1 Using the Tool Save the Children Alliance Child Protection Monitoring Tool For Use by Community Service Workers, Social Animators and Community Volunteers in a Refugee Camp This is a framework of issues for children in the camp. Use your time in the camp as you work with children and the community to listen and watch for any evidence of these issues. If you find any evidence record as much information as possible and report to the child protection monitor. The method for answering these questions is watching and listening. All these questions should be answered and reported each week. This Child Protection Monitoring Instrument was developed by Jo deberry, SCF/US Pakistan/Afghanistan Field Office 1
2 Registration Separated Children Recruitment Community Actions taken to resolve issues identified Do you hear of or observe children who have not been formally registered by UNHCR? If so give Have you seen or heard of any separated children in the camp? If so give How are separated children being cared for? Do you hear and observe consistent concerns about care arrangements? Are these concerns different for boys and girls? Give Do you hear and observe that under 18 year olds are being recruited from the camp to go and fight? What view does the community have about this recruitment? Who do you observe and hear is involved in this recruitment? Are children joining militarised madrassahs? Action: If an issue is identified from the tool then - Talk with community leaders and children. Conduct focus groups with members of the camps. Observe the situation. Questions: What solutions do you observe and hear that community members give to solve this problem? What actions have they already taken to solve the problem? Security Disappearances Child Labour Participation Do you hear of or observe any security concerns for boys, girls and disabled children in the camp. Give details: Do you hear and observe that children are disappearing from the camp for long periods of time? If so give What information is there about where these children are going? Is there any evidence that disappearances are related to child trafficking? From your observations what forms of work are children involved in? How old are they? What do you hear and observe are the hazardous and exploitative aspects of this work? What support is there for and amongst working children? Do you observe or hear of any problems with participation in decision making in the camp? Give Have camp authorities and service providers taken action on the suggestion of the community? Do adolescent boys and girls leave the camp for significant periods of time? If so what d you observe and hear that they are doing? Do you observe or hear about concerns about the lifestyle or behaviour of adolescent boys and girls? Do you know if marriage practices in the camp have changed as compared to traditional practices?
