1 1-5 CONSTRUCTION SCHEDULES General, Network Analysis System (NAS) Applicable documents.- The Publication listed below forms a part of this specification and is applicable to the extent referenced herein Description.- The progress chart to be prepared by the Contractor shall consist of a network analysis system as described herein. In preparing this system the scheduling of construction is the responsibility of the Contractor and Contractor management personnel shall actively participate in its development. The requirement for the system is included to assure adequate planning and execution of the work and to assist the Contracting Officer's Representative in appraising the reasonableness of the proposed schedule and evaluating progress of work. The Contractor shall furnish computer software as described herein to satisfy the requirements set forth in this specification. The principles and definitions of the terms used herein shall be as described in the AGC publication "The Use of the Critical Path Method (CPM) in Construction". In the event of conflicts between the AGC publication and this section, the provisions of this section shall govern Products and execution Network Analysis System format.- The system shall consist of diagrams and accompanying mathematical analysis. Diagrams shall show the order and interdependence of activities and the sequence in which the network analysis diagram will be followed to show how the start of a given activity is dependent on the completion of preceding activities and its completion restricts the start of following activities. Network activities shall include, in addition to construction activities, the submittal, review and approval of samples of materials and shop drawings, the procurement of critical materials and equipment, fabrication of special materials and equipment and their installation and testing. All activities of the Government and others that affect progress and contract required dates for completion of all parts of the work will be shown. Provide a network with a minimum of 30 activities and not more than 30 percent of the total number of activities on the critical path. The selection and number of activities shall be subject to the Contracting Officer's Representative's approval. The system selected for preparing the schedule analysis shall be of the type which can indicate milestone dates, but these milestone dates shall not erroneously affect the float on activities that precede or follow these milestone dates in the network. That is, the Slack or Float Values for these activities shall be based on the final contract completion date. If a precedence network system is selected for use by the Contractor and the Contractor elects to schedule activities with interrupted durations, the adequacy of the precedence system in computing correct float computations shall be subject to the approval of the Contracting Officer's Representative Mathematical Analysis: The mathematical analysis of the network diagram CONSTRUCTION SCHEDULES 1 of 5

2 shall include a tabulation of each activity. The following information will be furnished as a minimum for each activity: (a) Preceding and following event numbers or work item numbers. (b) Activity descriptions. (c) Estimated duration of activities (in calendar days). (d) Earliest start date (by calendar date). (e) Earliest finish date (by calendar date). (f) Latest start date (by calendar date). (g) Latest finish date (by calendar date). (h) Slack or float (in calendar days). (i) Monetary value of activity. (j) Actual start date. (k) Actual finish date. The Contractor furnished program used in making the mathematical computation shall be capable of compiling the total value of completed and partially completed activities. The program shall also be capable of accepting revised completion dates as modified by approved time adjustments and recomputations of all tabulation dates and float accordingly. The program shall be furnished on 3.5" 720KB double sided, double density floppy disks. The program shall run on IBM compatible computers with 640K of internal memory that use IBM DOS 3.2 or later versions. The program shall support VGA graphics and shall also support Advance Matrix Technology Printer, model ACCEL-500, IBM Proprinters, and HP LaserJet printers, in both standard and color mode. The program shall be furnished with a detailed instruction manual that includes information on updating the network, obtaining print-outs, and compiling summaries. Two sets of manuals shall be submitted to the Contracting Officer's Representative. The Contractor shall acquire commercially available software to fulfill this requirement; the Contractor shall furnish original disks to the Contracting Officer's Representative for the exclusive use of the Government construction field office. The software shall be returned to the Contractor when final payment is made on the contract by the Contracting Officer's Representative. The analysis shall list the activities in sorts or groups as follows: (l) A listing of all activities arranged by succeeding event or work item numbers from lowest to highest with the preceding event or work item numbers arranged from lowest to highest for each succeeding event or work item. 3 (m) A listing of all activities arranged by the amount of slack or flow and then by order of succeeding event or work item numbers Submission and approval.- Submission and approval of the system shall be as follows: Preliminary network.- A preliminary network defining the Contractor's planned operations will be submitted within 10 calendar days after notice of award. The Contractor's general approach for the balance of the project shall be indicated. Cost of activities expected to be completed or partially completed before submission and approval of the whole schedule should be included Completed network and software package.- The completed network analysis system consisting of the software package and manuals, the network mathematical analysis, (schedule of anticipated earnings of the last day of each month,) and the network diagrams shall be submitted on both hard and soft copies. The hard copies shall consist of a legible computer printout that has been assembled as one whole sheet. The soft copy shall consist of the completed network and all supporting data on a 3.5" 2S/2D Microdisk. This submittal shall be submitted within 20 calendar days after receipt of notice of award Review and evaluation.- The Contractor shall participate in a review and evaluation of the proposed network diagrams and analysis by the Contracting Officer's Representative. Any revisions necessary as a result of this review shall be resubmitted for approval of the Contracting Officer's Representative within 10 days after the conference. The approved schedule shall then be the schedule to be used by the Contractor for planning, organizing, and directing the work, reporting progress, and requesting payment for work accomplished. If the Contractor thereafter desires to make changes in his method of operating and scheduling, he shall notify the Contracting Officer's Representative in writing stating the reasons for the change. If the Contracting Officer's Representative considers these changes to be of a major nature, he may require the Contractor to revise and submit for approval, without additional cost to the Government, all of the affected portions of the diagrams and mathematical analysis to show the effect on the entire project. A change may be considered major if the time estimated to be required or actually used for an activity or the logic of sequence of activities is varied from the original plan to a degree that there is a reasonable doubt as to the effect on the contract completion date or dates. Changes which affect activities with adequate slack time shall be considered minor. An accumulation of minor changes may be considered a major change when their cumulative impact affects the contract completion date Monthly reports.- The Contractor shall submit, as part of monthly request for payment, one hard and one soft copy (as defined in Division ) of the current status of the network showing the actual construction progress by CONSTRUCTION SCHEDULES 3 of 5

4 updating the mathematical analyses. Entering or updating information into the mathematical analysis will be subject to the approval of the Contracting Officer's Representative. The report shall show the activities or portions of activities completed during the reporting period and their total value as basis for the Contractor's periodic request for payment. Payment made will be based on the total value of such activities completed or partially completed after verification by the Contracting Officer's Representative. The report will state the percentage of the work actually completed and scheduled as of the report date and the progress along the critical path in terms of days ahead or behind the allowable dates. If the project is behind schedule, progress along other paths with negative slack shall also be reported. The Contractor shall also submit a narrative report with the updated analysis which shall include, but not be limited to, a description of the problem areas, current and anticipated, delaying factors and their impact, and an explanation of corrective actions taken or proposed Changes.- When a Notice-To-Proceed with changes in the work must be issued prior to settlement of price and/or time to avoid delay and additional expense, the Contractor will revise the network logic and/or duration time estimates of all activities affected by the modification on the next succeeding updating report after the date of Notice-To-Proceed. These revisions will be submitted for concurrence of the Contracting Officer's Representative prior to inclusion in the network. If the Contractor fails or refuses to submit or include such revisions within 30 days after the date of Notice-To-Proceed, the Contracting Officer's Representative will furnish to the Contractor the suggested logic and/or duration time changes to be entered into the Network and used in all subsequent updating reports until such time that the time has been settled or until actual dates supersede the estimated dates. Inclusion in the Network and use of revised logic and/or duration time estimates for updating, whether furnished by the Contractor or by the Contracting Officer's Representative, will not be construed as extensions of time to the dates required in the Contract. These changes are for the purpose of keeping the schedule up-to date to reflect the work to be accomplished and to include the best time estimates for work yet to be done. If it becomes necessary for the Contracting Officer's Representative to furnish the suggested logic and/or duration time revisions because of the Contractor's failure to furnish acceptable data on time, and if the Contractor has any objections to the data furnished by the Contracting Officer's Representative, he shall advise the Contracting Officer's Representative promptly, in writing, of such objections fully supported by his own counterplan. However, he will continue to use the revisions suggested by the Contracting Officer's Representative for all updating reports until such time as the Contracting Officer's Representative may approve alternate data. If the Contractor fails to submit, in writing, his objections to the revisions along with supporting data and counterplan within 20 days after the date such suggested revisions were furnished by the Contracting Officer's Representative, the Contractor will be CONSTRUCTION SCHEDULES 4 of 5

5 deemed to have concurred in the Contracting Officer's Representative's suggested logic/duration time changes. The changes then will be the basis for equitable adjustment of the time for performance of the work Definition of float.- Float or slack is defined as the amount of time between the early start date, and the late start date, or the early finish date and the late finish date, of any of the activities in the NAS schedule. Float or slack is not time for the exclusive use of or benefit of either the Government or the Contractor Time extensions to the contract.- Extensions of time for performance will be granted only to the extent that equitable time adjustments for the activity or activities affected exceed the total float or slack along the channels involved. * * * * * CONSTRUCTION SCHEDULES 5 of 5
