Video Analytics Research Themes in Transportation 008JPN FL License plate recognition School bus crossing enforcement Right on red enforcement Anomalous event detection Video speed enforcement High Occupancy lane enforcement Low-cost, multi-purpose, intelligent camera systems Vehicle tracking Improving automation / efficiency of existing business Bringing new capabilities to market
Photo Enforcement DriveSafe Red Light (DSR) Red light photo enforcement using high-resolution (21 megapixel) digital imagery The system is passive and only activated when a violation occurs. DriveSafe Speed (DSS) Speed on green (through intersections) as well as mobile speed violations in work and school zones as well as residential areas. CrossSafe School Bus Safety Enforcement Children are most vulnerable when getting on and off the school bus. Motorists often pass school buses when the stop arm is out. Catching offenders can be difficult without law enforcement present for the violation.
Bus lane enforcement
Truck Safety Overloaded trucks difficult to control Increased accident risk Cause congestion Damage infrastructure Other Issues offenders likely to be non compliant also on vehicle condition & operating practices
Weigh in Motion and Commercial Vehicle Operations bypass sites in 31 states 400,000+ trucks enrolled $3.2 billion savings to the trucking industry Carriers can use PrePass to pay tolls in 15 states
Parking control Poor discipline Frequent double parking No on street parking management No cost associated with parking Poor enforcement Poor compliance Much traffic circulation
Result Dynamic pricing is well received in LA Merge raised the political decision about pricing to a higher level Reduced travel prime Direct motorists to under-utilised parking spaces Real time reporting for maintenance and enforcement 12
In-vehicle and connected vehicles Results from Japan Blind curve on the Expressway accidents reduced by 60% Distributed Processing based on roadside sensor Transmission of incidents - congestion and accidents 10% with in-vehicle units 90% of drivers responded Just 50% of non equipped drivers responded to the road-side signs
Public Private Partnerships A PPP is any arrangement where a public service is delivered in co-operation with the private sector. Elements can include: Service provision: public or private body Investment provision: capital raised by public or private body Method of payment: how is the service paid for? Regulation: how is service quality assured
Public Private Partnerships All PPP share the following characteristics: Shared goals Each partner contributes time, money, expertise, or other resources Partners work together Decision-making and management responsibilities are shared
Opportunities from PPP Source of major funding from the private sector Allows step change in organisation, coverage, operations Creates partnership with common goals and responsibilities Financial risk and commitment shared Results show: Increased service for the public Solving a public problem (outdated technology, etc.) Rapid deployment to begin generating returns Implementing a system that can be efficiently operated Interoperability with other programs and technologies Sound investment makes huge difference to service levels
Directions forward Establish a transport and ITS strategy Set and pursue policy and business outcomes Robust vehicle owner databases and legal procedures Automate to reduce fraud Make transactions secure, fair, simple and transparent Consider funding options 17
