health (OSH) to fund local capacity in hazardous substances compliance and monitoring. 7 Capital Contributions to the Department Capital Investment 6,905-16,594-23,499 - The change relates mainly to a capital contribution arising from the Memorandum Account deficit to fund the New Zealand Immigration Service's relocation of their Christchurch office, the refit of their new Henderson branch, and the operating costs associated with the Skilled Immigration Review to limit increases in visitor fees, group visa fees, and working holiday fees to enable fee refunds for General Skills Category applicants who are lapsed; and to cover the shortfall in revenue from lapsing applications. A capital transfer for the final amount of the 2002/03 HSE Amendment Act implementation programme from 2002/03 also occurred.
