2 Deb Anderson Certification & Compliance Specialist (503) WHO TO CALL FOR ASSISTANCE: Jennifer Howald, Certification & Scheduling Specialist (503) ** In order to recognize law enforcement officers who have achieved a combination of professional experience, education and training above and beyond that required to obtain a Basic level of certification, DPSST awards intermediate and advanced certifications. Officers are eligible for intermediate and advanced certifications after achieving a prescribed combination of years experience in the profession, training hours and education. The original certification chart (referred to as the old chart ) was initially established by the then Board on Police Standards and Training (BPST) in the 1970 s. This chart remained unchanged until 2012 when, at the request of a constituent and on the direction of a multi-disciplined workgroup, DPSST updated the requirements for earning these certifications (referred to as the new chart ). Officers can apply for intermediate and advanced certification using the old or the new chart until October 31, The new chart was designed to require officers demonstrate a competency in their discipline which is above that of a Basic-trained officer. Competency is demonstrated by completing a minimum number of training hours in four categories: Communication, Risk Management, Advanced Technical Skills and Leadership. Because the intent of this requirement is for officer to demonstrative competency above that of a basic-trained officer, maintenance training hours, in-service training hours and other training hours used to maintain a basic-level of certification WILL NOT be counted toward the award of an intermediate or advanced certification. This guide was developed to serve as a resource for officers seeking to obtain intermediate or advanced certification. Officers are encouraged to contact DPSST staff for clarification on the certification requirements or for assistance completing or submitting the required documentation. ** ADDITIONAL REFERENCES: As a reference, DPSST has presumptively categorized the Standardized List. Experience in a certified discipline other than the one for which an upper level of certification is sought, will count toward credible service time at 50% of the time served in the other discipline. Training hours are allowed to roll-over. For example, an officer who is awarded a basic certificate after completing 200 hours of Basic Training can again use those 200 hours to reach the minimum required training level to achieve the intermediate certificate. Training must be on file with DPSST. College education credits are required and must be on file with DPSST. Training hours must demonstrate increased knowledge, skills and abilities of a discipline. Maintenance training hours (re-qualification, in-service training, etc.) will NOT count toward meeting the minimum hour requirements for upper levels of certification. 5 Risk Management: TRAINING HOUR CATEGORIES: To be accepted as fulfilling the hour requirement for RISK MANAGEMENT, training must provide law enforcement officers with tools to recognize risks, the type of risks and effective tactics to manage risks. Communication: To be accepted as fulfilling the hour requirement for COMMUNICATION, training must provide law enforcement officers with tools to effectively communicate with members of the public, individuals suspected of criminal activity, individuals under supervision, individuals with special needs, as well as managers and co-workers. Leadership: To be accepted as fulfilling the hour requirement for LEADERSHIP, training must enhance leadership ability, teach effective leadership styles, or encourage the adoption of effective leadership behaviors. Advanced Technical Skills: To be accepted as fulfilling the hour requirement for ADVANCED TECHNICAL SKILLS, training must enhance technical or tactical skills as a law enforcement officer. ** **This does not include courses that are required to maintain the basic level of certification. 6 HOW TO COMPLETE THE WORKSHEET (F-7WS): The purpose of this form is to document training hours that fulfill the minimum training hour requirement in each of the four required categories. Each course listed should include a detailed description of why the training fits a category.
