4 68 B.7 Vol.I Part B1 - Details of 1998/99 Appropriations Main Estimates 1998/99 Supplementary Estimates Cumulative Vote VOTE COMMUNICATIONS Appropriations Purpose of and Reasons for Change in 1998/99 Appropriations Departmental Output Classes (Mode B Gross) D1 Policy Advice - Communications 3, ,337 - Policy advice on the telecommunications, postal services, broadcasting and information technology industries and on the management of the radio frequency spectrum, including creating and disposing of licences and management rights. Changes represent an increase in appropriation following a technical adjustment to account for office space sublet to the Fire Service Commission and an increase for additional advice on electronic commerce. This is partially offset by a decrease in appropriation due to administrative savings and changes to Government Superannuation Fund (GSF) contributions. D2 Management and Enforcement of the Radiocommunications Act , ,718 - Management of the radio frequency spectrum by granting radio apparatus licences, compliance activities, maintaining a register of licences issued, and creating spectrum licences for Crown-owned management rights. Changes reflect an increase in appropriation to meet costs associated with the Integrated Spectrum Management System (the PRISMs project), offset by reductions reflecting administrative savings and changes to GSF contributions. D3 Year 2000 Readiness - - 2,883-2,883 - Policy advice on the preparedness of New Zealand in meeting the Year 2000 computer problem and to monitor, promote and increase the understanding of the Year 2000 risk and therefore minimise its impact in New Zealand. This is a new appropriation in 1998/99. (Refer to Part C1 for a full description.)

O3 Mäori Broadcasting 16,875-5,735-22,610 - Funding for programming and items targeted at promotion of Mäori language and culture through television broadcasting by Te Reo Whakapuaki Irirangi (TRWI) (known as Te Mangai Paho). The change reflects an increase in appropriation to meet the establishment costs for a Mäori television channel. O4 Administration of Mäori Broadcasting Total Appropriations for Non- Departmental Output Classes 1, ,300 - Administration costs for TRWI. 20,408-5,935-26,343 - The change reflects additional funding to enable TRWI to effectively manage its new responsibilities in television. Expenses to be Incurred by the Crown Contributions to International Telecommunications Organisations The Crown's annual membership of the Asia - Pacific Telecommunity (APT) and subscription to the International Telecommunications Union (ITU). The change reflects amendments to vary the licences administratively rather than by repurchasing them. 7 VOTE COMMUNICATIONS Part C - Explanation of Appropriations for Output Classes Part C1 - Departmental Output Classes Output Class D3 - Year 2000 Readiness This output class provides advice on the nation s readiness on Year 2000 issues, and monitoring and promoting increased understanding of Year 2000 issues so as to minimise the potential risks arising from the Year Outputs in this class are: implement the approved recommendations of the Year 2000 Taskforce assisting coordination efforts within sectors reporting to Ministers on progress in addressing the Year 2000 problem raising the level of understanding and promoting Year 2000 activities through public information campaigns. Quantity, quality, timeliness and cost Performance Measures 1998/99 Performance Standards Quality and timeliness Policy advice will be delivered in accordance with the quality standards specified under output class D1 Policy Advice - Communications in the 1998/99 Main Estimates. Specific activities will include: 1. Providing reports to Cabinet updating it on the readiness for Year 2000 of key sectors of the economy by tracking progress through three surveys. Meet timelines as agreed with Ministers and Cabinet. 2. Advising the government on priorities in key sectors or organisations that could pose a high risk of failure from an overall national perspective if they remain unprepared as the new millennium approaches. 3. Liaising with civil defense agencies and monitoring their planning and contingency activities to ensure that appropriate action is taken. B.7 Vol.I 71
8 VOTE COMMUNICATIONS Performance Measures 1998/99 Performance Standards 4. Increasing the understanding of what is required to manage Year 2000 compliance through information dissemination to key sectors (electricity, water, sewerage, disposal, health services and other key infrastructural organisations, small and medium sized business and consumers). Meetings will be held monthly with key sectors. Access to the Year 2000 web-site and 0800 phone number will be maintained, as well as continuing information programmes for small and medium enterprises. Implement a public information programme to provide the public with sensible information on Year 2000 risks and how they might manage them. Complete research on targeted sector requirements by April Undertake additional research and complete creative work programme by May Report to Ministers on the nature, scope and resourcing for the proposed public information programme by June 1999 for a July 1999 release date. Quantity Co-ordinate meetings of the key sectors including input into emergency management planning. Meetings will be held monthly with key sectors. Cost This output class will be provided within the appropriated sum of $2.883 million (inclusive of GST). 9 Part F - Crown Revenue and Receipts Part F1 - Current and Capital Revenue and Receipts 1998/99 Main Estimates Supplementary Estimates Total Budgeted Explanation of 1998/99 Crown Revenue Current Revenue Non-Tax Revenue Administration of Mäori Broadcasting In accordance with the Broadcasting Act 1989, the Crown receives revenue from TRWI equivalent to the agreed administration costs of that Crown entity. These administration costs are paid to TRWI via a separate payment from the Crown. Broadcasting Commission 1,674-1,674 This figure represents the administration costs of the Broadcasting Commission (NZ On Air), which in turn refunds the Crown an equivalent amount. Broadcasting Standards Authority - Complaints Upheld The Broadcasting Act 1989 (as amended by the Broadcasting Amendment Act 1996) empowers the BSA to order costs of up to $5,000 against a broadcaster on each complaint upheld against that broadcaster. These receipts will be treated as Crown revenue, and a corresponding payment made to the BSA by the Crown. Radio Spectrum 10,000 3,500 13,500 Revenue is obtained from the auctioned spectrum rights and from resource payments under the Radiocommunications Act The change reflects a revision to forecast auction receipts.
