1 Washington s K-12 Comprehensive Education Data and Research System(CEDARS) and Report Card Information Available on the web: a presentation for NCAN Regional Meeting Seattle, March 9, 2010
2 What is CEDARS? CEDARS is Washington s K-12 Education Longitudinal Data System CEDARS is a combined data submission and data warehouse effort Data submissions include student, course and teacher data The Data warehouse will include the CEDARS submission (student, course and teacher data) in addition to assessment, financial, teacher certification, facility, and transportation data.
3 CEDERS Submission Details CEDARS monthly collections from school districts contain 13 different files including: Student enrollment, course catalog, student grade history, student and staff schedules, general programs ( for example gifted programs), bilingual and special education programs and student demographics
4 Status of CEDARS Data Submissions The move to CEDARS is an evolution from the Core Student Records System (CSRS). Launched in August 2009 Currently going through a process of refinement of the system and submission practices
5 Status of CEDARS warehouse In 2009 OSPI received a $5 million+ grant to build out the data warehouse among other activities The work is ongoing with the grant project work scheduled to be completed in June of 2013 As the K-12 education system and technology evolve data submission, collection and reporting will need to dynamically evolve
6 Proactive Change Management Washington has established a data governance process to manage this change proactively Hiring a data governance coordinator Establishing a data governance group Adopting a data governance manual Organizing a data management committee
7 Goals for K-12 Education Longitudinal Data System Transform from a system geared toward allocation and compliance to education improvement Inform and add value to the policy making process
8 Where does Washington s Longitudinal Data System Stand? Washington is one of 12 states that have meet the Data Quality Campaign 10 essential elements. 1. Statewide Student Identifier has been met. 2. Student-Level Enrollment Data has been met. 3. Student-Level Test Data has been met. 4. Information on Untested Students has been met. 5. Statewide Teacher Identifier with a Teacher-Student Match has been met. 6. Student-Level Course Completion (Transcript) Data has been met. 7. Student-Level SAT, ACT, and Advanced Placement Exam Data has been met. 8. Student-Level Graduation and Dropout Data has been met. 9. Ability to Match Student-Level P-12 and Higher Education Data has been met. 10. A State Data Audit System has been met.
9 Data Quality Campaign The10 Essential Elements are the core components of a robust longitudinal data system. For the past four years, the DQC s annual survey has tracked state progress in implementing the 10 Essential Elements to ensure that policymakers and educators have the longitudinal data systems capable of providing timely, valid and relevant data to inform decisions.
10 How to Obtain De-indentified Data Researchers can access individual-level student data, in the form of de-identified data files Data currently available includes: Enrollment and demographic data files Graduate/dropout files Assessment data files State accountability tests (WASL) Language proficiency test (WLPT-II)
11 How to Obtain De-indentified Data, Cont d Identifiable information (name, student ID, day of birth) are replaced by a Research ID; each student s Research ID remains constant across data files Contact Student Information to request Research ID files Sheri.Dunster@k12.wa.us or Robin.Munson@k12.wa.us You ll need to sign a data sharing agreement, agreeing to not show small n cells
12 Context of K-12 and P-20 data collections The K-12 Longitudinal data system is a component of a P-20 longitudinal data system in our state that is being created by the Education Research and Data Center (ERDC), which is located in the Office of Financial Management. Contain data from Department of Early Learning, OSPI, Higher Education, and Department of Employment Security.
