Belgium and ASTRID: some figures Belgium: 10 million inhabitants square kilometres 10 provinces 1 capital region 3 regions 3 communities 3 languages 6 governments 589 communities ASTRID, the initial challenge: 435 EADS TETRA base stations 11 EADS DXT switches 11 Intergraph control rooms 225 Tecnomen POCSAG paging base stations 1 National Network Control Centre 1 Mobile TETRA Base Station Special coverage locations (50 tunnels, 3 metro systems, 5 railway stations, Brussels National Airport) 3
Why a new radio network? Challenges of conventional analogue PMR networks Heterogeneous networks within a single user organisation Isolated networks within a single user organisation Incompatible networks between different user organisations Inefficient frequency usage Expensive and bad encryption Inflexible for user reorganisation Benefits of the ASTRID TETRA network A single countrywide intelligent cellular network Many virtual private networks Trunked network Digital network Secured network 4
Sharing a single common nationwide TETRA network Other benefits: Operational Enhanced functionality Simpler Cross-border operations Economical Lower network management cost (single management organization & infrastructure) Higher equipment volumes lower prices Environmental Lower number of base stations sites 5
Why a new (police) control room network? Challenges of old police control rooms Heterogeneous communication systems Heterogeneous information systems No Geographical Information Systems No data communication No information exchange No Information Technology and information management Inefficient use of resources Benefits of the ASTRID CAD network IT support for workflow and processes Integrated systems Data communications Information exchange Information management and reports 6
Nationwide shared network - consequences High financial investment: High profile political environment - media attention Many parties with different objectives involved : Very complex stakeholders environment Big project: Roll-out effort versus new requirements => High complexity 7
