1 Recognitions Board Meeting H I G H L I G H T S Board Meeting A held on April 13, 2015 at 406 Barrera St., San Antonio, Tx Board Meeting B held April 20, 2015 at 406 Barrera St., San Antonio, Tx Student winners of the 2015 SAISD Bus Wrap Art Contest were recognized and their artwork unveiled. There were three categories of the contest: Elementary, Middle School and High School, with student designs following the theme of Exploring SAISD. The winners in each category received a cash prize of $250 and will have their artwork permanently displayed on one of the three new student activity buses. The winners are Trinity Perez from Baskin ES, Heaven Rueda from Tafolla MS, and Irina Savchanko from Brackenridge HS. The contest was held as an opportunity to showcase student artwork, with the support of the District s Fine Arts department and Printing Services. The community organization Sistas in Business, Inc. (SIB) we honored for their continued support of SAISD students and their work within the SAISD community. Sistas in Business, Inc. is a San Antonio-based business resource organization for African American women. Founded in 2005 by Ms. Laura Thompson, SIB offers networking, training and community involvement opportunities and promotes social responsibility among its members. SIB has provided various services, activities and opportunities for SAISD students and has volunteered on several SAISD campuses. The Board read a resolution in recognition of National School Nurse Day, which will be held May 6, MOU Between SAISD and Alamo Colleges Approved Trustees approved a Memorandum of Agreement between SAISD and the Alamo Colleges, San Antonio College and the Alamo Academies to implement the HB5 Endorsement Academy in the fall of Gene Bowman, Executive Director of the Alamo Academies, provided a presentation to the Board. SAISD was a founding partner of the Alamo Academies and actively recruits and supports the programs located at St. Philip s College and San Antonio College. The HB5 Endorsement Academy will provide expanded opportunities for juniors and seniors from each high school to earn a Level I Certificate in the following areas: Communications Design, Computer Application Specialist, Multi-Media Specialist and Criminal Justice. Courses will be taught daily at the high school campus by SAISD staff. Teachers must qualify and be approved by the Alamo Colleges as adjunct faculty members. Students will earn dual credit and an industry certification in a career pathway within the STEM area of Information Technology. SAISD Foundation Update The Board received a presentation on the SAISD Foundation from Executive Director Judy Geelhoed. The update provided an overview of the Foundation s end of year report and the first quarter of The Foundation also shared the honorees for the upcoming 2015 Inspire Awards. The Foundation s goal is to support the District s efforts toward superior academic 1
2 achievement and preparation for higher education and the work force through innovation and educational excellence. This is the second year that the SAISD Foundation has raised over $1 million dollars in support for the District. Two community partners were recognized during the presentation the San Antonio Museum of Art and smart. Proposed 8 th Grade Academy Presentation Trustees received a presentation on a proposed 8th Grade Academy by Dr. Robert Vela, the President of San Antonio College (SAC), and Dr. Lisa Alcorta, Interim Vice President of Student Success at SAC. The purpose of the 8th Grade Academy will be to immerse staff and students in a college and career preparation environment. Students would enroll in Pre-AP courses, accelerate on high school credits, and explore college and career interests to support a seamless transition into the high school of their choice. The 8 th grade college preparatory academy would prepare students for early college high schools, dual credit in the traditional high school, and foster college and career readiness. Planned San Pedro Creek Improvements Project Presentation The Board received a presentation on the planned San Pedro Creek Improvements Project. San Pedro Creek is a functional but unsightly creek that runs through the historic Westside of downtown San Antonio. In an attempt to reconstitute its life-giving qualities, reflect on its rich history and create a sense of place, Bexar County and the San Antonio River Authority, in coordination with the City of San Antonio, have undertaken the San Pedro Creek Improvements Project. The project limits begin at IH-35 at the flood tunnel inlet near Fox Tech HS and ends at the confluence with the Alazan/Apache Creek at IH-35 near the stockyards. The project budget is $175 million and project goals include flood mitigation, revitalization of natural habitat and water quality, enhancing cultural linkages and catalyzing economic development. Construction is projected to start in May of The improvements will likely have short and long term impact on SAISD. Activities of the 84 th Texas Legislature Update Trustees received a presentation on bills that are being considered by the Texas Legislature, which would affect San Antonio ISD. School District Attorney Marty De Leon provided the report. There are 9,139 bills being reviewed by the Legislature. The total number of educationrelated bills being reviewed are 569. Approximately 28 education bills are out of committee. As of yet, no education bills have been signed by the Governor. The regular legislative session ends June 1, The Governor must sign or veto bills by June 21, Bond Update The Board received an update on the Bond 2010 implementation plan during Board Meeting B. Kamal ElHabr, SAISD Associate Superintendent of Facilities Services, reported on the internal projects. The presentation recognized the efforts of the Finance Department for debt management, resulting in a property tax rate that is seven cents below what was originally projected in This will produce $99.6 million in interest-saving tax-rate relief for our tax payers. The bond report also included: video surveillance design and construction happening at 10 schools; career exploration labs under construction at Harris and Longfellow middle schools and substantially complete at Whittier MS; and dirt work construction underway for the new transportation facility to be located at IH-10 and Roland Avenue. The Munoz-Jacobs team 2
3 reported on the external projects, stating 11 current school projects will be complete in May and June of Board of Trustee Committee Reports Trustee James Howard gave an update on the Governance Committee. Trustee Patti Radle gave an update on the Academic Excellence Committee. Items Approved Wide Area Network Circuits Procurement, Request for Proposal (RFP) # (AT). Resolution to support the development of the Peer Support Partnership: Pathways to Teaching Success. This program works with teacher associations, universities, and others to establish mentoring programs to help beginning teachers, veteran teachers in new assignments, and teachers in need of support to build up to the difficult climbs with the assistance of a guide. Application for International Baccalaureate for Woodlawn Academy. Amendment to the Contract with Institute for Public School Initiatives, State Literacy Liaison for the Texas Literacy Initiative Grant. Scobey Moving and Storage to support move activity at Highlands HS under the 2010 Bond Program. Stem SmartLab Learning Environment at Lanier High School under the 2010 Bond Program. Not-to-Exceed Change Order #001 and Additional Services Request for Site Fencing at Lanier High School under the 2010 Bond Program. Not-to-Exceed Change Order #001 and Additional Services Request for Site Fencing at Longfellow MS under the 2010 Bond Program. Program-wide Furniture Planning, Procurement, and Installation Budget Under the 2010 Bond Program as a Not-to-Exceed Amount with No Expenditure Limit by School. Career and Technical Education Textbook Adoption. Fine Arts Textbook Adoption. High School Mathematics Textbook Adoption. Social Studies Textbook Adoption. Contracts Approved Contract Award for 2015 Electrical Upgrades at Madison Elementary School. Contract Award for 2015 Replace Hydronic Accessories and Controls at Rodriguez Elementary School. Contract Award for the Roof Replacement at Connell Middle School, Twain Middle School and Irving Academy. Contract Award for the Alamo Stadium Signage Package. Policy Revisions Approved Policy Revisions for CKE(LOCAL). CKE(LOCAL) relates to Security Personnel. 3
4 Rental Usage Agreements Approved Rental usage of Alamo Stadium by Corinthians FC of San Antonio for soccer games. It will be in use on the following dates: May 10 and June 7, 2015 from 1 p.m. to 5 p.m. and June 5, 12, 14, 26, and 28, 2015 from 5:30 p.m. to 9:30 p.m. contingent upon Corinthians FC of San Antonio agreement to pay the total rental fee of $7,000 plus operating costs. Rental usage of Alamo Stadium Northwest Parking Lots (#2 & #3) by San Antonio Sports for shuttle service between Alamo Stadium and The University of the Incarnate Word. It will be in use from 6 a.m. until 3 p.m. on Saturday, May 30, 2015 contingent upon agreement by San Antonio Sports to pay the total rental fee of $400 plus operating costs. Rental usage of Alamo Stadium Northwest Parking Lots (#2 & #3) by the CE Group, Inc. for shuttle service between Alamo Stadium and the DoSeum Grand Opening. It will be in use from 8 a.m. until 7 p.m. on Saturday, June 6, 2015 contingent upon agreement by the CE Group, Inc. to pay the total rental fee of $400 plus operating costs. Bids, Proposals and Purchases for Goods Approved Rental of the Alamodome for Graduation Rehearsals and Ceremonies in support of Edison, Lanier, Highlands, Jefferson, Burbank, and Brackenridge High School scheduled for May 26 th -28 th and June 5 th -7 th Purchase and Installation of Playground Equipment at Arnold, Cotton, Fenwick, Hirsch, Japhet, Riverside Park and Rogers Elementary School and Bonham and Woodlawn Academy. Purchase of STEM SmartLab Learning Environment Program, including maintenance and technical support, hardware, software, furniture, educational resources, professional development and assessment tools in support of students in grades 6 th 8 th at Harris and Whittier Middle School under the 2010 Bond Program. Purchase and Installation of Video Surveillance Camera Equipment (27) in support of Food and Child Nutrition Services. Renewal for the purchase of Screening and Recoating Services for Wooden Gym Floors (30) at all gym facilities, including High School, Middle School, Academy and Alamo Convocation Center locations. Renewal for the purchase of Enterprise Antivirus Software, Licensure, and Related Services in support of District-wide operations. Purchase of Microsoft Software Licensure for Enrollment in the Education Solutions (EES) Program in support of District-wide operations. Purchase of Catalysts and Switches in support of eight (8) High Schools to replace aging and out of warranty campus core equipment.
